Kempegowda Layout is one of the new layouts that is being developed by the BDA (Bangalore Development Authority). BDA had earlier issued a notification in 2015, inviting applications for Allotment of 5,000 residential sites in KG Layout.

There were many procedural hiccups in the allotment of sites to the successful applicants. Most of the applicants who have not got the allotment had to wait for many months to get back their Initial Deposits. I believe that BDA took almost 1 to 1.5 years to complete the allotment procedures.
Latest Update (26-Sep-2018) : The BDA has published the Kempegowda Layout Final Site Allotment List (2018-19).
Around 5,000 sites on over 300 acres covers have been allotted in the first phase of the allotment. The sites which were allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

Around 2700 comments have been exchanged among the applicants in this blog post. Can be useful to you, in case you are now looking to apply for a site in BDA’s KG Layout).
The BDA has again come up with the latest notification, regarding the allotment of 5000 more residential sites in KG Layout, Bengaluru. Below are the details….
BDA Kempegowda Layout – Latest Notification (2018)
- Application forms are available from 28-Dec-2017.
- Last date to submit application forms is 09-Feb-2018.
- Where can I get the Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, Syndicate Bank, Vijaya Bank & Yes Bank. These branches are located in Bangalore and also across Karnataka state.
- Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
- BDA is giving around 40-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.
- Nearly, one thousand 20 * 30 sites (600 square feet) are reserved for Economic Weaker sections (EWS) of the society. These sites are available at subsidized rates. Five hundred 20 X 30 sq ft sites are available for General category applicants.
- Two thousand five hundred 30*40 sq ft sites, seven hundred 40*60 sq ft sites and around three hundred 50×80 sq ft sites are available for the allotment.
- The per square feet rate has been fixed at Rs 1,800 for a 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
- For a 30X40 site, the per square feet rate is fixed at Rs 2,000 , the total cost would be Rs 24 Lakh.
- The per square feet rate is fixed at Rs 2,200 for 40X60 site, which is Rs 48 Lakh .
- The per square feet rate is fixed at Rs 2,500 for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee is payable at the time of site registration.)
- Kindly note that the sital values are same as in the previous notification (2015).
- Only 50% of the total sites (i.e., 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,
What is the procedure to apply for a site in BDA Kempegowda Layout?
- Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others). In case, you already possess a Registration card, can pay the difference in value of the Registration fee and obtain the Bank’s seal on the back side of the Card.
- Draw a DD/Cheque in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above first table).
- Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
- The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
- If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site / KHB then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
- You are also not eligible for the allotment of a site if you or any of your family member has a site/flat/house within Bengaluru Metropolitan area. Also, you should not have acquired any site/house anywhere in India at a subsidized price.
- The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)
Download BDA’s notification (2018) – Application for Allotment of sites @ Nadaprabhu Kempegowda Layout, Bangalore (in Kannada / English).
- You can submit the completed application form along with the DD/Cheque (for initial deposit amount) at the branch of the bank where you have obtained the application form. The last date for submission of filled in application with initial deposit and registration fee is 09.02.2018.
- After receiving the applications, the BDA will announce a ‘Provisional list’ of successful applicants. The unsuccessful applicants can raise objections (if any) on the allotments done. Once this process is completed, BDA will announce the ‘Final List of Allottees’ and will also issue the ‘refunds’ (Deposit monies) to unsuccessful applicants. (Last time, BDA took almost 1 year to refund the Initial Deposit monies.)
Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion
- BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority (you can check the seniority list by visiting BDA website), number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
- BDA may take its own sweet time to complete the entire allotment procedures. This has been the case with the allotment in 2015-16. So, you may except procedural delays.
- Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
- If you are planning to settle down in Bengaluru and your target location is West Bengaluru, you can consider applying for a site in KG Layout. But, advisable not to apply if it is for investment/speculation purposes.
- Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).
Kindly keep the above points in mind before applying for a BDA site in Kempegowda Layout.

For example from North to South on Eastern side can be 10 feet (or meters) and North to South on the Western side can be 14..

BDA has allocated a site to my uncle “Fathers brother ” who is retried and struggling to get his home loan approved, however based on my employment bank is ready to give a loan but the allotment latter contains his name. Is there a way how DBA can combine two names so that he can get some support for applying home loan as a co payee
BDA will not entertain others other than allotee.
Check with private bankers, they should be able to sanction a loan to your uncle , by considering you as a co payee.
Can i buy BDA sites from agriculturist which they have received compensation / reward, is any problem pls reply asap.

NPKL phase 1 and phase 2 Allottees, it is in urgent requirement we are in need to give representation for Namma Metro – Sub Urban Rail Interchange station at challaghatta in NPKL Block 5.
It is to be noted currently there is no Rail or Metro connectivity in NPKL, with this interchange station. It is to your notice that Major Arterial Road will connect all Blocks of NPKL and Challaghatta is the only access point for Metro and Suburban Rail as well.

As per the rule, for transaction above 50 lakhs, buyer has to pay 1% TDS.
Those who got the allotment letter for 40/60 & above dimension site, and planning to make payment to BDA, raise DD or RTGS transfer for 99% of the total amount mentioned in allotment letter and pay rest 1% TDS directly or with the help of chartered accountant.
Its owner’s or buyers responsibility!
The above info is very important, many who paid 100% to BDA to run around BDA for more than 6 months to get back the refund of 1%, all new allotted to deduct 1% and make the remaining amount payable to BDA

3) covering letter with challan needs to be submitted to reception and acknowledgement can be collected for the same
Once full payment,our file goes through following before we get intimation to submit LCSD format…
– Applicant has to submit all vouchers to the pro or plot section, along with payment details and covering letter
– Plot section then forwards the file to finance section for credit verification, which takes a month
– Finance section then asks engineering section to submit correct dimension report, which takes 2-7 days
– Finance section will write a note to issue LCSD format to respective case worker if everything is fine..
– Case worker dispatch LCSD format
– after handing over LCSD format on same day he will issue date on which we need to go for registration..
Usually they scan docs,entry data in computer,send via tapal from section to section …minimum one and half month to two months after full payment till we receive letter from case worker for LCSD format

We are heading in right directions.we need bring other issues now on. Another 6 months is golden hours for us the getting all our request done like relaxation on full payment,developments,LCSD,issues and concerns because BDA commissioner is helpful and with fear of surrender they will solve issues.
Many our members brought SWD issue in fourm and many also discussed this issue by calling me…now with the help of print media we able to bring issues of SWD infront of authority.reallotment will be given to those allotted whose site fall in buffer zone as per Commissioner official statement.
Hope every member visited sites.those who 100% sure their site in buffer zones and those who have doubts also write letter addressing commissioner on this.many already collected maps,took photo from your plot showing SWD,which you can use to prove issue.
If possible measure distance using tape or applications are available to measure distance using smart phone.
Reallotment process takes long time so start requestion process immediately because based on our complaint respective block site engineer will be asked to send detailed report by spot inspection and share his comments so further action.if we submit this after receiving allotment due to long process you guys will miss full payment deadline if reallotment not happens.if reallotment happens new allotment letter will be issued so payment counter and other clauses applies from date you guys recieve allotment letter.

Site surrender steps…Suurender can happen after you receive allotment letter
1) write simple letter addressing commissioner, BDA, Bangalore with some reason for surrender,don’t forget to mention,application number, registration number, account number, IFSC code details…
2) please submit original allotment letter,NoC,formats enclosed in enevelop
3) submit original registration card, acknowledgement if available
4) submit letter with all docs mentioned above to reception…get acknowledgement for the same…
After surrender they will take 1-2 months to refund Intial deposit…

Congratulations for allotment.hope all members started visiting layout and many already visited their respective plot.hope you guys will visit your plot regularly to understand in and around your plot,sector and block.this will help you to know good and bad things.
In everyone’s mind there will be question what next after final list?when we recieve allotment letter and what process to be followed and many other quire’s.i am trying to give some highlights from my phase 1 allotment experience.
Allotment letter takes 1-2 months to receive each allotte. Process is like below.
1) after randomisation allotment section will dispatch list to printing section.
2) printing section prints allotment letter,NoC for availing bank loan,3 formats(self declaration, additional information,format to paste photo,3 model signature). Once printing section done their work it will be again dispatched to respective DS(deputy secretary)section for seal and signature. After this task again it will be dispatched to dispatch section.
3) dispatch section enclose all docs in envelope and start dispatching in batches to the address given in application form via speed post.
Your parent counter starts when you receive allotment letter.except SC ST Cat1 and EWS,all other has to make payment within 60 days.DcM promised for 90 days penality free payment option after board approval but we need to followup on this.
Steps to be followed after receiving allotment letter…
It will be sent via speedpost…Envelope cover will contain a) allotment letter b) NoC from BDA to avail loan c) self declaration format d) additional information format e) format to paste photo,3 model signature
1) once allotment letter recieved allotte payment counter starts,within 15 days from day you recieve allotment letter acceptance letter should be given to BDA for accepting site allotment
2) covering letter with allotment letter photocopy,NoC letter photocopy,self declaration contents on 20rs stamp paper and notarized, additional details,form to paste photo and model signature photocopies should be enclosed
3) all documents photocopies should be attested by class A or gazzeted officer
4) visit BDA and submit,get acknowledgement for the acceptance letter submission

Group members(we don’t separate as senior junior, direct allotte or dependents or by site dimension or by category under which allotment happened or farmers site owners or 3 years time allotted or on based on writ and not on any other criteria) make sure unity is maintained in your groups be vigilant on falls promisesers(they may come up by saying mass surrender to achieve so and so, plans to A…z to achieve so and so because we seen what can be done and which is feasible and practical),taunting, personal attacks on person if he/she bring something on board, marketing and other things, if you feel someone violating group formation intention and trying to use group for his hidden agenda remove him/her without second thought because such people start groupism which ultimately weaken groups. Forum is open to all to exchange concerns, views on everything because every member are matured.
Me and Santhosh is not part of any association.as we keep on telling if you wish you guys can join associations or you can form your own association or just work as group with common like minded.
Verify and join association which you feel its suitable or if association views matches with your views and requirement. There 2-3 association for npkl.
As you all know Sridhar sir association present secretary of one of such association. Sridhar sir already posted about association and upcoming AGM.
Many already cleared their view on joining association(when they feel to join, they will join association)and about posting on association were questioned by many not to impose anything on members, it should be open to decide based on their wish because you were waiting for final list, now you are busy with finding out site and site visit, later allotment process, registration process and you guys officially not got allotment so some questioned how come you can be a member of association so flexible to change by-laws which clearly says is meant for owners and residents.
Group is active from almost 3 months. Its open forum everyone’s views valued irrespective of age, direct applicant or dependent, irrespective of dimension, irrespective of category applied. Not single loose talk, taunt sofar,only healthy discussions happend.hope it will remain same in future too.
We discussed and formed block wise groups to bring each block member in respective group with intention to concentrate issues and concerns of their respective blocks because blocks are huge. This was discussed and implemented in our common groups not decided by 1 or 2.as we all discussed each block is different, it has its own issues and concerns so encourage people start taking initiative to work for their blocks and this is not divide and rule.
Even before final list all like minded met, prepared memorandum as per all members requirement, submitted to BDA and submitted to CM,DcM on randomization day, both responded positively.as a group of mutual interest you achieved which is not done by anyone else sofar.
Now on you became official allotte of NPKL. Lots of process and challenges to be followed until you get khata done.so be cooperative with each other after all now on you will be neighbors.

will they announce final list this week.. At least if site is not alloted, we need to get the deposited money back. is there a way to get the deposit back before final list is announced. Moreover I have applied for a site in my name, however Im buying house in native, so as per BDA rule the site allotment will not happen for somebody who has property already in Karnataka state.
If i approach BDA, can i get my money, I have paid 6+ lakhs rupee.

Our association which is formed to safeguard npkl site owners and upcoming residents…our main motto after we got allotted was time extension for full payment,LCSD relaxation, RERA benefits, speedy infrastructure developments….with leadership we were able to get extensions and majority paid full amount and got site registered….
We not seen much progress on LCSD, infrastructure activities and RERA benefits….
Association seen many ups and downs from day it formed till date. With leadership we got something to be happy but we have many things which needs strong leadership, who can understand each members of association and safeguard each and every site owners by taking all into consideration, take all issues and concerns in proper planned manner to concern authority to take it ultimate end….
As we seen infrastructure activity like power, water and basic amminites works going to complete in couple of years…in couple of years once infrastructure is completed we have to start construction, many challenges comes our way once we start construction…now we have elections to our association…we need to choose leadership in such a away thinking view point of those who will construct as soon as infrastructure works start so once we start construction there should nit be harassments, challenges to owners and upcoming residents….since it’s new layout everything will be done from scratch…
Now we have opportunity to identify good leaders among our self who willing to take ownership, identify issues and concerns,solution for issues and concerns and take decision in broader way to help all….
Any members who is direct allotte, dependent of direct allottes can contest our association election…request each and everyone to think seriously on this to safeguard our huge investments( 12,24,52 and 96 lakh) we don’t want to suffer like bsk 6th stage,anjanapura allottes,for them lak of infrastructure made to suffer like anything and everyone knows arkavthi issues, we should not be one more victims…we need to choose strong leadership who takes everyone’s opinion,open to critics wither positive or negative, ego less people, down to earth. We have chance to build strong association now,everyone should and must come forward to nominate for elections and take up leadership to benefit all…
We have challenges like
1) infrastructure activities yet to start and we don’t know deadline
2) no RERA benefits even npkl registered under RERA
3) BBMP waste treatment plant
4) quality of work
5) house construction clause reduced from 5 to 2 years
6) LCSD
Many more hidden issues and many more issues will come up once we start construction and start living….let us be united, think wisely on association leadership and get new good leadership so together we can tackle every issues and concern…
Many good and bad things happened in association but we have to move on for something better to benefit all by choosing good leadership and forget bad things happened and need to make sure bad things not to repeats again which makes association weaker… association is for all not for one set of peoples…

1) Final list will be published by another 8-10 days.
2) Randomization(site number allotment) after 15-20 days of final list.
3) Due to proposed raise in guidance value by GOK,BDA also discussed price raise for sites,which is yet to conclude.

You can upgrade but previous attempts will not be considered.
Its opposite from higher to lower dimension, previous attempt will be counted.
Refund starts after final list, during phase 1 batch wise refund done like 100 refund everyday from all dimension.

we get only 2months when once we receive allotment letter. if we fail to pay within 2 months we end up in paying huge penalties or even cancellation of site.

1) After July 10th they will go through each objections,scrutinize application and details of objection filled applicants.
2) They will call each objection filled applicant to present their claim.
3) eligible applicant from among objection filled will be selected and take approvals from commissioner and all before including in final list
4) Randomisation will be done,final list with site number is expected to be published on aug 2nd or it may take time but it may happen in aug.

Hi Sreekanth… i have a question… my aunt has made a registered property will in my cousin’s name… but the property is still is my aunt’s name and my aunt is still alive, can my cousin apply for allotment of BDA site?
As per rule applicant and his/her dependent should not posses any kind of property in bangalore like Flats/BDA site/KHB site and plot in bengaluru limit…

For SC/ST/Cat1/EWS/martyrs or permanent physical disability caused by war,Such allottes will get 3 years time to make full payment for all dimension except 50/80.
For all other applicants under different category like General category,state government & central government,2A 2B,3…..needs to make payment within 60 days from the day you receive allotment letter. after 30 days and within 90 days of allotment letter late payment penalty will be 18%,after 60 days and within 120 days of allotment letter late payment 21% penalty,allotment will be canceled after 150 days of allotment letter received if no payments.

1) provisional list published
2)if someone feel they are eligible compared to the person whose name in provisional list can file objection within July 10th
a) simple letter claiming poly allotment with all details to letter
b) submit letter to PRO,collect acknowledgement
c) after some days applicant who raised objection will get intimation letter to meet DS,with date and time.on the given day applicant need to take all previous attempts docs and present to DS.
d) all dimension DS and allotment committe will discuss on objection and if eligible but left in provisional list such applicant will be included to final list
3) final list will be published
4) Randomization will be done,polt number allotted will be uploaded on same day to bda website….
5) after 15 days of Randomization.. in parallel they will start priniting dispatching allotment letter to allottes and refund via RTGS to non allottes…
For non allottes no need to do anything after final list automatically authority will start refund in batches…for refund if someone not recieved even after 2-3 months then applicant need to visit BDA and get verified their bank details,if something wrong like IFSC code or something they need to write letter and get it corrected….

I have a concern like, the number of sites motioned in the notification and the number of allotment mentioned in the provisional list is not matching. ie for 40*60 the total number of sites mentioned is 700 but where as in provisional list its only showing 400+ names. could you please clarify this ?
They reserved rights of increasing or decreasing number of plots based on availability at anytime…you can file objection on this
700 sites include sites allotted to all other categories like SC, ST etc. Only 50% of the 700 was meant for general category. I guess it is a bit more than 50% because of a lack of applicants in the other categories.
How many days will take to refund?
It will take another2-3 months

It should be sooner than that. I thinking end of August, early September at the latest.
After 10th of july they will call each applicant who raise objection and hear them..after discussing with each applicant eligible list will be prepared out of objection…they will take approval and include any any eligible..final list will be published..this will take 1-1 month 15 days…after that they start printing allotment letter to successful applicants and refund to unsuccessful applicants in parallel..in phase 1 they refunded in baths like 100 people from each dimension per day…so it will take another 1-1 month 15 days to complete refund to all if nothing comes in between..

I just wanted to give some highlights or heads up which may help to take wise decision..
Mostly next week provisional list for phase 2 will be out…now it’s time to unite and help each other,after list is published Sunday we can all gather in Janna Bharathi campus,discuss on all things and later we can visit layout..since BU campus is near to layout and good place to assemble…
If you guys unite you can work for group loan,help each other with process,you can also request BDA commissioner to relax some months to make full payment instaef of 60 days and many steps can be intimated by united people which will help all allottes….
1) plot price is already published 3-4 years ago so there will be no chance to reduce price,we already made effort like given representation to BDA chairman, commissioner and Bengaluru development minister(geroge was minister) they clearly ruled out on price reduction..it can’t be challenged in court too…if some think price is huge nothing can be done now
2) development is started in slow pace,tender for infrastructure development is given and work in progress so in another 1.6-2 years every infrastructure will be provisioned as per tender but again it depends on how authority arrange money for work…
3) lease cum sale deed is for 10 years,we phase 1 owners already given relaxing request to BDA chairman,committee member and our area minister H T Somshekar, commissioner and Bengaluru development minister (geroge) they said government has to ammend rule and they also mentioned they already written letter to government,it may take time…if it happens mostly lease cum sale deed will be 5 years…
During phase 1 some misleaded group members and made few members to do mass surrender,few followed and surrendered but nothing happened from this act,those who suggested mass surrender got alternate plots at good blocks of npkl…once refund is done for surrender nothing can be done…hope no one take such decision here…
Arranging huge money within 60 days is difficult for few…
Some surrendered due to BBMP garbage plant but as soon as people start construction plant will be shifted…villagers already protesting and H T Somshekar trying to move garbage plant….
Layout still under development so we need to wait for few more years to see well developed layout….
Some surrendered based on distance, facing,lake and other criteria…
Some surrendered those who has multiple property…
These all some of points based on that some of allottes surrendered plots in phase 1…
Phase 2 applicants already know price,layout development status,rules like payment duration,house construction clause by bank and authority & Lease cum sale deed 10 years terms,in and around layout like arterial road,metro depto cum station, IT parks and SEZ that may come up in and around layout…
suggestion is to think on all matters and take decision before you go for it or before surrender….

Here are the commissioner meeting updates..
Commissioner and Secretary was not available we met PRO officer.
However we were able to reach commissioner on his cell phone in PRO section. Below are the information we were able to gather.
1. code of conduct is in force till 19 June.
2. Bda board meeting has to be done. Also he said Board meeting likely to be happen this week.
3. Application scrutiny process is completed.
4. When once code of conduct and board meeting is done he assured us to publish the list.
5. Also we received some adhoc answers when we communicated with commissioner office staff, they say it will take 1 more month to publish.
We need to follow up after board meeting for further updates.
I believe current board members will get replaced by new government. And I am not sure how far they will complete board meeting.

If we take loan for BDA plot. Will it be considered as a Home Loan? What will be the interest rate?
Because, Home loans come with some additional benefits like Income Tax Benefit for Principal and Interest, Subsidy for Small Homes under affordable housing scheme, Subsidy for Loan less than 30 lakhs etc. ARe these benefits applicble to bda plot loan?

Banks offer loans for only Plots or only for construction or comprehensive loans for Plot cum House construction purposes.
Interest rates vary from bank to bank.
PMAY govt subsidy scheme is available for any type of residential home loan provided one meets the eligible criteria (but not for plot alone).

There are 3 types of loan.
1. Home Loan
2. Site Loan
3. Composite loan
1&3 require you to complete construction within a certain time period, failing which your rate of interest Wii be calculated based on commercial loan.
Loans for 2 are slightly higher than 1&3.
Please ask lender on all 3 types of loans and conditions for each to help you decide which loan you need to take.

You may have to be answerable to your Banker/Lender, they may not allow this.
You need to provide correct details about the property, the one which you are going to acquire or where the construction will be done.

The site dimension is 9*12 sq mts (1162 sq ft). But the seller is asking to pay for 1200sqft and he claims this is how it is carried out in Bangalore. Lets assume 1sq ft = 3000 Rs, then should we pay for 1162 * 3000 or 1200*3000?

1) provisional list will be published
2)if someone feel they are eligible compared to the person whose name in provisional list can file objection
a) simple letter claiming poly allotment with all details to letter
b) submit letter to PRO,collect acknowledgement
c) after some days applicant who raised objection will get intimation letter to meet DS,with date and time.on the given day applicant need to take all previous attempts docs and present to DS.
d) all dimension DS and allotment commite will discuss on objection and if eligible but left in provisional list such applicant will be included to final list
3) final list will be published
4) Randomisation will be done,polt number allotted will be uploaded on same day to bda website and for this function usualy authority invite all via news paper add
5) after 15 days of Randomisation.. in parallel they will start dispatch allotment letter to allottes and refund via RTGS to non allottes…
We will share steps what we did,how we did after receiving allotment letter till you guys collect position certificate….
For non allottes no need to do anything after final list automatically authority will start refund in batches…for refund if someone not recieved even after 2-3 months then applicant need to visit BDA and get verified their bank details,if something wrong like IFSC code or something they need to write letter and get it corrected….

Election over,government formation is in progress,Provisional list was ready as per authority but due to code of conduct they were not able to publish…now everything is over so without further delay authority must publish provisional list…in whats app group we asked group members to call Commissioner PA at 08023318543/08023360843 and ask when they will be publishing provisional list…We also planing to meet commissioner soon if they fail to publish list.

Seniority list prepared using the applicant information using phase 1 applications…if you are new applicant your name will not be in list since list is prepared based on 2 year old phase 1 applicant information.

The list available in bda website is not provisional list its called as seniority list which is prepared based on the details given in phase 1 application unsuccessful applicant.
Since its your 1st attempt so chances of allotment is less,usually allotment happens based on number of attempts and age.If you applied for 50/80 you have chances of allotment since less applicant compare to number of plots available, allotment depends on age,attempts and for which diememnsion plot you applied.

We are nearing to Phase 2 provisional list..mostly after elections provisional list will be published….1) check list which will be uploaded to bda website for allotment 2) cross verify other allottes details if you feel you have eligibility but still Ur name not in provisional list so you can file objection….from date of provisional list publication they will provision one month time to file objections…a simple letter with registration,application number,attempts and age while filling objection is enough to say even with eligibility you not been allotted or Ur name not considered for allotment b) after 30 days they will send letter to the person who objected provisional list and give date,time to claim his eligibility with deputy secretary..c) deputy secretary hear claim if it’s genuine he will discuss with allotment committee meeting and include name if applicant name missed even with eligibility for allotment 3) final list will be uploaded to bda website after making changes by verifying objections if any…after final list there will be no changes in list 4) after final list,they will do plot randomisation and upload site allotted to individual in their website 5) after announcing plot numbers they will dispatch allotment letter…with allotment letter following documents will be enclosed 1)allotment letter 2) NOC for availing bank loan 3) Format to accept plot allotted 4) self declaration on no plot or house in allottee name or any of hi/her dependent name which should be done on stamp paper with notary…should be hand over acceptance letter and notried letter to PRO in reception…in parallel they will start refund to unsuccessful applicant and publish refund list regularly as and when they complete in batches.. 6) your days count for full payment start from the date u receive allotment letter(60 days for all categories applicant without Penality,after 61 days they will impose 18% for next 1 month,22% after 91th day, finally cancel allotment if applications can’t fail to make payment…3 years time to SC ST and cat1) ..7) there is no provision to change plot after allotment…if site land in under litigation only they will reallotment and upload list… reallotment based on facing or other request will not be considred 8) if some wanted to surrender or return allotted plot,they need to write letter for surrendering and submit allotment letter,NOC,formats enclosed in allotment letter, registration card…

1) Provisional list will be published in bda website…before publishing list they will publish in all leading print media and electronic media.
2) 1 month time will be given if any feel irrespective of eligibility their name not considred,such objected applicant will be invited to bda to check their claim. After this drive authority will meet and include eligible applicant and takes approval
3) final list will be published in bda website
4) after 15-30 days from final list they will start sending allotment letter to successful applicant via speed post and parallely they will start refund of intial deposit to unsuccessful applicants

In the article, BDA commissioner has said that the preparing list is in last stage and after taking necessary approval from election commission they may announce the list.
BDA will write letter,it will take 15 days,EC will ask clarification after 15 days..again BDA will respond…by that time election would have started so…list can be after elections…

Hi, I opted for a 50 80 site for the first time. As the number of applications are less than 300 I would mostly be selected. I just attempted to increase the count but it looks that it would be picked for allotment where as I am not yet financially ready.

Less applications for 50/80 so all applicant of 50/80 have chances to get allotted..Plot price + registration charges cross 1cr.
You can withdrawn(Surrender) if you get allotted. Your attempts become 0,since you are new applicant attempts will not affect if you plans to apply in future,They will not return registration card fees and application fees,They will transfer Initial deposit to you account after 2-3 months.
Just simple letter on surrender,return registration card,application acknowledgement,Clear details on your bank to where they need to transfer Initial deposit is required.

Hi, i have a question.. many layouts still have vacant sites without construction, how come they violate the BDA rule that they have to construct within 5 yrs of allotment.. ..?
Yes…there is a clause to construct within 5 years from date of allotment we must complete construction but…
1) Clause is not taken seriously.
2) Plot owners blame BDa not given basic amminites to start construction,BDA blame they cant provision basic amminites until plot owners tsrat construction….hence many plots are vacant in old layouts
3) There is a provision using that we can seek BDA to give some years or some time to us to start construction with some penalty….
4) needy will sure construct or constructed without basic amminites…some investors who has multiple plots left plot as it is…

I visited BDA office yesterday for some work. All the clerical staff are engaged in scrutiny of the applications and ONE week deadline is given to them to complete it. First time I have seen them working on war footing. I hope same pace continues.
But the catch is if the sites are not formed on paper and on ground they cannot allot site numbers. So if anyone knows somebody in Engineering department they can find out and update about site formation status.
Yeah, please make sure that sites are carved out or not , as i said earlier we will be in big trouble if they allot sites which are not in place.

Is BDA has carved 5000+ sites to allot for 2nd phase?
Please note : we will be in big trouble if in case if BDA allots site which are not there in place.
They have not yet done that. They will scrutinise the applications now and make a list of eligible people for allotment and return the deposit for unsuccessful applicants before ELECTION. Site number allotment and allotment procedures will start after new government comes. We are at their mercy.
if this is the case then we may face
1. lot of inconsistency in site allotment.
2. they may denotify the land .
3. you will be shelling out your money before the product reaches you.
4. at later stage layout map/master plan may change, then you need to get reallotted (this is a tedious
job , everytime you need to run behind BDA)
5. they will promise you one and get you something different.
7. at later stage they may allot you sites which fall under buffer zones (lake/Rajakaluve/Canal/ etc.)
Oh!! this is really scarring after investing such an amount including our previous attempts.

RERA is charging 1000 for a complaint, but no use. i am highly disappointed from RERA.
Yeah Sham….So far no progress….last time BDA commissioner Mr,Rakesh Singh mentioned there was fees for registration issue which is sorted and project registration under RERA is completed but no clue in which RERA he registered npkgl…
We have one PIL on RERA which is filled by Mr Sridhar,Which is filled long back and judge is waiting for BDA lawyer to replay and no progress at all.
Many of phase allottees lodged complaint against BDA Wave-off penalty which was imposed for late payment stating layout is still under formation,for seeking deadline for infrastructure completion and many raised concern on full payment made for underdeveloped or under formation layout.Till date no one got any replay from both authority,Online complaint states your application is under review.
If NPKGL comes under RERA…
1) Payment will be development based like BDA need to show some work and after that they need to ask allottees to make payment….
2) If they fail to show development,BDA has to pay penalty to allottee who made payment at the SBI rate of interest+2%
Registration will happen for sure,but when id unknown….If it happen its going to benefit all…

If this is the case why bda not implemented the same to phase 1 allottes? Injustice to phase 1 allottes….phase 1 allottes got plot allotted by randomisation some of allottes are purchased plot even plot not in good area,facing,near lakes,near Strom water drain, undeveloped only because of bda plot……now authority has to componsite and give justice to phase 1 Allottes….they need to give special provisions like complete waveoff of LCSD or reduce LCSD to less years say 3-5 years to phase 1 allottes since phase 1 allottes lost opportunity to purchase plot of their own choice….
Hope association will raise voice at least now for phase 1 allottes….

Better BDA starts this type allotment to stop people from surrendering allotment and no construction happening at KG layout.
Better if they reduce cost as it was in old layouts so applicant can buy and start construction…Price can attract more people compare to any site of your choice gimic… 🙂 first come first serve so those who applied as soon as they saw notification,what about for others needy…

if the above fails then i am expecting BDA will allot sites after 6-10 months or may take 1 year (which was the case in phase 1 allotment)
Yes… exactly….before election commission publish date and code of conduct come into place they need to else it can be done after new government formed and new minister takes incharge….same situation happened during arkavathi too…. normally takes 2-3 months to publish provisional list since it’s paper application which needs to go through and make entry verify data provided by applicant…on an average 20-30 application can be verified by a caseworker,here how many case worker deputed for this work matters lot….be patient…we waited for almost 6-7 months like we applied application begaining of 2016 and provisional list published for phase 1 on November

I checked the seniority list of 30X40 dimension however I was surprised why 6th, 7th & 8th attempts people were not been allotted the sites in phase 1?
Second question why the BDA has still not shared the details for the second phase like how may applications were received and the number of application break-up according to dimensions?
Till date we saw that only in Vijaya Karnatka newspaper mentioning 13K applications received apart from none other leading newspaper had shared the application details. How far this is true?
It means BDA is maintaining the confidentiality?
Second question answer –
Because some partner banks are involved we know that 13k applications are there.
BDA would take 1-2 months to only count the applications forget sorting etc.

1) Allotment purely based on attempts,age and caste so those who got plot in phase 1 are having more attempts or age is high compared to those who are in seniority list.
2) usually bda never gives statements on application recieved…for phase 1 intially some papers reported 18k applications received but after 2-3 days they said it was 31k….mostly response is low and it’s below 12k itseems so to safeguard bda reputation they don’t want to disclose exact applications received for phase 2 itseems…

I am suspecting below reasons for Applicants who have more attempts (>6) but still they are not allotted.
1. BDA would have allotted his/her site to others(who are in favor of BDA officials)
Applicant is still not allotted but BDA would have hijacked his seniority to others internally.
2. May be Applicant would have cancelled his previous allotment and now he his trying to apply.
3. May be applicant is not complying to BDA allotment rules (may posses a house)
4. May be Applicant is not appealed BDA to serve him based on his seniority.
since there is no transparent process in BDA’s allotment system hence the above points strike to my mind.

Last evening CM payed stone for major development work of NPKGL,Arterial road work,Infrastructure work like Sanitory pipeline,water supply pipeline(dual…kaveri and sewerage treated water),electricity supply works,Overhead tanks and SWT plants construction and road asphalting works which is expected to to complete within 18 to 24 months(Placing concrete ducts is under progress in some of blocks of npkgl like block 5,block 9 and other blocks hope uniform development happens across the layout blocks).
As per our initial representation meeting with BDA commissioner,NPKGL will get modern amminites like everything will be underground. Lets hope they will implement everything as planned and NPKGL will become one the prestigious layout of bengaluru west.

Seniority list prepared based on the applications submitted during phase 1,Applicant listed ins seniority list applicant have chance to get plot and they included in seniority list stating they are eligible for plot in upcoming allotments.
If authority find any other suitable applicant whose age,attempts are more compare to applicant seniority list,that applicant will replace the applicant whose name in seniority list.

Process is as below
1) Team members of concern dimension plots will go-through each application and update their inventory..like applicant name,registration number,age,attempts and other details filled in forms.
2) They will prepare the list of eligible applicant from the applications received for phase 2.
3) Allotment committee will meet and set eligibility benchmark for allotment like how many attempts,age and all and issue it to all dimensions Deputy secretary.
4) Deputy Secretary conduct meeting and ask to share list prepared as per allotment committee eligibility.
5) Once eligible applicant list prepared allotment committee meeting will happen and approve the prepared provisional list
6) Provisional list will be published in BDA website.
As per me even they have seniority list,again they need to go-through each and every applications they received and prepare list so to select eligible applicant from seniority list if that person applied in phase 2 and other applicant who has eligibility.it will take another 30 days,if they taken additional manpower for this work,then it can happen early.

Seniority list is not ultimate,Its based on applicant who applied in phase 1,If new applicant who are most eligible compare to seniority list applicant,list will be altered,If you attempts,age is more you will get chance in provisional list if some competition or no competition for applicant is criteria.

Few of measure which help you for owing plot.
1) Those who are in Seniority list and chances of getting allotment start arranging money, its huge and you will get only 60 days time to make full payment without penality, after 60 days payment will be penalised with 18% penality and after 120 days 23%,finally after 150 days no payments made allotment will be canceled and return intial deposit.
Due to demonigization and we done agitations for development based payment but we got time to make payment without penality upto 150 days
2) After implementation of RERA, banks asking for project registration number for availing loan, BDA applied for npkgl registration but it yet to get RERA registration number. Some of phase 1 allottees had issue in getting loan due to this. Expecting allottes please do some homework like visit banks and enquire, be prepared with all documents for loan because loan sanction takes 15-30 days if your documents are proper else loan sanction will be difficult.
3) RERA registration number is mandatory for availing loan, get list of documents to be submitted to avail loan, if rera registration number is mandatory to banks please file RTI to bda and ask registration number along with document which says rera registration number is mandatory since no where its mentioned in add, nothing is showing in rera website.
Its too early to check with bank but be prepared because as i mentioned 60 days to make full site value without penality will be very quick. General category, obc, ex-service man, Central and state government employees has to make rest of plot amount in multiple times or single shot within 60 days as per present clause… Sc/st/cat1/ews will get 3 years time to make full payment.
4) as soon as you get plot allotted visit layout and check allotted plot and decide because some of phase 1 allottes surrendered plot stating far, no development and all.
5) be prepared to roam to bda office after allotment since allottee or his/her dependent need to visit bda main office for some or the other documents submission or other works.
Just be prepared if you planning to go for if allotment happens.

Yes report is correct,this is there from long. Stone laying for arterial work is scheduled on 4th March at 3 PM non magadi nice road junction by CM.
Initially 330 feet road planned and land acquisition notification issued around 10 years back. There was litigation on compensation,so land was not acquired by BDA. During state budget they published this will be 150 feet arterial road which contains 3 lanes on each side with service road and bicycle path on each side with big median which can be utilized for metro work in future. In mysore road tunnels will be constructed for signal free smooth transportation as per road plan and they given tender to L&T.

This arterial work is divided into 2 parts which will be given to 2 bidders,i heard from mysore road till some km L&T will be executing and from magadi road till some km other vendor is going to handle.
And also L&T will be handling basic facility work(Sanitary pipeline,water pipeline,electrifying and other works)

1. The whole of npkl layout i.e phase 1, 2 and further on if any more is included in the 1 to 9 blocks that has been discussed .
2. If that is the case already land is divided into plots and where can we get the layout plan ? If layout plan is ready then we know where does arterial road pass by?
3. Will it really be alloted by April ? I mean ,so everything is ready n only checking of applications and alloting is left?
4. In one of the posts i read government has land saved for 5 economic zones around this npkl. Is it true?
5. One post read there will be metro between magadi raod and mysore road. Is this true? I just wonder how metro which has already turned towards vijaynagar again come here.

1) bda notified 4k acres of land and acquired nearly 3k acres, 1k+ land yet to be acquired by bda. Npkgl will contain 40k plots of various dimensions including CA sites out of 40k bda share will be 21k which will be allotted in phases, rest of plot will be farmers share, work in progress so they are allotting plots in phase wise
2)its huge layout so they are forming plots and alloting in phase wise
3) provisional list will be uploaded soon since they already prepared seniority list after phase 1 allotment..and they need to validate application applied in phase 2… Entire process of allotment took around 8 months for phase 1
4)yes they reserved land for 5 economic zones which is published in state budget by CM.
5) you need to file rti with fees to get soft copy of plan also you can visit Vijayanagar bda regional office to see maps free of cost
6) arterial road will be between mysore road and magadi road which is around 11 km and bisect entire layout and it will be center of layout, block 1-5 will be on one side and on other side blocks 6-9…plan can be seen in bda main or regional office.CM is going to lay stone for this work on march 7th near magadi road nice junction…
7) kengeri will be last stop and dept is planned in challaghata village which is in npkgl… Bda written letter to metro authority to make depto cum Station at challaghata, in arterial road they will provision land for metro but metro between mysore road and magadi road may happen or may not…

In next seniority list existing phase 1 applicant if he is not applying for Phase-2 then his name will be there or it will be removed? I asked because in previous year/attempt also applicant can see same application and registration no. If they are announcing same in Phase-2 then old app and reg no will conflict with new. Seniority list prepared using data of applicant who applied in phase 1,if someone who not applied whose name is in Seniority ty list will not be considered for allotment, they will maintain Seniority list by removing allotted applicant names.
Following can change site allotment chances to few…
1) Someone who were applied from decades and missed in phase might apply this time…. They might get allotment due to eligibility
2) applicant whose name in Seniority list but they might not applied this time due issue in arranging fund loose opportunity, this will benefit few next level Seniority applicants.

It means out of 21000 sites, Phase I and II covered only 15000 for applicants and still 6000 is yet to be announced, right Surya?
5k allotted but few surrendred so phase 2 will get 5k+some hundred sites which was surrendred in phase so total 10+
roughly how much will be allotted in next phase, say Phase III?
In phase 1 5k allotted,Phase 2 will get 5K so total 10k allotments.
Another 11k plots will be allotted in next phases.

Hi All,
I would like to share some of events happens based on our phase 1 allotment….
1) After last day,all applications will be dispatched to respective Deputy Secretary offices(20/30,30/40,40/60 and 50/80) There all applications will be verified and allotment committee members separate applications which meet eligibility criteria like attempts,age,caste and based on other categories after verifying all applications filled data.
2) Preliminary list of selected applicant name will be published and 15 days time will be given to go through provisional list and file objection if some feel their name missed even if they have eligibility to get site compared to applicant in provisional list.
3) after verifying all objections authority take necessary action if objection is valid and make changes in provisional list and publish final list.
4) After final list randomization(Software is used to allot plots to final list of applicant against available plots) for site allotment will happen in front of CM or Commissioner of BDA.On same day list will be published in BDA website.
5) Request all who get plot visit layout and check plot allotted. Layout is between mysore road and magadi road. Layout can be reached from challaghata entrance of mysore road which is after NICE road and From Sir MV layout we can reach various blocks of layout,From magadi road we can reach layout. Direction sign boards placed at many places. Layout contain 9 blocks with all dimensions plot on all blocks of layout. 1289 blocks are on magadi road,5,6 blocks are on mysore road and block 3,7 ,8 are at center of layout.
6) Allotment letter will be dispatched to allotted applicant via speed post,which contain a) allotment letter b) NOC copy to avail bank loan c) Affidavit format to accept allotment and mention no plot is in allottee name(which should be done on stamp paper with notary and submit to authority within 15 days from date of allotment received)
7) Applicant has to pay full amount mentioned in allotment letter via DD within 60 days from the date of allotment letter received which is without penalty,after 60 days from 61th day till 120 days,from 121 day till 150 days 18%,23% penalty will be imposed on late payment once plot complete value paid and separate intimation will be sent to applicant on penalty.
8) Authority will dispatch letter to pay penalty if any and submit original documents like Registration card,Photos,rent agreement, and if any other documents required to proceed further.
9) Applicant has to visit case worker of respective dimension and block and hand over documents,on same day case worker will give registration date,morning or afternoon session.
10) On registration day,Based on date and timings given allottee need to take 2 separate DD,PAN card and photo ID proof of allottee, Bribe expectation will be there from sub registrar officials which can be curbed by strong will power.
11) once registration is completed we need to submit original registration copy to respective dimension case worker and ask when allottee has to visit to take possession certificate.
12) Once you get possession certificate apply for EC(Encumbrance certificate on any of sub registrar office of bengaluru)
13) Once both certificate ready visit Vijayanagar BDA regional office and apply for Khatha certificate which will take 30-45 days.
These all major events…..
We will post each events brief when i get time….like what all documents needs to carry,DD amount and to whom name DD should be taken,Avoiding bribe and other major topics to help our upcoming Niebuhr.

How random is the software to allot site? Can any one get preferred site who has contact with BDA? Why the allotment not done in front of us?
1) Authority will feed final list of allottess,available sites to application..it will allot site in fraction of seconds…don’t know about technology or logic behind software….as per me its 95% transparent process….
2) No its not possible to get Preferred site since site allotment is based on software it cant be tampered…
3) In phase 1 authority given add and invited all to be part of this randomization..me and Ray(Santhosh) were part of that function…for that program CM siddharamya,Bengaluru development minister Geroge,Commissioner of BDA,Higher officials were there,process was done in front of media and general public who attended function…this time they have time constraint so i guess they mostly publish provisional list or mostly final list…randomization will be done after elections.

Its not easy task,first they will go through all 12+ applications and select applicant who has eligibility to get site,due to man power constraint for us(phase 1 allottees) took 2-3 months,this time they have seniority list prepared out of phase 1 applicant,they will verify all application and prepare list and upload in website,this time they will do it by publishing of election date it-seems,if they fail to publish within freeze period all applicant has to wait until new government is formed.

I was part of whatsapp groups and association formed by us for phase 1 allotment but some of the people made us to move out of Association n groups….with help of this blog we united and formed association but due to some power greedy people who wanted association leading positions, with their hidden agenda made founders to move out…

In BDA application form i didn’t filed domicile certificate signed by any Gazetted officer…
In this case is I think my application will be rejected …

Before submission domicile certificate must be signed by list of people like mp,mla and others…Now nothing can be done…They will reject application stating incomplete application.

2) last layout but 40K + plots…going by this demand trend(30k for phase 1,10k for phase 2 applicant)…BDA mostly will come up with direct sale without any clauses in upcoming days to attract people..
3) a)300 ft road with 6 lanes,2 lane service road,bicycle path and metro provision between mysore road to magadi road strech which is about 11+ km it will provide connectivity and good development scope,
b) governament reserved land for 5 economic zones in npkgl
c)metro depto at chalgattha not metro station,
d)mysore road widening, namma railu boost growth along the stretch of road
4) land record will be clear
5) RERA will play key role like project should be completed within specified time line if not BDA will pay plot owners interest.
6) Dual water supply(kaveri+ swearge treated water)
7) Phase 1 and Phase 2 allotment rate is same even after 2 yeras of phase 1 allotment,its good for phase 2 applicant but no land value appreciation for phase 1 allottees even after 2 years.

We can see 07.02.2018 BDA announced “Revised Seniority List Announced After Verifying Objection Received ” which includes NPKL 2nd phase applicants aswell or its only previous attempts?
Seniority list prepared using data of applicant who applied in phase 1. Allotess details will be altered based on new applicant some who has seniority not applied in phase 1 or someone with eligibility like age and category will be added into new provisional list
Less applications due to:-
1) clause of not having flat or plot in BMRDA
2) could not put black money
3) negatives around the layout formation
4) good marketing by pvt flats and layout
5) no chance of choosing a plot
6) no RERA yet
7) long term waiting for development
8) followed herd of not investing
But people forgot about
1) probable development work
2) last layout
3) 300 ft road, metro at chalgattha, mysore road widening, namma railu
4) land record
5) RERA will come through
6) funds will be infused to BDA to complete work.. since they under pressure to succed this time. success will only make higher revenue from remaining plot auction and vertical development.

This layout spread across 4k acress of land and BDA is forming 40K sites of various dimensions.As of now they alloted 5K sites and in phase 2 5k sites will be allotted…if you have patients you can wait for their next notification(clear title) or farmers share plot can be purchased but its risky.
Officially 400-500 plots were surrendered in phase 1 but unofficially it was 1300+ plots were surrendered of various dimensions due price,clauses,development and based on other criteria.

NPKL Phase 2 preliminary list of people who got allotted will be released soon before elections date publications ,since they already prepared and published seniority list out of the applicant from phase 1 applications,now they will re work on the applicant list those applied till phase 1 and newly applied applicant, if they find any applicant eligible who applied in phase 2 will be added to existing seniority list and publish preliminary site allottes list.Current seniority list will be altered if authority find applicant who applied in phase 2 fit as per their age,attempts and based on other criteria.

Saw seniority list in BDA website. Why the people with 8th, 7th & 6th attempts have not got still the site in NPKL. Also their age is more than 60 years.

It is excluding your 2015 attempt. So it is correct.

If you had applied for NPKL I stage, then the seniority list on BDA website will have your attempt details. If you had not applied in 2015, then you can give an RTI application or a normal application to BDA to get the details.

It is already 22nd, if i want to apply by tomorrow.. until what time it is possible – on 23rd?
1) Allotment is Purely based on Attempts and Ages. If two people are having Same Attempts, then they will consider Age.
If Person A is applying First time and His age is 75 years , Person B is applying First time and His age is 74 Years. Then Person A is allotted with Site. Person B has to wait. Due to Age Factor.
If Person A is applying 3rd time and His age is 52 years, Person B is applying Second time and his age is 83 years, Then Person A is allotted with Site. Person B has to wait. Due to Attempt Factor.
2) If this First time you are applying, then apply in the name of your Parents, since the Age will be more and hence more chance of getting allotted. If this NOT First time, then unfortunately you have to continue the same, so the Number of Attempts gets Increased. This idea works better for People who don’t have Brothers / Sisters. So if Parents get allotted, then He/She can fund through loans as well.
3) If you have Brothers / Sisters, then applying in Parents name is not recommended. Since the Site will be in 10 years Lease, If your Father/Mother applies and get allotted, and you pay loans to the Site as CO-Owner. After 10 year lease the property is registered first in Father’s / Mother’s Name. Later it has to be Gifted to you after 10 Years. I will STRONGLY TELL after 10 Years, the 23 Lakhs (30×40) Site value will be atleast 60 Lakhs. During that time, there is 100% chance, in the Change of time for 10 Years, Your Brother / Sister would approach for Share in that. While now you have paid loan for 23 Lakhs, you might have adjusted the money with RISK But after 10 Years, Even 23 Lakhs will not be worth RISK you have take now.
So Please discuss with your Brothers / Sisters and openly share your fiancial burdens. All of you Pay Loan Interest commonly, If not Decided NOW ONLY who should own the Site. 50×80, 40×60 can be shared within Family, But Sharing 30×40, 20×30 sites after 10 Years, if the rates are high, it will become really tough.
4) For Investors: Please understand, the market value of Site in NPKL for 30×40 site at Mysore Rd side is 35 Lakh and Magad Rd side is 30 Lakh, But BDA is now giving at 23 lakhs. Reason being it will be in 10 Years Lease and only after 10 Years you can sell it. Also there is another important clause, i.e. Build house in 5 Years from allotment. Which means in 5 years you have to build house. If not Site will be canceled. Please understand you are not buying site for 200rs and wait for 10 years for it to become 2000rs. Reality is you are Buying at 2000rs and wait for 10 years for it to become 5000rs. Not much of Appreciation though, still its on advantage end, if you have previous attempts and Cash. So think about.
5) People who really need a Site to build a house and live in NPKL. This would be best oppurtunity since, BDA is selling Sites in Two Years Old Rate. so you are already in advantage. This NPKL is the last layout from BDA and RERA is implemented and 100% BDA has to complete the Layout in 3 Years. In the center of layout 100M (300ft) road will be constructed to connect Magadi Road and Mysore Road. On Mysore Road – Metro Rail and Magadi Road – Mono Rail is Proposed in RMP 2031 BDA plan. NPKL is has many lakes, so this could be Best Residential Layout. Bidadi Town ship already Approved, 6 Lane Bangalore – Mysore Raod. All will contribute for development of Layout.

Being Phase 1 allot-tees we found following things which needs to be addressed 1) bring plot price down by representation to BDA and Bengaluru development minister but we learnt “PRICE CAN BE CHALLENGED WHEN BDA GIVEN ADD NOT AFTER APPLYING” If some put PIL now it may bring price down.
2) Lease cum sale deed is 10 year,since we paying more than guidance value we need some relaxtion of lease cum sale deed to 5 years or something ( If thy wave off Lease cum sale deed layout will become real estate hub,development will not happen)for that state government has to amend policy.
3) RERA registration of npkl yet to be done,as per new policy until we show RERA registration number banks will not lend loan to us for plot after allotment so BDA must and should complete registration of npkl project in RERA and share number.
4) As of now they leveled land,plot divided,strom water drain work is done in majority of blocks of npkl(1-9 blocks) works like sanitary,water pipeline,electricity,road,water tanks and other major work yet to be started in layout. As per tender work will be completed within 24 months again its dependent on state election. As per RERA rule BDA must and should mention date of completion of other works if they fail to complete work within mentioned date BDA has to pay interest to us.
5) Allottes must construct within 5 years as per BDA policy but few months ago Geroge mentioned they may reduce it to 3 years

Allotment will happen after elections only…Once date of election published every activity which influence people must be stopped so no allotment can happen until new government formed…
BDA already prepared seniority list based on on the applications received for npkl phase 1 allotment,which is available in bda website. If they don’t get sufficient application with seniority and all,others will be given opportunity like lower attempt or age as compared to benchmark.
Since its election time BDA has to complete at least allotment within the date of election publication by election commission which is very difficult compare to man force in bda.
after feb 23rd….1) all application with different dimensions will be sent to respective DS (Deputy Secretary…Ex:20/30,30/40 and so on)
2) applications will be verified by officials of bda and data entry will be done and stored. Which is tedious task and takes 2 months and more based on applications submitted due to resource crunch in bda.
3) based on data and cutoff they will publish provisional list of allotees.

Site rates aren’t Cheap. So just dont think you are getting sites at lesser value. These sites have lock-in of 10years and 5 Years construction clause. It is ideal to give a representation letter at BDA office with your Challan number and Application number. Asking In the NPKL BDA Phase 2 Advertisement. You have not mentioned the Project completion Date.
NO PROJECT COMPLETION DATE IS ANNOUNCED IN PHASE 2 ADVERTISEMENT IN DEC 2017. IT WAS SAME IN PHASE 1 IN DEC 2015. SO STILL BDA IS NOT CONFIDENT WHEN THE PROJECT WILL BE COMPLETED.

Response is poor becz this time there are added clauses of not having site/ flat at BMRDA region. Plus aadhar No is asked. No bank is accepting cash as DD amount. And people dont have black money or just not enough. This time only white money is being added and hence poor response.

I heard, the sites which were surrendered by the Phase-1 allottees will be distributed to Phase-2 allottees, is that correct?
Its not an closed secret. Anything left get added to the lot. Its not that sites werent good. Preference of Site Facing can be a reason, Failure to arrange funds in 60 days could also be reason. Sites being far from Main Road could also be a reason who might be try to invest. Or All Allottee could be trying to get a Site in block 5. which is 1km from Mysore Road,
If anybody is approaching you guys saying they have 5-6 attempts, they will get site easily and you give them commission, they give you GPA. all such stuff dont fall prey for it.
If anybody buys such site from Original Allottee, 10 year lease will be there after that if the original owner does not give site, and even if you go to court. Court will order to pay interest to victim. But still the original site allottee will keep the NPKL site.
For 30×40 sites its 23laks in 2018 from BDA and Market rate 30 Lakhs in 2018. After Ten years, Site value is 50 lakshs in 2028. Now the original allottee is not interested to register site in your name, You go to court. Court will ask original allottee to pay interest to victim, i.e 23 lakhs + interest. May be like 35-40lkahs. and Now the original will still be in advantage, since he will get a site worth 50laksh for 35-40 lakhs.
Also… Major Chance the site might get cancelled at 5 years mark in Ten year lease. Since House is not built. So original allottee is not in loss. Dont fall pray for such Issue.
WE NPKL WELFARE ASSOCIATION form Phase 1, have already decided, we will pursuit for House construction after 5 years complete. For development of Layout, House construction is very important. Nobody wants to waste money.

Yes, if not possible to build house, you have to justify why unable to build house. If it is Basic Amenities issue, they will extend. If not you have to penalty. Or you can sell back site to BDA.

Officially Date has been extended to Feb 23 2018. Before Election work start, this has to be completed. Since after election work start, Govt Staff will be less also, IAS and KAS will be less in BDA office. Hence they might announce before that only.
BDA is clever in this part, BDA did not announce this in their advertisement. Its 60 days to make full payment. Almost 2 Months. and for phase 1 Alottee, since Note BAN happened, they gave additional 3 months. But cannot guarantee on that now.
Yes, Loans are available since BDA gives a NOC certificate with allotment letter.
How long does it take for the site to get allotted to a person ? The reason is : I cannot invest this money with BDA until years together. If it takes 3 or 5 years or more than that, i would rather put the money in Bank and get some interest.
If it gets allotted within a year or so, then i am happy.
This time its expected to complete the process of allotment in 3-4 months, Since Elections in May. Also Chance are Govt Officials get busy during Election Duty. Hence by End of March-April, the Allotment List should be out.
However on REFUND. I cannot comment since BDA is cash starved and will it take is own time to return at 4-5 months.

If you have applied in NPKL Phase 1, download file, compare the seniority list on BDA website. If your name comes with in the 40×60 site count, then More chance of allotment. Also only 11000 Application sold till now, last time it was 31000. So more chance this time.

Two important questions:
1) Is that Arkavathy Site Registered?
2) Do you want to Build house?
If Site is Registered then you can continue to wait, but Below are the RISKs.
As per High court Rule, Alternate Site should be only given in new layouts, No Matter what is the situation if site is not available in Arkavathy.
1500 people, Arkavthy Site Registered people waiting and 2000 people Arkavathy site allottees waiting for Site. Available Site in Arkavathy now is 300 only.
Since already 12 years over, BDA is giving direct sale deed in NPKL for Arkavathy allottee. and NPKL is getting 300 ft road connectiong from Mysore Rd to Magadi Rd. No money extra.
One of the Biggest question is… NPKL is the Last Layout. if you dont get Site here, Then in future if you wait for another 10 years and still Arkavathy issue not resolved. Then BDA might compensate with some Flats, since BDA will stop forming Layouts.

I plan to apply for a 30×40 site under the general category. I wanted some info on the Domicile Certificate. In the last attempt, I just the signature in the space provided in the application form. Now when I approached the same person, he is insisting that I get the Domicile Certificate from the Nadakacheri office. This is a digitally signed certificate. However, when I called up the BDA office, one person told me that it is enough to the get the signature in the space provided in the form.
I am now in a dilema. Has any one experienced a similar situation?

1. Pvt layout near sullikere are asking 3000 psft. Which is costly compared to KG layout. But there we can choose site. But KG Layout is cheaper by 800 Rs for 40×60. Shud I go for choice at premium or not known at cheaper rate?
2. Is the 300 Ft road tender given or under evaluation? How long will this road construction take?
3. If there is election and change of party at state govt then can there be chance of scrapping allotment by next govt (since allotment is being done in haste)?
4. Whats update on RERA registration of KG layout? Why there is delay?
5. What all CA coming up in area?
1.Private layout will give you the advantage of Choice of Location of Site, Direction (East/North) and more than anything the Complete Title. BDA gives at a lower price but for lease for 10 years and then the title transfer. If you are planning to sell before 10 years then BDA should not be your choice.
2.300 ft tender negotiations are going on. The time frame is 24 months from the date of awarding contract.
3.Election can only result in DELAYS. They cannot take U turn by scrapping allotments. Since BDA is an independent board, decisions cannot be reversed.
4.RERA is just an eyewash. Neither BDA nor RERA is interested in the customers. RERA appliction is submitted by BDA and acknowledged by RERA. The Approval has not yet happened.
5.CA will come up only on people occupying the houses in the layout. So that is left to the people. If you look at BSK 6th stage and Anjanapura, the sites are allotted10-15 years back. But even today the houses have not come up inspite of allottes having absolute sale deed. So NKG layout will see development only if the lease cum sale deed period gets over or if they decide to issue absolute sale deed.

Actually, There is a very important clause which you should remember. In 10 Year lease, there 5 Years house Construction clause. From date of Registration within 5 years a House with Kitchen and Bathroom needs to be built. if not penalty is there. If BDA follows strictly, then every body will build house. CA will automatically come in.
Please all keep in mind, buying for 1000 rupees less is not big achievement. That is saturation point of that site. 30×40 might reach 50 lakhs rupee in 10 years. But that will be the end of it. so if you want to live there, it will be best Layout, Premium Residential Layout. with amenities. Also we already have NPKL welfare association. we can see through our demands are met.
BDA project not registered under RERA, i’m personally interested to ensure my complaint is registered. For not providing amenities within stipulated time.
The chairman BDA will please consider extending the last date for obtaining application and submission of application for NPKL 2018 notification. The cost is very high as such people do require longer time for procuring required funds for applying . The chairman will appreciate the circumstances and announce extension of time
Due to fast approaching election dates and thereby starting of model code of conduct, they WILL NOT EXTEND THE LAST DATE. This is what I came to know from one internal person in BDA. They will have to publish the ALLOTMENT LIST and REFUND the DEPOSIT before model code of conduct starts.

Highly not possible, For Arkavathy Allottees they are giving NPKL site for Zero Money with Absolute Sale Deed. If you are not Arkavathy allottee, then you have attempts and you were not allotted site. Simple as other applicants. You have attempts but not money to pay 23 lakhs.
If anybody buys such site from you, 10 year lease will be there after that if the original owner does not give site, and even if you go to court. Court will order to pay interest to victime. But still the original site allottee will keep the site.
For 30×40 sites its 23laks in 2018 from BDA and Market rate 30 Lakhs in 2018. After Ten years, Site value is 50 lakshs in 2028. Now the original allottee is not interested to register site in your name, You go to court. Court will ask original allottee to pay interest to victim, i.e 23 lakhs + interest. May be like 35lkah. and Now the original will still be in advantage, since he will get a site worth 50laksh for 35-40 lakhs.
Also… Major Chance the site might get cancelled at 5 years mark in Ten year lease. Since House is not built. So original allottee is not in loss. Dont fall pray for such Issue.

I the undersigned, viewed the RMP 2031 Proposed Plan and with reference to Proposed Land Usage, Planning District 39 and 38. Please find the image file attached. I have noticed that Major Land is now converted to Residential layout with view of BDA forming Nadaprabhu Kempegowda Layout (NPKL). More than 20000 sites have been formed and Block 2 has about 3000 sites. However Block 2 located between Kannahalli and Kenchanapura, has a Lake in the Center, Please find the BDA NPKL Block 2 Map image attached. Block 2 has 9 Sectors and Sector I has majority of the sites. There is lack of connectivity between the Sectors on Block 2 and I request atleast for a 9 Meter Road to connect Sector I to Sector E / Sector F of Block 2. In view of plans for 2031, I believe this is essential and this Road can be used for commuters who travel by Two Wheeler and LMVT. The Road is essential to connect residents to Proposed Major Arterial Road and Exsiting Old Outer Ring Road. With the Sulikere Lake in the Center, Block 2 Sector I residents will have difficulty to use the Old Outer Ring Road and Block 2 Sector E and Block 2 Sector F residents will have difficulty to use the Proposed Major Arterial Road. This Road will be need to connect Managanahalli, Kenchanapura and Kannahalli.
Existing Pathway on the Sulikere Lake to connect to Managanahalli is missed(Not Shown) in the RMP 2031 Plan. Please find the Google Map Images attached with the email. There are already Boulders placed across the Sulikere lake to connect Managahalli and Kenchanapura. Although this is on the corner of the Sulikere Lake, Since it is already Existed and If a 9 Meter Road is built with Water Flowing Canal on both parts of the Lake, This should not be a voilation of NGT Buffer Zone, due to presence of Canal.
With Thousands of Acre of land converted to Residential Area, and BDA forming Block 2 with 3000 sites, and B2 Sector I is lacking conncectivity with Majority of Sites in this Sector I. Request to review the BDA NPKL Block 2 Plan and Compare the Google Map Images, People were already using this Path and Even after the Lake is Full of water now, Still the Pathway is available to cross. Hence Consider this suggestion, considering welfare of Residents in BDA NPKL Block 2.

1) BWSSB Tender has been Called., Two Lines will be there for all sites, a) Drinking Water and b) Treated Water for Plants, Carwash, If you goggle you will see Magadi Road Pipieline is in NPKL. 100% water will be from Thippagondahalli Reservoir.
2) Yes, I have downloaded the whole plan, while it was available in EPROC. After allotment, we allottees formed Association to get benefit from RERA Rules in 2016. 5-6 people were founders of the association, I was one of them, until recently quit from committee and back to blogging. here is the link npkl.org i will ask admin to load maps if any available officially.
3) Insulated Overhead for houses may be and underground from stations.
Guys these all are not important, below is the important question.
1) Is NPKL registered project under RERA?
2) Why still BDA NPKL is not registered and still under investigation even after 3 months.
3) Why BDA did not mention NPKL registration number in the advertisement? but other private developers are doing.
4) Why BDA has not announced project deadline Officially on the Website or in the NewsPaper. Even when RERA rules says NO Advertisement should be given in Papers unless project is Registered.
Why RERA registration Required? – To Ensure your Money Is Safe. If project is not completed in time. you Get 12% interest for your Money as on today’s situation.
NPKL will not become Another Arkavathy.

If you are applying under general category, you need to get domicile certificate (only).
You can apply for and get domicile certificate through MLA, MLC, BBMP mayor, revenue officer and Tahashildar.
For other eligible criteria, kindly refer to the notification.

Is it worth Yes, A Layout with 300 ft road, with lakes, with closest access to NICE Road and Namma Metro at Mysore RD, Proposed Mono Rail at Magadi Road. Definitely a good place to live.
Best of All, BDA has to Registerd NPKL under RERA, If layout is not developed, then allottee gets 10% interest per Annum.

1) It is obvious 40000 sites are developing, already 20000 sites confirmed. 20000 families. It is more likely the Waste Processing Unit will be converted to Power Generation unit.
2) 300ft road touches all 9 blocks on NPKL, It is in center of the layout connecting Mysore RD and Magadi RD. At Mysore road its Under pass, below Challaghata Metro Depot.
3) Yes, 100% for 30×40 and above. its already existing rule. There are many lakes hence Recharge is good.
4) Block 5 is nearest to Proposed Metro Station Mysore Rd, Block 1 is nearest to Proposed Mono Rail on Magadi Rd. If People start living there there is every possibility Metro will come on 300ft road, connecting End to End.
5) All lakes are getting inter connected. More than 5 Lakes in NPKL. abundant water supply.

Since Its is Application Stage only and not Allotment Stage, I will Blog only about Application PROS and CONS.
1) Allotment is Purely based on Attempts and Ages. If two people are having Same Attempts, then they will consider Age.
If Person A is applying First time and His age is 75 years , Person B is applying First time and His age is 74 Years. Then Person A is allotted with Site. Person B has to wait. Due to Age Factor.
If Person A is applying 3rd time and His age is 52 years, Person B is applying Second time and his age is 83 years, Then Person A is allotted with Site. Person B has to wait. Due to Attempt Factor.
2) If this First time you are applying, then apply in the name of your Parents, since the Age will be more and hence more chance of getting allotted. If this NOT First time, then unfortunately you have to continue the same, so the Number of Attempts gets Increased. This idea works better for People who don’t have Brothers / Sisters. So if Parents get allotted, then He/She can fund through loans as well.
3) If you have Brothers / Sisters, then applying in Parents name is not recommended. Since the Site will be in 10 years Lease, If your Father/Mother applies and get allotted, and you pay loans to the Site as CO-Owner. After 10 year lease the property is registered first in Father’s / Mother’s Name. Later it has to be Gifted to you after 10 Years. I will STRONGLY TELL after 10 Years, the 23 Lakhs (30×40) Site value will be atleast 60 Lakhs. During that time, there is 100% chance, in the Change of time for 10 Years, Your Brother / Sister would approach for Share in that. While now you have paid loan for 23 Lakhs, you might have adjusted the money with RISK But after 10 Years, Even 23 Lakhs will not be worth RISK you have take now.
So Please discuss with your Brothers / Sisters and openly share your fiancial burdens. All of you Pay Loan Interest commonly, If not Decided NOW ONLY who should own the Site. 50×80, 40×60 can be shared within Family, But Sharing 30×40, 20×30 sites after 10 Years, if the rates are high, it will become really tough.
4) For Investors: Please understand, the market value of Site in NPKL for 30×40 site at Mysore Rd side is 35 Lakh and Magad Rd side is 30 Lakh, But BDA is now giving at 23 lakhs. Reason being it will be in 10 Years Lease and only after 10 Years you can sell it. Also there is another important clause, i.e. Build house in 5 Years from allotment. Which means in 5 years you have to build house. If not Site will be canceled. Please understand you are not buying site for 200rs and wait for 10 years for it to become 2000rs. Reality is you are Buying at 2000rs and wait for 10 years for it to become 5000rs. Not much of Appreciation though, still its on advantage end, if you have previous attempts and Cash. So think about.
5) People who really need a Site to build a house and live in NPKL. This would be best oppurtunity since, BDA is selling Sites in Two Years Old Rate. so you are already in advantage. This NPKL is the last layout from BDA and RERA is implemented and 100% BDA has to complete the Layout in 3 Years. In the center of layout 100M (300ft) road will be constructed to connect Magadi Road and Mysore Road. On Mysore Road – Metro Rail and Magadi Road – Mono Rail is Proposed in RMP 2031 BDA plan. NPKL is has many lakes, so this could be Best Residential Layout. Bidadi Town ship already Approved, 6 Lane Bangalore – Mysore Raod. All will contribute for development of Layout.

For getting the domicile certificate you have to make an application to the Tahasildar, with ration card or school leaving along with the residence certificate from Muncipality/corporation authority.Attach all these to the application to Tahasildar. The application will be forwarded after verification to Assistant Commissioner who has to issue the domicile certificate
There are 9 blocks in NPKL. Between Magadi road to Mysore road. I’m Allotted in B2. Registration yes almost done for allottees who paid full amount and followed up file. BDA has applied for RERA registration, but still not approved by RERA Karnataka yet. It’s been more than 2 months still not approved by RERA. Dear BDA site aspirants, RERA is one central act which is now savings lakhs of families from getting cheated. In case of BDA. If project gets approved. 100% guarantee for our hard earned money. NPKL will not become like Arkavathy layout. NPKL proposed for 40000 sites initially. Phase 1: 5000 sites to public, 3000 sites to farmers. Then 300 sites Allotted to Arkavathy allottees who moved to NPKL. Now Phase 2: 5000 sites to public, 3000 sites kept for Arkavathy allottees and Farmers. Expect 100% 20000 BDA sites by 2020 in NPKL. One suggestion to all. I have feeling there will be Phase 3 in future. Since 300ft Road in NPKL is confirmed in NPKL plan as well. Please apply this time even if it’s first attempt, for phase 3 chance are good. All the Best.

Application under EWS category can be submitted if the family income is less than Rs 1 lakh pa.
Also, “FAMILY” word is very important. It is total of Every bodies Income, not just your Mother.
As Phase 1 allottee, definitely I want to share ups n downs after paying initial deposit. It took one year for us to get site Allotted, for initial deposit there is no interest which means BDA will not give interest for initial deposit. For 30×40, approx 3 lakh initial deposit. Most importantly After Allotment letter is given, only 60 Days to make remaining amount payment. That is 60 days to pay 20 lakhs. So accordingly you need to make arrangements. Phase 2 Allotment will not take 1 year like it happened to us, since seniority list is already there, they will add your name and alot. Expect 6 months to complete this task from March 2018. Including election in Karnataka.

If this is your First Attempt, I recommend get it applied by your parents, who will be senior in Age and Domicile in Karnataka for 15yrs, Very importantly there are requirement that Multiple Visits will be needed to Corrupt BDA office and incase if anything wrong happens like Wrong Allotment or Your Attempts are skipped or Your Name is Miss Spelled. All such issues will require docs, signature and several visits to BDA. Hence I Suggest, get Application in name of Parents (Senior Citizen), although for Bank Loans can be obtained as Co-Owner. Which mean, you fund to your Parents BDA Site. ***** VERY IMPORTA **** This concept holds good only if you are the ONLY Son / Daughter to your Parents.

In the previous notification (first allotment – 2015), this clause was not there.
Now in 2018 notification (second allotment), it has been cleared given that –
If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site / KHB then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
You are also not eligible for the allotment of a site if you or any of your family member has a site/flat/house within Bengaluru Metropolitan area.
Also, you should not have acquired any site/house anywhere in India at a subsidized price.
So, based on these rules, you may not be eligible for applying for a site.. you may cross-check this with the BDA officials as well. In case, you get correct information, kindly post it here, can be useful to all of us! Thank you!

I believe that one can not sell the allotted site for next 10 years.
Also, the main growth areas in Bengaluru as of now are North/North east/East areas of the city. So, for investment purposes, these areas can be preferred.
Also, based on the information provided by the Layout owners association, no basic amenities have been made available.

Yes, there were lot of issues happened during the allotment of initial 5,000 sites.
It is right in approaching KA RERA for any discrepancies in allotment. As of now, RERA is yet to approve KG layout, once it is done, the Authority will look into the complaints submitted by the Nadaprabhu Kempegowda Layout owners and residents’ association.

As per RERA rule, any Residential developer (BDA) should first announce project completion date when they will give basic amenities like water, electricity and connecting roads, BDA should collect only 10% amount as initial deposit, Most importantly BDA should not penalise allottee for penalty since layout is not developed yet. These are main concerns of phase 1 allottees.
