The Central Board of Direct Taxes (CBDT) has officially notified the Income-tax Rules, 2026 through Notification No. 22/2026 dated March 20, 2026.
This marks one of the biggest structural reforms in India’s tax system, aligning the operational rules with the newly introduced Income-tax Act, 2025.
👉 Both the new Act and Rules will come into force from April 1, 2026
The Income Tax Forms 2026, introduced under CBDT Notification replace old forms like Form 16, 26AS, and 12BB with a new numbering system (e.g., Form 16 becomes Form 130, and Form 26AS becomes Form 168). These changes will be effective from April 1, 2026 under the Income-tax Act, 2025.

New Income Tax Forms 2026 – Biggest Highlights You Should Notice

1. Complete Renumbering of Forms
Almost every commonly used form has been renamed with a new numbering system.
For Example:
- Form 16 → Form 130
- Form 26AS → Form 168
2. Consolidation of Multiple Forms:
Earlier, different forms existed for:
- Property TDS (26QB)
- Rent TDS (26QC)
- Professional fees (26QD, 26QE)
Now all are merged into: Form 141 (Single consolidated form); This reduces compliance complexity significantly.
3. PAN Application Forms Also Renamed
- Form 49A → Form 93
- Form 49AA → Form 95
This change impacts:
- First-time applicants
- NRIs
- Professionals handling registrations
Why This Change Matters?
These rule changes aren’t just about updating old numbers — they mark a complete shift in how tax reporting and compliance will work under the new Income-tax Act, 2025.
For salaried employees, the transition brings in a new investment declaration format (Form 124) and a revised TDS certificate (Form 130), making income disclosure and proof submission more structured.
Businesses and professionals will see a bigger operational shake-up with new TDS return forms (Forms 138 and 140) and an updated audit reporting format (Form 26). These aim to align digital filings and reduce duplication across departments.
Even individual tax filers will notice the difference. The age-old Form 26AS — the go-to document for checking income and TDS details — will now be replaced by Form 168, a more comprehensive tax credit statement that captures not just TDS but other income sources and foreign assets too.
In short, everything from your salary proofs to your annual filings is getting a digital facelift — one that emphasizes simplified forms, better integration, and fewer compliance surprises.
Key takeaway:
With the transition now officially notified, employers are likely to start using Form 124 for the upcoming Tax Year (FY) 2026–27. From April 2026, you should begin referring to the new form numbers, as the old system will gradually be phased out.
