Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

  • Hi Vidya, Raj, Ramesh and others, Yesterday when I enquired from Speed Post Man, he told that there is possibility of sending back the Cover to BDA office, due to some reasons. So today I went to BDA office ( 3rd Floor, Second Room) and enquired about the returned post cover. The Desk Clerk checked up the returned posts covers (there were about 20 to 25 covers which have been returned by the Speed Post Man on silly/many reasons). Alas, my allotment letter cover was there. ( Address was perfectly typed and sent. Even then the Speed Post Man has done the mistake and he had not done the delivery properly to my home address). The Desk Clerk gave me the Allotment letter (Cover) there itself, after duly seeing my identity card (any identity card to prove that the letter belongs to me). So, it is better, you go to BDA Office ( 3rd Floor, Second Room), and ask the Desk Clerk to check for the returned posts from the Speed Post Man. Hope you may get it there, if it is returned to BDA by Speed Post Man. All the best Vidya, Raj, Ramesh and others. And it is also confirmed that people having a revenue site or a house in revenue site in Bengaluru, is not an issue. All of you take the allotment letter and complete the formalities step by step.

    • I checked with the local PO and main Po and they had not received it. They said they did not send back . Then I went to BDA to check if the add was wrong and get the tracking no. There, as informed by AMS, above PRO, third floor second room, I met the officials who checked if anything had come back. It was not there. Then I met one Ms.Shwetha in the same room who said that it might be in the bundle sent for despatch today. Indeed it was there. But they did not handover and said it will be sent by speed post today. We have to submit at this place only. They gave me the papers to get it documented. Thank you AMS for the info. It was of great help.

      As informed by media, all letters have not been posted. They are still doing it.

      Mr. Vasishta, can we get the documentation done infront of BDA and submit on the same day? How long will they take? Pls reply.

      • Vidya, Raj and others, submission of affidavit duly signed by self and Notary, Rs.20/- Stamp Paper and all other formalities as of now (We can call it FIRST STAGE) can be easily done with the assistance of Xerox shop opp to BDA office. Nothing to worry. Within two days you can make it ready and submit it to BDA (Third Floor, Second Room). And another 60 days time is there for submission of DD ( Full amount). There is nothing about 1% TDS to IT Dept. for 30 X 40 size sites. I dont know about bigger size sites.

          You have mentioned that - submission of affidavit duly signed by self and Notary, but in the affidavit format they have mentioned signatory as Magistrate. Is notary signature meets the purpose??kindly clarify

    We surrendered the 50X80 thinking that it may not worth the price and given all the real estate market condition, we are paying premium. We have requested to refund the initial deposit, should see how the BDA will respond

      • Prepare an affidavit about the request and submit to BDA and get it endorsed. The actual rule is we will forfeit all the initial deposit, but we have made a request to refund. If they return with a small penalty, we will take it, if not I am planning to fight in court.

  • I haven't received the refund amount yet. BDA has done error in entering the IFSC code details. I went to BDA & made necessary corrections 2 weeks back. Still I haven't received the money yet.

    Shit BDA for their mistakes we have to go around them.

    • I haven't received refund either even after 3 visits and several calls. I am planning to file a case in district consumer court.

    • I had also checked with the local post office. They asked for the tracking no.of the speed post which will help find where it is. We cannot get these details from BDA easily. If it does not come this week, we will have to go to BDA office and enquire. Hope all of us receive it by this weekend.

  • BDA executes lease cum sale agreement for ten years which bars registration of absolute sale deed till lease period.

  • I heard from people near BDA office talking that 40x60 and 50x80 allottees have to pay 7% TDS over & above registration amount i.e., Plot Amount exceeding 50lacs attracts tds. Any idea by anyone on this? Since I'm going for 40x60 plot, total amount (i.e, Plot Amount, TDS & Regn. Amount) would now exceed over 60lacs i hope.

    • It is ann IT rule. You will have to cut 1% TDS. FILE 26QB. This is not over and above. IT and CAG will track all such high value transaction, as they would appear kin traces too. Restrain from making any false claims in affidavit. You can find earliet cag reports on bda online. You can google and find one. All malpractices in false affidavit are caught.

        • Yes; 1% TDS. You have to pay this to IT department and get a challan before 7th of immediate month of payment. Without this, you can not fill 26QB, which is needed for registration f property. This is how different central organizations can start tracing the transactions and effectiveness of government schemes. There is more possibility of NKGL getting floated as smart city, allowing central agencies to track transactions closely (as there is central funding involved)
