Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

  • When i visited layout i did not such smell, but people says it smells very bad in evening time ie., after 7 pm. I'm not sure how far the plant from this layout. Allottees should think about it. If any one have an idea about this, please share...

  • I also got to know that there is plan for Garbage Plant in Kempegowda layout. Any idea whether the plan is stopped by BDA or not?

    • Garbage plant is situated near MAgadi roadside of KG Layout and is very far from phase 1 of the layout. Thus this doesnot affect Phase 1 allottees. May be for Phase 2 /phase 3 allottes if their site is near Magadi road, it will affect.

  • Dear allottees, pl note that as per notofication, 45% goes for Road, play ground etc., and out of balance 55%, 40% goes to land owners share, so allotment to public will be 33% in an acre which BDA paid one crore, hope you have worked out price to arrive at heavy pricing.

    • When will the KG final list be available? what can the allottes expect once it is finalized? Will they receive any letter from BDA? What is the time frame to make the payment? what is the other documents that has to be verified? what is the registration process?

  • for those who have not been alloted sites,how to get refund of initial deposits, any idea .. i understand it will be credited to their bank accounts automatically once they are not alloted any site.

  • Dear applicants who are not allotted sites now may please keep the print out of cut off details for allotment of this KG Layout, which may be required if BDA calls for application for 2nd phase. Is there likelihood of 2nd phase? or will they go for Flats only in future?

  • How reliable it is after the allocation of site, payment is made and this won't go the same route as Arkavathy layout where several allottees are still waiting for physical possession of site. Unlike other BDA allotment the amount of kempegowda layout is very expensive, we can't gamble with such huge money. Please advise if you have any information.

    • I think the allotment in KG Layout is not comparable to Arkavathy. In Arkavathy, acquisition amount was meagre so there was court case etc. But in KG Layout its different, compensation is high thereby you may not face such situation. However, forming a strong group for fighting your cause is a necessity to face any eventuality.

      • Very right. KG layout is far better and will b show case layout by BDA
        The details they given in allotments list does give scope for litigation,very transparent.
        Within a year from advertising they allotted site inspire of 2 stay orders by court

      Yes, your concern is absolutely right. Earlier layout experiences has driven all of us to this state of insecurity. There is no guarantee from BDA on this issue. All of us may have to join together and raise our voices with the authorities concerned. Let them come out some concrete terms which are transparent enough to gain our confidence to pay them. Staggered payment is the best option. Let them raise demand notice from the allottees as and when the targeted works are completed and the last instalment could be given on the day of registration.

      • Yes,even muda in Mysore have not handed physical possession of sites in RT Nagar after 6yrs of allotment. So we have to fight strongly legally or by representing for staggered and developmentewise payment option.

      • Thank you Ganesh for your reply. This staged payment can only work out if most of the allotties are going to follow the same process by raising the concern that probably is low unless awareness is built in larger media. If the government will come up for payment in 3 months then most of them will be under the fear of losing the initial deposit as well as site and will make the full payment.

        Unless and until 90% of the allotties are going to raise the voice the probability of this issue to solve is very minimal.

    Yes, there is a calculation set by every City Development agency like BDA, MUDA and others wherein about 42% of the land should be set aside for roads, parks, hospitals, etc. If BDA is using more than the prescribed percentage of land to develop this layout, there could be other reasons like linking this layout to the adjacent one or linking this layout to the nearest ring road or so. But for this purpose, they cannot put the burden on this layout site owners because this is Government’s responsibility.

    Anyhow, there is nothing wrong in taking RTI route to know how BDA justifies this exorbitant rates. Once the suit is filed in the Honourable High Court, then all these documents have to tabled by BDA to justify their claim. However everyone of us should understand that the very purpose of BDA’s creation was to provide housing to the commonest of the common man and this cannot be achieved by making profits.

    Regarding members enrolment, we need to come out with a different portal or a platform because Relakhs.com is a commercial portal dealing in financial products and I do not feel it compeletely safe to share my personal details like Cell Number, etc as they would be getting all the Data. I am deeply thankful for them for having made us to discuss about the layout issues until now. What say???

      Yes, it is not safe and not advisable too to share mobile number and other confidential details in public forums like this.
      Whenever I notice any blog reader sharing mobile number, bank account, pension a/c number etc., I make sure that I either mask or delete the information (not entire comment though).
