Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

    With 31,349 applicants competing to get hold of the 5000 sites, the disappointment is huge for those who have lost out. This is probably the reason for the flood of objections.

    The highest number of complaints(750), have been received for the 20x30 sites under the Economically Weaker Section, under which 1,500 sites have been allotted. The 20x30 sites under the General category has received 30 objections, he said.

    Altogether 216 objections have been received for the 30x40 sites, 170 objections for the 40x60 sites and 30 objections under the 50x80 category.

    Most complaints were about applicants stressing their seniority level (number of attempts they have made for a BDA site). While the BDA has on record a certain number of attempts by an applicant, the applicant may have challans and other documentary proof to show they have tried more number of times, Shivashankar said. When asked if there would be a drastic change in the final list due to such a huge number of objections, Shivashankar said, “If the objections are found to be genuine, we will definitely include the applicants in the final allotment list.”

  • How will bda allots site no's to the allottees. Whether it is a transparent process or not? Will they go for lottery?

    I been to BDA office regarding my objection for 30*40 under 2 A category,aged 54.Had conversation with Depy-commisioner-2 and presented my concern ,He verified all document and in his report he mentioned i am eligible for site allotment under 2 A category and refereed the documents along with his report to allotment comity. Report will be verified by allotment comity and they will decide. Final list might be out by Aug mid.

          They were not ready to give reason for rejection,Now after all documents verification they accept i am eligible for allotment. Depy Commissioner mentioned same and forwarded my objection with his report to next comity,Lets see what other comity will decide.

    Any idea when BDA is planning to return initial deposit for non allottees?

    If BDA had invested our money for 6 month FD, then also term is over.

    • I called up regarding this other day, they said only after the final list is announced, that will be August or September .More likely in my view it may come at the month od October. It's only money waste.

  • If you were thinking people are talking about Kempegowda Layout for these 6 months. Nope, Since 2013 people were interested on this layout. In 2013, Projected rates were 1,200 rs per sq feet from BDA and private layout was 1,800 - 2,000 rs per sq feet (BDA approved private layout). Now in 2016, its 2000 rs per sq feet from BDA and 2899 Rs per sq feet from Private layouts (KNS Anirvan as per Ad on News paper Today), may be negotiable to 2,700 or 2,750 i guess. Had been to the layout today. went from Magadi road, at Kannahali - Seegahalli main road, you can feel the stench of Garbage Compost Plant. Like a plate of rotten banana is kept in front of your nose. Stench isn't strong, but definitely very very uncomfortable feeling. You would not want to drink even a Glass of Water out there in Open. The smell will fill your mout. Just before KNS anirvan layout starts the stench is gone. I'm happy Kempegowda layout is a far from the stench. Yet people (locals) want to include Kempegowda layout here, so all attention is grabbed and a resolution is obtained. All Layouts will have Treatment plants, no exception for Kempegowda layout. But this is will come only after all people start living. All blocks have Boards not, Stones to mark the site dimension. Unfortunately, few blocks are full of Parthenium/Congress Plants grown :P due to Rain from one month. Almost 2 feet tall. Wide road, No Sign of Tar yet. Sites are not numbered yet.

    Can anybody confirm, for First 5000 Phase 1 sites. Which all Blocks will be allotted.

    Also, People who have not allotted sites, After August, the process of refund starts. I know this is very hard but go through the updates on the blog. Try to put some data which is progressive. Lets not go in circles. Dont know how far are we on the association formation.

    Hopefully the new group on FB is working, Uhh... i should have take we snaps from each layout.. My Bad.

    • Going by all previous allotment's it takes minimum 5 years from allotment to become layout construction worthy and another 10 years for various people to construct so that 60% is constructed

      So it takes 15 years from Jan 2017 to hv 4 times application for site and become livable nicely

      As per Prakash one of blogger(Mentioned on July 18th),he had conversation with BDA and KNS developer,As per his information Phase 1 allottes will get site near KNS Unnati.

      • Yes. Phase 1 is very near to KNS Unnati. You may see the roads of the Kempegowda layout phase 1 near KNS Unnati on google map. The area is mear sulikere.

    • One of blogger Prakash stated on july 18th.....as per call with BDA and KNS group people,Phase 1 allottes will get site near by KNS Unnati project.

  • When will return our Amount, site is not alloted in our name,Till now now our amount has not refund to our account.

    So pls refund the amount as soon as possible. If sites not alloted means should refund the amount know, till now no response,BDA should be concerned with publics, we have lot of problems we should pay interest for that amount,
    If sites has not alloted means, why should you keep the amount refund the amount as soon as possible not only for me, every bodys amount.
    getting loss, you keep the amount those who sites allotted peoples, but not others.

    Refund the amount with in 10 days we have lot of problem.

    I am first time applicant (General category) for BDA site. I just got to know the list and unfortunately my name is not in the list. I also got to know that after many attempts only a person will get the site. How long it will take to announce the final list and how the refund will happen.

  • THIS IS MY FOURTH ATTEMPT I DIDNT THE SITE ALLOTED FOR OTHERE I HEARD THAT ITS ALLOTED FOR 4THE ATTEMPT WHY NOT FOR LET ME KNOW THE REASON

    • Zainab,if u had applied in obc 2b,you should have got the site. Then you should file objection. If u had applied in other categories, just see the cut off list.

    • Instead of asking here please file objection,you have time to file till 30/7/2016....You should ask why you are not being allotted with with BDA. They can only answer.
