Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

  • The last date for submission of filled in application with initial deposit and registration fee is 31.12.2015.

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

  • I had been to BDA yesterday and was informed that final list along with Block no. & site no. will be published by the month end and money would be refunded to all unsuccessful applicants in next month
    BDA is planning to give only 3 months time to pay the full amount (remaining) and 4th month, they will be charging 18% interest and 5th month , they will charge 24% interest.

    If we don't act now for price reduction and staggered payment for 2 years (linked with the development), it is difficult for us to get it changed once BDA issues the Govt order.

    I am writing an email to BDA commissioner requesting him to consider both of our interest. Request you all also to send similar emails/letters to bring pressure on BDA.

  • As per today's Vijaya Karnataka paper article,in person meeting for objections will be completed by tomorrow(10th Aug),Reports from Secretary after hearing from person who raised objection will be sent to respective site allotting head of committee, They will decide and take approvals from other bodies as per secretary recommendations ,Mostly final list will be by 15th Aug.

  • Final list will be announced during third week of August as per yesterday's Prajavani newspaper.

    • Many banks provide 80% loan to buy only site and if needed can take additional loan separately for construction which will hv to over by 5 years from 2017 January

        Could you please provide a list of banks that provide loan for purchasing BDA sites alloted in K G Layout.
        I enquired with HDFC and they said NO!

        • All banks will give maximum for BDA sites and also for construction, depending upon applicant. If applicant is aged and no sizeable income then there should be co-applicant who has income.

  • If the site is allotted within in what time period we have to pay the money for site. Will there any installment allowed.

  • It is true that the rates are very high and at the same time due to improper documents given by Pvt builders people still prefer BDA. We can submit our request for revision of rates once the final list us announced. That should not be delayed. Most of us have been waiting for more than a decade for this.

    Once this happens, the allotees should get together and ask the authority to provide proper infrastructure to help us build houses at the earliest or else it will be like the previous layouts which remain deserted at many parts. This should not happen. Construction costs are escalating multifold and age limits to finance also count.

    BDA Prices Plots Above Guidance Value, Cites Development Cost And Cross-Subsidization
    L Kishore, a resident of Ramanagara, is close to getting his dream site in Nadaprabhu Kempegowda Layout.But he isn’t all that elated: At the age of 56, Kishore has made it to the provisional list of site allottees announced by the BDA, but only in his fifth attempt. And now, he finds the site is far too expensive.
    Kishore first applied for a BDA site in 1998. “I’ve had to wait nearly two decades for this 2,400sqft plot and the cost?
    Then, BDA plots were priced at only a couple of hundred rupees per sqft. Today , my site costs Rs 52.31 lakh, at Rs 2,250 per sqft,“ he said.

    Kishore’s angst is understandable. “Was it my mistake that I didn’t get a site all these years? It was the BDA that went slow on its layouts, truncated some of them and all but nixed some others. I was never prepared to pay such a price for a BDA site,“ he complained. Kempegowda Layout is 22km from Majestic via Magadi Road.

    Realty agent Mahesh S says sites at an upcoming gated layout nearby , with all clearances, are priced at Rs 2,800 per sqft.The BDA site price, however, is way beyond the governmentfixed guidance value for plots with clearances, in areas nearby. A 4,000sqft BDA site is priced at Rs 2,500 per sqft, and costs Rs 96.87 lakh.

    The guidance value, the minimum value at which any land has to be transacted and accounted for, is in the range of Rs 994 to Rs 1,651 per sqft in seven of the eight villages where land has been acquired to form the layout. Only in Soolikere is the guidance value Rs 2,000.

    Janardhan J, another site aspirant who’s made it to the provisional list of allottees, is in two minds now on whether to buy the 1,200sqft site. “This is my sixth attempt. I first applied in 2001 when a BDA site cost a few hundred rupees per sqft. In 2007, when Kempegowda Layout was notified, sites were available nearby for Rs 1,500 per sqft. Now, BDA is charging Rs 2,000 per sqft and I have to pay Rs 24 lakh for the site,“ said Janardhan.

    “For 15 years, I waited for the site. Once the final list is announced (after receiving objections from public), we’ll be given three months to confirm and pay the money for allotment. Wonder if the 15year wait was worth it, considering I have to pay such a high price for my site,“ lamented Janardhan.

    Kempegowda Layout is far from ready . In fact, it’s likely to take at least 18 months to provide water, drainage sys tem, approach roads, electricity and other civic amenities.

    BDA commissioner Rajkumar Khatri, however, said a lot of work has been done in some of the villages. “We aren’t charging the allottees as per market value, it’s less than that. And we aren’t charging them in excess. The allotment value was decided at a board meeting last year.“

    M Khan (name changed), also an allottee, said banks aren’t encouraging loan applications for house construction in Kempegowda Layout. “I went to a bank to check whether I’d be eligible for a home loan but they said I may not be. The reason they gave was the layout isn’t yet developed and once they approve the loan, I must build the house in 18 months, which is practically impossible,“ he said. BDA’S LOGIC The BDA had allotted sites in Arkavathy Layout at a flat rate of Rs 225 per sqft (all dimensions) and the rate was fixed in 2001, when the layout was notified. Fifteen years later, BDA has fixed differential sital rates for Kempegowda Layout, and prices have gone up at least 10 times.

    “We had to take into account the guidance value of land which has shot up in recent times, the cost of land, of developing the layout and interest on investment made for developing the site. We have also cross-subsidized the smaller sites allotted to economically weaker sections (EWS) category from the price fixed for 2,400sqft and 4,000sqft sites,“ explained a BDA official.

    The official, however, admitted that Kempegowda Layout sites are only a wee bit cheaper than the market value in the area. “We cannot make losses, after all. That’s why we’ve kept a slender profit margin,“ he said.

    • Irrespective of rate 90% allotties will buy site from BDA, Site price is high but for the sake of genuine clear property allotties will go for it and We will not get site below the price BDA quoting in and around kempegowda layout or some other well planned layout.

      If we buy that property again A katha B katha and other development charges will keep on coming considering all these allotties

      • I agree 100%. Pl do not go for pvt sites, even if its few lakhs less. Lot of formalities to be observed reg BBMP & BWSSB later. No proper roads, amenities, you will not get peace of mind.

      what statement this BDA buggers are giving, they have hiked the cost of sites by violating guidance value.

      • Considering cross subsidy( robbing Paul to pay peter) and all other sundry, the site rate should not be more than Rs 1500/-PSFt. All should demand for revision and same rate for all dimension.
