Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

    My name is not in the provisional list.
    I had received the letter from BDA to furnish the Bank details. I filled the same.

    But my father had not seen that it had to be sent back via Speed Post itself. He has sent via ordinary post

    Because of this, will I face problem in getting my money back?

    Please suggest what I could do?

    • if you want bda site in kempegowda layout , contact mob no .9972219151 farmers developed sites will give immediate allotment rate will be 2200/ for 30x40 site

    • I donot think it will be a big problem. But you can call them up and check if it is OK. If not ask if you can mail the details.

  • Will they give Interest for the amount we paid , Because we are paying huge interest on the amount which we took to pay initial deposit?

  • Why don't BDA start refund for all non-allotteeies,Anyways they will not considered us for allotment they will consider only those who objected provisional list if i am not wrong,BDA can keep initial deposit amount of provisional selected applicant and those who filled objections.... this makes sense for keeping other applicants money knowingly they will not be considered for allotment this is crab.....for final list only few will be added or removed for this why they creating pain for rest of applicant...

    Anyways keeping our money gain for BDA but pain for us.....its almost a year now and we given big amount of money as initial deposit............

    As per Vijayakarnataka article on 27th Aug they spent money on other works,i don't how they will refund our money.....Anyways they were telling total 40K sites will be formed in KG layout in phase wise,if its true consider all 31K applicant and allot instead of announcing site allotment in phase and holding our money for years and years,for every phsae allotment definitely they will hold our money for years....

  • Has somebody visited the site location? its been a month since my last visit. What i have heard is block 3, 4, 5 are ready for allotment. All there are close to Nice Rood Mysore Road Junction. BDA commissioner had told 15 AUG they will resolve all issue and announce end of AUG, seems like that is not gonna happen. I'm confident of being allotted in final list. Its Sad that many 25000+ people are waiting for return and BDA kept it for almost a Year now.

    Have they put site number? Street numbers?

    • My name is in the Provisional List, I got a letter from BDA asking me to submit the bank details. and the last day to send the Bank details was on 20th Aug 2016. But I got the notification on 25th Aug 2016 which is 5 days post the last date of submission.

      What does this mean?

      If it in Provisional list also they will refund the money?

  • TODAY I HAD BEEN TO BDA OFFICE TO ENQUIRE ABOUT THE FINAL LIST .THE FINAL LIST WILL BE OUT IN ANOTHER 15 DAYS OR MAX BY SEPTEMBER END.AFTER THE FINAL LIST WITH IN THE PERIOD OF 1 MONTH SUCCESSFUL APPLICANT WILL RECEIVE THE NOTIFICATION FROM BDA TO THE REGISTERED ADDRESS AND THEN APPLICANT WILL BE ELIGIBLE FOR REGISTRATION PROCESS .

    So in the mail asking for bank details.Can I give my bank account details so I get the refund into my account directly.

    • Repayments will be done basis of bank details you have mentioned in application.

      Don't request BDA for making payments in your name again they will take long time to evaluate DD details....

    • Guys - Those who are not allotted sites, BDA started sending papers to furnish the bank details with Adhar card reference with self addressed envelope, It looks like refund process is likely to take shape, they cannot escape after providing this intimation letter. It is our right to insist for interest if it gets delayed beyond 30th Sep 2016

      Trust others will agree on above

      • Dear Allmost every body have received the letter asking bank details, don't miscommunicate among the applicant.

        Almost block no 4 & 5 r ready to allotment.

        With in 15 days final list will be out.

    • As per practice BDA used to send A/C payee cheeque with applicant name,If they transferring amount on-line mostly you can mention your name.....if you mention applicant name would be better to avoid issues.

  • Contacted BDA at 23440480 and asked about the allotment. They did not have any idea but suggested that we call the dy.secretary at 23442271. That is bda front office number I suppose. They will connect to the concerned person.

    Just now spoke to them. The final list may be out in 15 days. They are still negotiating with people who filed objections. I asked him will there be major changes in the final list. He said only 5% changes may be there.

    I enquired about CM statement reg SWD. He said they will be provided flats and this has nothing to do with site allotment. Let's hope for the best.

  • CM asked BDA to give site for land owners who had encroached Storm drain and lost houses.

    BDA previously told, to accommodate EWS site loses it had been selling sites at 2000, 2200 and 2500 rs per squared feet. If this gets implemented. Remember,

    Phase 2 will get into total shit. if those sites go for free. Site rates may change again. site lobby will happen, BDA can included any there in the list and say we are allotting site since he/she lost it storm water drain encroachment.

    Whom are they asking while taking up such decision, BDA collects 700 crores only to keep it for 1 year interest free return of rs 500 crores also included such ideas which adds no value for the people who left the money with BDA for 1 year. Certainly few people who had paid initial deposit is like "Attake untu Lekka ke illa"

    We have reached August end now, Yet another chance to BDA to hold back from allotting sites. Telling they are discussing whether to allot sites to these encroaches in phase 1 or phase 2.

    They will again start buying time. If BDA is not having enough funding to lower the site values. how they will agree to allot site to these encroachers. Will they be subsidized sites for them?

    Out of 8000 flats, only 600+ applications came for the BDA houses, let them alot houses instead of allot sites again.

    When are they announcing the list. After the list is out, we have to form an association for welfare and ask for staggered payment through court using the new REAL ESTATE ACT 2016 setup by GOVT of INDIA. Full payment to be done only after getting Possession certificate as per agreed amenities.

    Also we paid money for a site being formed by BDA as per notification, initial deposit. Now under RTI or any other channel we have to know what are the features/promises BDA will offer in this layout so that we can ask for deadline before paying single penny to BDA here after.

    • As per me they not going to accommodate storm water drain house demolish list to present allotment,Still so many steps are pending like preparing list of people who lost house completely,their income group and other stuffs should be collected.Once everything collected it will go to government for discussion what can be offered. It will take time for this.

      Mostly they will be offered with flats since ready to move and no much people applied for that. No official road map set for this,lets wait and see what official clarification will be given by government and others.

      • No official date set for Final list of Nadaprabhu Kempegoowda layout. Iam not sure whether BDA really interested in closure of this. As per VK report dated 27-Aug-16, BDA does not have money to refund. They used it for other purposes. They are buying time in the name of complaints on provisional list. I have pretty sure they included some errors so that they will get some additional to time to address this. The whole episode /plot reflects how our system works. Finally genuine & common man who followed the rules will be sufferer.

    • As per initial announcement by government after meeting regarding storm water drain demolishan work,CM said its under discussion to provide BDA flats who lost their house completely,don't know who added site for this.

      8K+ allottiees are waiting for site in aarkavathi,they will also be accommodated in KG layout,there were few news floating on this.Mostly if we see this site allocation for others will be very less seeing all these....

    • No body knows when is the finalization of the site allotment and final pricing per sq ft, payment schedule.
      As per BDA policy we must accept it

      • Agree with Vidya to form a collective voice as provisional list people has no clarity neither YES nor NO which can't be speculated forever. agree that we all knew the roll-a-coaster ride since so many attempts,
        but an institution like BDA honors its commitment to provisional list instead of treating them like fools for situation or development crops up!!!!

        Hope like somebody said above, BDA does a fair job

    • Sudden Twist in the story.... We have sympathy towards the people who lost their houses during demolition process... but that should not hamper our allotment. Now BDA will take time to finalize the issue. It will drag the issue and ultimately, one fine day, BDA will refund the amounts to all the allotters saying first preference will be given to them....

      • Both of you are right. But something has to be done.
        Let them give them the flats since they have lost their houses. It will be good for the SWD house losers and we will be saved as well. We have been waiting since more than a decade for the allotment. It will not be fair to snatch from us now.
        They should not have gone for provisional list but allotted directly. This is mounting complications.
        Will the allotment ever happen? Should we wait or should we approach the. Commissioner himself, as a group and find out the truth? What is the procedure to meet him? If we can fix a day with him, whoever is free can go and speak together. Kindly reply.

    • In flat 9 months from application or 12 months from advertising BDA finally allotting sites and refunding is commendable as it looks by September end both would b complete inspire of 2 stays by judiciary

      This time very transparent allotments I feel

      • If it was a transparent allotment then why 1000+ objections for 5k sites!!!??? :)

        • It's part of process and publishing these numbers itself shows transparency.

          Compared to the earlier exercise by BDA this is amazingly better and faster

          • Those who are in list says its the most transparent selection from BDA ever because they assume they are the only eligible and those who are not in list even after eligibility they say how transparent it is.... :)

            If its more transparent please refer news paper whcih are published after last day of submission....only 17000 applicant applied for site....so paper reporters without cross verifying not pulished fact and figure if i am not wrong.....within few days applicant list was 31000......

            As per my previous experience they took same time even for Arkavathi layout(They called application on Mar 2004 and i received refund on Mar 2005).....

          • I forgot to mention for arkavathi 2 lakh 50 thousands applicant applied for that it toik almost a year....for 31 thousand application they are taking almost a year to process....I thought within 6 months everything would have completed.....

            I think regarding transparency Manju madam mentioned about her experience to your previous comment on transparency but you not answered ....
