Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

  • The last date for submission of filled in application with initial deposit and registration fee is 31.12.2015.

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

    Yesterday been to place where KG formation is happening, They put sign board of blocks in all the lands where plots will be developed. Took Kengeri road its 1 to 2 KM from NICE road. Approaching roads from Visveshwaraya layout is ok-ok..they put sign boards to approach KG layout from visveshwarya layout.....its mixture of villages and farm lands,lot of greenery surrounded....few private layouts,work still in progress like division of sites,i am not seen electric poles,no idea on water connectivity,drainage pipes.....2nd block is just adjacent to lake and storm water drain flows next to 2nd block,2nd block is small as of now..other blocks are quite good......site divisions happening in other blocks....as per me it will take few more years to provide basic facilities....to build house we need to wait another 5 more years.....

      Mr Surya, thank you for the update and just now I communicated with BDA frontline , tomorrow they are going to announce the final list.
      It is surprise, how they indicate diff dates.

        As per today's Prajavani news paper allotment committee meeting is scheduled on 29th and only 150 objections are considered out of 1100.....Main PRO number and dedicated phone line guys are telling different things......No other go and no clarity we have to wait aste.....

    • Seeing all these....major manipulation happened or happening...to correct or to corrupt the list they are taking time......i think they are mostly waiting for Mr,Geroge to join cabinet and announce list it seems.... :)

    • Called BDA (080-23440480) the person who responded said final list on next month,he is not ready to mention which week of next month. I asked about last week paper statements,he told"Gothila sir" and for every questions he said "gothila sir""nodbeku sir" "wait maddi sir" "information illa sir"..................Again big question mark on final list announcement date........... :)

      Any one check with BDA regarding final list and refund status.
      Since when I communicated with BDA , front office informed me on Tuesday will upload the final list at 3pm.

      As we are not getting the truth, please check and update

    • Today I contacted BDA office and from front office lady told that final list will be out on Tuesday and uploaded on the website by 3pm..

    • These 5000 sites number and final list of allotees are input to one software and this software automatically distributes the site numbers with block. This process may be done in the first or second week of October.

        All allottes plot no and stage no allotment by software's, is it your thought or BDA.
        How they are allotting the site no ?
        This is all once the final out. Can we sure allotment will be done by first week of October.so far the dates given are not resulted. Hope everyone will agree this.

          BDA allotted flat numbers to allottee using software application...same software application will be used to allot plot number and blocks for KG layout.......As per all leading news papers final list will be out "BY" 1st week of oct....This time they cant postpone again...after all they also need money for other development activities....

  • No sites numbers? where is the transparency then? Go to BDA a Office, get you favorite site allotted. Bribe, Engineer for map to select the site first, then bribe to allot.

    Bengaluru: The Bangalore Development Authority (BDA) has refrained from numbering sites in Kempegowda Layout to prevent applicants lobbying for particular sites.

    A BDA engineer told DH on condition of anonymity that though sites were already marked with stones, numbering was not done. "When we marked site numbers in Arkavathy Layout, applicants lobbied for their preferred sites. We do not want this to happen in case of Kempegowda Layout," he said.

    5,000 sites marked

    The BDA has marked all the 5,000 sites with stones. Sites of 20x30 ft dimension have around nine-metre-wide roads while 12- and 15-metre roads run along 30x40 and 40x60 sites, respectively. Sites of 50x80 ft have been marked on wider roads. Civic amenity sites have been distributed across the layout.

    The BDA has planned to create 20 parks of various dimensions in the layout. The work on roads, drains and culverts has been completed. This will ensure that no sites are left vacant citing lack of infrastructure facilities unlike in the previous BDA layouts, the officer said.

    "Many people visit the layout every day to assess the status. They enquire with officials and ground workers on the details about the sites. That is the reason why we have not numbered any site. The crowd doubles on weekends and the layout resembles a picnic spot. The crowd is mixed and includes families and groups of men in SUVs. Some real estate agents have also frequented the layout," the official said.

    Final notification in Oct

    The final list of 5,000 people who will get sites in the first phase of Kempegowda Layout will be announced by the first week of October, Mahendra Jain, Additional Chief Secretary, Urban Development Department, said on Thursday. The site allotment committee is finalising details of the allottees.

    The BDA has received 1,100 objections. "We are closely checking the objections before announcing the final list. After this, work will start to develop and sell 5,000 more sites under the second phase," an official said.

    As per the news and eyewitness the situation at BDA office, all EAST facing sites are allocated to Former (some of the former are brokers). Only left out is very few sites with WEST and other faces. I have seen the former marking in the map (Seen the maps with site numbers in their mobiles: Soft copies). All most all former and brokers are having the map with site numbers (Soft copies). 2200 sites are distributed to former. 5000 list had been sent to main BDA office (Separating corner and middle sites).

    These 5000 sites number and final list of allotees are input to one software and this software automatically distributes the site numbers with block. This process may be done in the first or second week of October.
    BDA is not applying this auto selection for former. Because they (Former) are preferring the sites in their respective lands only.

    Depending on the luck we will get the respective block and site number. In first cut BDA is allocating in 2,3,4,5,7,9 blocks. 1,8,10,11 and 12 blocks are not ready. Every block is consists of number of sectors like A, B.....N. Each sector is having around 50 to 200 sites. Maximum sites are available in 3,4,5,7. Very few sites had been developed in 2nd block.

  • Guys, reducing on price of sites is not possible and every body should be aware of this. There is no way BDA can complete the project with coming down on price because it has already projected many BDA projects showing NKG layout as revenue generator. Steel Bridge, completion of pending payments to contractors all will be done from this Project. Hope you all have followed blogs, we are talking about staggered payment or site with all amenities in 3 months. Meeting deadline. if missed then paying back EMIs to allottees. Guide allottees in getting loans and legal issues. These are agenda to form association. i believe Real Estate Bill supports the cause. In fact, bill encourages to form association and asks organization to keep 70% amount for that Layout project and share that to regulatory board.

    • We can legall!!! fight bda on staggered payment. We can't make kg layout,bda'another arkavathy or muda's rt nagar,where allottees have made full payment,and have got sites even after 13yrs and 5yrs respectively!!!

      Have you seen yesterday news and reports n Aarkavathi layout.....from 10 years allotteies not got position even after allotment....follow up......even they have association.....do you think anything going to happen.....

      If they do any changes to rules now.....this will be definitely questioned by people who not applied because of high cost....

      BDA had given the numbers related to the Initial Deposit and the final amount clearly when they called for applications from the interested.

      Also as per the allotment clause, successful person has to arrange the full amount within 3 months from the date of final allotment List, else his/her allotment gets cancelled automatically. So anyone who has applied should have considered all these factors into consideration like affordability & personal limitations well in advance.

      In my own case, I considered the final amount is expensive & its beyond my affordability at present. Hence I did not applied this time, even though I had 3 attempts earlier.

      So, citing any personal reasons for inability to arrange the full amount for the final settlement after the allotment process completion is not a fair practice. Its a waste of time, creates unnecessary delay in the further processing and also affects other potential applicants.

      Don’t forget guys,if they reduce plot price and give provision for staggered payment then those who were not able to apply because of cost can challenge allotment…..

    • Are there any legal experts who can guide us on the Realestate act 2016 ..?
