Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

  • The last date for submission of filled in application with initial deposit and registration fee is 31.12.2015.

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

    Had been to NKG Layout yesterday, No major development block 3,4,5,6, Actually did not find any trucks are any activity at all its as it was before, Grasses have grown in the site and on the road, cannot differentiate easily. Block 1,2,7,8,9 were previously not developed at all, but now roads have been done, Area looks much flat now. Did not find any BWSSB sewage pipes laid, not even the street lights only the empty street stone and site stones. If you are expecting final list in this week and Registration of Site in Feb/March 2017. Then i don't think they are on schedule.

    Everybody will be in Deepavali buzz from Wednesday till next Wednesday, 2nd Nov. If the words are true, RTGS/NEFT at lease few might have to receive on Monday Morning and BDA has to confirm at 3:30pm on Monday 24th, that YES, These many applicants have received refund if the started refund process on Firday 21st Oct. Banks do not function on 2nd and 4th started. Here is the catch to all such developments.

    Please update ASAP, if anybody received refund on the blog, this Monday.

    Who all are in Monday 24th Oct, 3:30pm Visit at BDA office. Lets assemble at BDA KIOSK at 3:00PM.

    Need suggestion should we postpone or visit? This is not protest, this just visit with numbers.

    • I couldn't make it to the meet,but I will support the cause. I am one of the to be allotee and want to fight for staggered payment. So pls enquire about the payment option they are giving to us and request them to offer us developmentwise payment option.

    • Yes I too went to KG Layout on last Friday to just look around. I was amazed to see even Sir. MV Layout (despite being more that a decade old layout) is not at all developed and most of it are still like inhabitable. Nice Road is the separator for MV & KG Layout. Those who'd get allotment in KG Layout and really serious constructing their house can simply never do it based on its prevailing situation, amenities and upcountry looks all around. At least for me its like a long way to go to construct my dream house there.

        I am travelling, unable to make it physically on Monday but will try my best to send my wife or ageing mother on my behalf to support in respect to your efforts.

        Its really pity to see this situation and level of despair fell upon people and really sucks!!!

        Ray pointed out correctly that please dont differentiate between Allotees & non allottees as the reason for this visit collectively is to ask BDA to be truthful and have little consciousness of what they have been doing to public who had trust in the institutation earlier.

        All the best hope we are a collective voice agaist this apathy!!!!

    Now that BDA is telling that they have started the refund process, should we still meet on Monday or shall we wait for one or two days more? Please confirm.

    • Good old show the carrot tactic by BDA...Our trust has been so much broken, we cannot take any word of BDA on face value. For a reality check, has anyone in this forum got money deposited in their account?

      • Pls dont cancel the plan...there is no harm in raising our voice against BDA...atleast it will put some pressure and get the things done quicker.

  • I Called commissioner office -23318543. he said same answer saying they have started refund from today and final list will be out in 2 to 3 days. I also asked not to give the same answer after 4 days again. he said this is the fact as per meeting yesterday.
    Wish everyone call the commissioner office to check if they are giving same answer..

    • They cannot start the refund because they dont have more then 4 crores in there account.This was the latest information recieved from RTI
      They have planned to refund the money only after allotees pays the sital value.

    • From last two to three months Bda is telling the same ..... that is within week... they will return.... it is false news.... they should give with interest for our money.

    • Let us hope for the best, coming week refund and final list will be declared.
      How about site numbers and final order copy. Again allottes should wait for months.

      • Yes Naveen u r right I tkink it will be in the month of January site numbers block etc would be announced .that. Would be exactly 1 year since we paid the unital amount which would fettch cores of money to BDA as 1year interest which they deposited in the bank so don't be surprised if u get the letter on January

    • Friends do u all still believe in BDA confusing statements .I think they r really very very cunning people .I think having learnt that suresh Kumar's involvement the r making hectic statement &there r spoiling the 24th program &there by deviating our plan so friends don't agree with the BDA.     • Yes. Even i just called and got the same answer. The refund has started from today in batches. By next week everybody will get the refund is what he replied. Hopefully we all get back the money :)

    • Yes news is correct but he said final list will be uploaded to website within next week,Refund list and other process will be started from today and after final list allotment letter will be sent.

  • Yes, Monday 24th October, Post lunch so that Govt Employees and Private sector Employees can reach the venue, BDA KIOSK near the BDA Arch.

    1) we have paid lakhs of rupees to an organization and we have the right to know the progress and why the list is not announced and Why keep the refund amount when they have not received any objections.

    2) Deadline to be announced officially by BDA or at a local police station we will raise a compliant against BDA commissioner for Fraud and misuse of trust under the name of the organization. Imagine out of 700 Crore, 500 Crore has to be refunded.

    Why BDA commissioner? In the BDA notification on the news paper it was Commissioner and DD was drawn in the name of BDA Commissioner.

    Remember, Steel bridge flyover protest, like that this should be share on whatsapp and facebook, Just like how you share - Emergency Blood Request, Free offers, celeb new on Whats App.

    BDA Visiting hours - 3:30 PM to 5:30 PM,

    Atleast many can visit with casual leave on that day.

    500 Crore Scam on Initial Deposit Money by BDA in Nadaprabhu Kempegowda Layout:
    Lapse of Service by BDA, Collected money from citizens in the month of Nov 2015, a year ago. BDA is unable to announce final list of 5000 people even after reviewing the application twice, after collecting 700 crore from 30000 Applicants. This amount is interest free for BDA and has not communicated the applicants the progress of layout and deadlines to Applicants. BDA plans to invest revenue from sale of these sites to Steel Bridge even before the layout is completely formed and handed over to applicants. Applicants will assemble at BDA office in numbers to question this. Please Join and support the Cause.

        • Yes this is the right time for every one of us to regroup (both allotte's&nonallote's)&put pressure on the BDA at the same time if any one from the group who is in media & have a report in some leading news papers so that many of the applicant who r not aware of the dream that is going on all this month's may also join us on 24th Monday so that it could be a huge gathering at the BDA

    • bda was collected 100crores intial deposit. Total cost 700crores. I wil put up d case against bda in high court on monday if i not get my refund or alotment letter.

    • I tried to reach Sri.Suresh Kumar, BJP MLA who recently made a press statement about the delay in refund and has supported for this cause. I was not able to get him on phone. If someone stays near Rajajinagar, they can try to reach him and convey this plan, so that we will get some support.

  • Yes.. we all can meet on Monday 24th. We can form a human chain an protest in front of BDA office. Atleast people who have not been allotted plots as per provisional list ( more than 27000 people) can come together. Also inform TV 9 or news 9 once we decide.

    • make it confirm 24th meet officially with timings so people can plan leave and gather no need of human chain, we meet right person with tv channels and demand
