Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

  • The last date for submission of filled in application with initial deposit and registration fee is 31.12.2015.

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

  • Today, I had been to BDA to understand next steps for the allot-tees. As per officials, we can expect allotment letter with site details in a month (after refund process is over) and not in a week or two. While in the BDA office, I also understood delays in refund. There are 3 to 4 computer operators in the account section, who have to process a huge list of refund (~30000). They validate applicant's file, verify authenticity of applicant details and RTGS with right account number and amount. I personally saw them to be working very hard. Please note that it is a very repetitive boring job and officials are working very hard. This is the reason for refund in batches (1000 or 2000 in a day). They could have front loaded some of these tasks or hired some data operators on contract basis for short time. But, it involves changes in government policies. I am not sure, how other organizations like IT department handle such big transactions. Account department officials confirmed that they target to complete all the refund in 2 weeks.

    If you happen to visit BDA, please visit account section and appreciate computer operators, if you find them working hard. I did thank them for their hard work.

    • I too hvnt got refund yet.. although my name is there in d refund list not even one rupee has been credited to my account. Wen wil they refund our money.

    Grouping at Bangalore University, Canteen (Food Court), Morning 8 AM, we will discuss all of the concerns. (place is close to ring road, all can come, parking space is there, day time shade is good) sufficient for 1hr or 2hr talk, then interested people can go for layout visit in groups.

    Staggered payment until complete possession of sites.

    Remove 10yrs lockin period, since on a Lease deed banks wont give loan more than 10yrs. but on Sale deed, loans can be given upto 15 years. Since most of the allottees are Retired and need co sponsor for loan, There are many challenges.

    After paying more than 25lakhs for site, it is tough to build house in 5yrs, if not BDA will take back sites or put penalty for the sites on yearly basis.

    Deadline when the project will be completed with basic amenities, after paying lakhs we cannot wait for many years.

    Many more concerns will be discussed. Please attend.

    • Can anyone share the google map location for proposed layout and also the Bangalore University food court, this will enable us navigate to the correct locations .
      As Eight AM on a Sunday morning will be difficult to get directions from people on the way.

    • I am an allottee, genuinely interested in constructing a dream home. I agree to everything above, except removal of lease deed and penalty clauses. I would push BDA for the stricter implementation of those clauses by ensuring that all allottees construct houses in the next 5 years without failure and make the place livable soon. I would go a step further and seek BDA to revoke allotment (inline with BDA rules), if houses are not constructed in 5 years. Without these clauses, allotted sites will be traded as investments for several years causing huge problems to the society. Farmers who lost their land will not be able to cultivate, hundreds of homeless people will be devoid of their opportunity to realize their dreams and the whole society has to pay higher price for vegetables and daily needs, as agricultural land keeps moving away from the city . With several big layouts formed in this fashion, a day will come when underutilized layout will be acquired for agricultural purpose.

      Let us all note that core purpose of BDA allotting sites is to meet housing needs of this city. As citizens of Karnataka, we should help and enable BDA to function correctly.

      • I side with Arun....Look what has happened to viswesariah layout? the deeds were given and even though reasonable amenities are there, where is the development from the last 10 years??
        If deeds are given then it will be real estate investment not real estate development....

        • Thanks Prashanth for the support. I live in an apartment near ITPL. We do not get Cauvery water or underground drainage connection. Comparatively, Vishweshwarayya layout has UGD, Cauvery supply and electricity. This sort of layout is a dream to several Bengalureans. It is not me alone. 40% of Bangalore does not get Cauvery water. Despite such good facilities, layout has been not been developed due to investment mindset. We should change that mindset for our own good and for the society that we live in.

            Appreciate your views.
            Look at fact: Earlier BDA used allot at much lesser price compared to market price; now BDA is SELLING at market price without any amenities being ready. Once it is purchased a market price, decision should be left to prerogative of buyer. AND not necessary that all the allottees works in and around ITPL (read as software engineers) to have affordability to spend minimum Rs.2000/- per Sft to build the house within next 3 to 5 years.

            I am sure, allottees who are raising the matter of lease period, also are very much law obeying and society concerned Indian citizens as well.

          • Prashanth, I am not a Software engineer. I am a clerk in a bank near to ITPL and save on transportation by staying close by. With my salary alone, I too can not afford a piece of land or house in Bangalore. I do tuitions to earn additional money. I have to work hard and extra hours to realize my house dreams. Let us all understand that building a house in Bangalore is a lifetime achievement, with lot of hard-work and sacrifices for the middle class folks like me. This is why I said... "Where there is a will, there is a way...". If we dont believe in our dreams, we just can not make it happen. Please remember Annavara song "Aagadhu endu kai katti kulitare....".

            I have a higher concerns for society, specifically farmers, as I have seen the pain of farmers in my village very closely. Please note that if I had enough money (rich IT class), I would have not bothered all of you. I would have constructed home, without bothering much about the development in the layout ; Worst, I might have traded the site with absolute sale deed in my hand.

            I would fight against any changes in the current BDA rules on lease and housing constraints. This would just pour water into the development of this layout and livable conditions for folks like me.

            Whole kindheartedly I salute your spirit and the path you have chosen to realize your dreams in the life. On the other hand, you also at least accept right of others to express their views, if not accept their views AND don’t try to preach the gyan about hard work to others by underestimating and demeaning others’ path; but sharing for others’ benefit is welcome.

            Why do you think that your concern for society and formers is heights the among the other equals in the forum? You have only seen the problem of farmers where as I was part of it.

            Don’t take views / comments expressed in this kind of the open forum personally. Nobody has neither any time to waste unproductively nor nothing to settle score with other unknown individual.

            Would like to end with acceptance of your view point – ‘more the occupants in the layout leads to better developments in the layout’; incidentally it is an universally accepted ‘town planning’ formula.

      • I am taking Site loan for buying the land. If the house needs to be constructed in 5 years its further pressure on people who dont have money. I feel this clause needs to be removed so that people can construct Home when they want or when they are capable of taking one more loan. BDA can take other means to ensure the land is not used as trading instrument. People who have money can easily construct home and later sell it. This is in no way stopping the Investment being used as trading instrument.

        • Converting agricultural land into barren fields is very dangerous. If someone is constructing house and selling it, we should be absolutely fine, as they are meeting housing needs of the city (which is the purpose of this allotment). We all knew BDA rules before applying for a site.We also knew site and construction cost. I am not sure of a good reason to change it now. If folks had no intention of constructing a house in 5 years, they could have given this opportunity to others. Please note that there is a huge queue of aspirants and we (allottees) are fortunate to get the opportunity. As the saying goes " Where there is a will, there is a way". I am sure, you will find ways of realizing your dream home, if you have the real will to do so.

            The land cost is already very high. I would have agreed If it was low cost (like earlier they were giving for 25,000 to 8,00,000), its easier to build the House. Now already taking a loan for 25 lakhs. For construction of dream home i need atleast another 30 lakhs minimum. The Bank do check the salary before giving loan. Not everyone is fortunate to earn high income to get the Huge Home Loan. People in non-IT Field still earn less. Everyone want to own their land and home. The terms and conditions should be applied in such a way that its feasible for everyone either rich or middle class family.

          • Ratheesh, Almost all banks require you to construct a house in 2 years of loan disbursement. If you do not construct a house, your interests would go drastically high, with no income tax breaks. This will be very difficult for middle class families like you and I. It is in our good interest to construct each of our dream houses.

          • While I understand that many people will find a way of constructing their house, under different difficulties, there may be more constraints than financials. Does anyone know the amenities available, roads, water, electricity, at the earmarked land that will be allotted? What other challenges can one face while constructing ones house in the new layout? Also, if BDA is charging market rates, does anyone know what concessions are they offering on the existing allotment rules, if any?

    • Along with the above points , can someone please put up a question to BDA asking if they will follow the guidelines under the real estate act 2016. Cos all that we are asking in the above agenda is already packaged under the real estate act. So why fight for so many points when something is ready available.

  • Gentle Reminder to all....

    Allottees will need to form association and hence we are gathering on Sunday 8-9 AM at Bangalore University Campus, Near Canteen, to form a Group.

    We will discuss on how to form association, concerns and queries which after listing will be put forward to BDA as Association.

    Location is close to NKG Layout, so after meeting interested guys can visit the layout blocks and understand the ground reality of the layout.

    1) Staggered Payment
    2) Full payment only after Possession certificate is given by BDA.
    3) Deadline on Amenities as to in how many months/years it will be completed. Like BDA will say after Phase 3 allotment, CA sites will be given for schools, complex all such. but Basic amenities like Water and Electricity should be made available during possession.

    Since the fate of Arkavathy, we do not want NKG layout become the same, so we have to ensure the funds deposits collected is not wasted and we wait for years to complete project. so they have to share layout plans of Each block. So it guarantees that it is worth buying sites there at 2000 rs per sq feet.

    Any members here, in legal, in banking can put forward their suggestion as well.

  • I didn't get refund amount. I am also waiting for refund amount.
    Any updates regarding refund? Because they mentioned that they have refunded the money on 2nd November.

    • from Nov 2 they have announced only 1300 refund, i dont know why they taking so long time and why they troubling people even after final list, its really harrasement

  • I applied 20*30 on ews category. now I saw the list, in this list neither allotted list nor refund list. it is final or one more list should be announced. Where I get correct information.

  • So finally BDA is repaying the initial deposit for non-allottees without any interest amount. Which they are not keeping their promise. They said that BDA will refund the money with interest if it takes more than 3 months.

    However it took ONE FULL YEAR yet no interest.

      • Same here. I had applied for a 30*40 site and did not get the allotment. I still haven't received the refund. 1000 refunds per day is so lousy. The intentions of BDA are dirty and suspicious - why is the refund limited to 1000 per day after such a huge delay of over 1 year?

          We don't know what is the criteria for choosing these 1355 applicants for refund. We also don't know what is the timeline when others will start receiving the refund. During world war 2 era, Russia was called the Iron Curtain because of the total opacity in it's internal administration. Today BDA will win that title unanimously.
