Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

  • BDA PR Office informs that Allotment letters are in the process of printing. Unsure about date of dispatch.

    • Hi, Thank you for sharing the information. I visited NKG layout today. Many sites are marked already, however, marking some of the sites is still in progress. I learnt from folks working there that it may take another 2 months to complete creating the sites. Am not sure whether BDA will issue the letters before creating and marking all the sites. Can someone advise?

      • True. Many sites are not even formed. At Ramasandra we can see excavation has just started in many sectors. We have to logically infer that unless the land owners get their sites duly registered in their names by BDA, they will not allow for issue of allotment letters in respect of their acquired lands.

        • Sorry for being not so well-versed in the matter, but how can land owners not allow BDA for issue of allotment letters in respect of their acquired lands.

          We can only hope that allotment letters will be issued only after senior officials in BDA verify and confirm each and every of the 5000 sites is formed, site boundaries marked with yellow/green/blue stones and sites numbered.

    My mother has still not received the refund from BDA. Her name is appearing in the refund list from past 10 days.

    In the refund list BDA had entered wrong IFSC code of the bank instead of entering Zero they have entered as 'O'.

    Does anyone knows what's the procedure. Can I go on behalf of my mother to BDA to make the changes or by mother should come to BDA office? She is old & cannot travel.

    Can anyone provide me a input on this?

    • My name was also there in refund list but with wrong bank account number. Today I went to BDA office and filled a form with correct details, they said it will take another 2 weeks for the refund to come. You should also go to BDA office and fill the form with correct details.

    • I also did not receive my refund. my name was there on 21-Nov list... can someone from that list confirm if they received refund? also, what should we do if refund doesnt happen?

  • sir i had gone to BDA office on 24/11/16, they told me that BANK DETAILS FOR RTGS WAS NOT RECEIVED , so i gave a application FILLED WITH BANK DETAILS FOR RTGS ON SATURDAY , the concerned officer told me that it will be released this week.I am waiting.

      • you may visit during working hours between 10 to 5:00pm,and the form has to be filled at Public relationship office section and submited ,then they shall process it.Iam also waiting for the refund.

  • Got the refund in 4 to 5 days. But as per the initial commitment from the BDA, No interest for the money we kept almost a year.

    • Sir are we not thinking of making protest against huge prices of sites ...price was high even before note ban ...now with note ban in place and real estate is sleeping do we need to pay huge amount to these sites.we have to protest BDa to reduce the prices if all 5000 site allottees come together there can be a show

  • Has anybody got allotment letter from BDA? I had been on 26th to BDA and they told it will still take 1 month for allotment letter to be sent....

      • I cant understand why people are bluffing, must be a sadists. None have got refund even after furnishing bank details again correctly. All these fellows are BDA agents, get some enjoyment by misleading people like us and also the people who have got sites by scaring them away from going for the sites.

        • shenoy sir, I got the refund on 5th Nov iteself. But my brother got it just last friday. What I came to know is that everyday they are processing only 1000 refunds.

    • Yes i had been to BDA office they told me that either Bank A/c no. was not given correctly i.e., 13 digit nos. were or there would be a mistake in writing the Bank code.My mistake was A/c no. , so i gave a application last monday , the concerned officer told me that it will be released this week.I am waiting.

  • Hi friends, yesterday I had been to Block 9 (Sector A, C, D) near Kenchanapura. I went via Kengeri, Kommaghatta, Sulikere and then just before reaching Kenchanapura Village there is a arrow mark showing LEFT for BDA - Block 9. From there ( Land Mark : One small lake and one Lord Hanuman temple is there) From there I took left turn and drove for 5 minutes and I found Block 9. I found Sector A, C and D. In Sector C and D, the BDA has put site numbers but in Sector A not much developments. Ooooops....I could not find Sector B. While coming back, I came upto that small lake and Lord Hanuman Temple and took LEFT turn and reached Kenchanapura... ......Kallalli.......KLE Law Collge.......Nagarbhavi II Stage...etc..etc... Friend, for those residing in City, withPosh City Civic Life, this BDA Layout will really be a FARM HOUSE type till the time it is well developed by the BDA. But definitely, if BDA wants, they can develop it very fast. No problem or issue. We have to wait and see. I hope this will help some body, who wants to go and see the Layout. All the best.

    • AMS, Thanks for sharing this information. Do you know whether BDA has completed acquiring the land or whether it is still in process.

      • After getting some information from Arun, I checked up in the portal of Bhoomi.com (web site) and most of the survey numbers are showing as 'THE LAND ACQUISITION BY BDA IS UNDER PROCESS". ( "BENGALURU ABHIVRUDDHI PRAKARA DINDA BHOOSWADEENA PRAKRIYE YALLIDE"). In few survey numbers, still the land owner's name is there. But at the Layout place, nothing is written or mentioned. However, you can see lot of development is done by BDA at Block 9 at Layout (Kenchanapura).

  • BDA is taking toll on our patience who are still waiting for their refund. Still the refund process is not completed. Not sure how long will it continue... Lost all my patience. We are already paying interest for the initial amount past one year. We have not paid any black money. Is it a great mistake for a common man to dream/apply for a BDA site to suffer this much to get back our money if not allotted. Enough is enough. Lost all my hope. :-(

    • BDA, all concerned with it are like dead ones, not listening to refund our money.
      They are shameless also, not honouring thier own words. To get our money back, Perhaps we have to perform Vaikunta Samaradhane of all responsible persons connected with BDA.
