Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

  • Saturday's DH states that BDA has asked all non allotees to give correct bank details again to speed up the refund process as many applicants have given incorrect details. Those who have not received refund pls check.

    KNS Anirvan surrounded by NKG layout has advertised that their BDA approved plots are being sold from 35 lakhs. Though we think prices will reduce this does not seem to happen at least in the near future.

    • Thanks for the info madam. But I feel they are trying to buy some more time that's it. Actually they didn't processed the application properly. When i visited they don't have my name in refund/non-refund/allottees/non-allottees list. I could say this are most irresponsible govt body.

  • I am not seeing any updates on refund now a days. Looks like many people still didn't get the refund. Even I went to BDA a week back and given the bank account details once again to PRO. Better to unite and go to next level to get our money back. There should be some escalation channel for such cases. These blood sucking BDA officials don't have any ethics in their life.

    I been to all blocks of Kempegowda layout and found many farmers fencing their land due to litigation's,settlements. and for other reasons,

    As per the instructions given by Arun to verify RTC,Mutation extract in ebhoomi, Found many lands where plots are allotted are not completely acquired by BDA. In RTC and Mutation extract we found case is there for most of survey numbers,and still showing actual owners name this shows either BDA don't have position of all lands but still they allotted plots in litigation lands,Kempegowda layout will become one more Arkavathi. They stated they will form and allot in litigation free lands but still they allotted in land where they still don't have position.they could have allotted in non litigation land and for allottees they could have allotted in litigation free land,once litigation is clear they could have allotted in next phases this shows how BDA playing with us.

    As per my visit to some of blocks they not yet started dividing sites,some of plots opposite or adjacent to graveyards. In some of blocks they repainting on numbering mostly some mistake made while numbering. They are placing sign boards for layout plan no other development activity.Some land owners informing on litigation land.

    As i already decided to surrender,instead of falling to BDA pit by paying huge amount and loosing of normal life surrender is better option left for us.Investing such huge money not worth it. Some of farmers ready to sell plots below the BDA price.

    • Does anyone know the process for surrender? How long will it take to get the initial deposited amount? Will they refund full amount?

        REFUND? those BDA soole makkalu not refunding any one. They have just published refund list and for eye wash some refunds are made for smaller size site applicants. No picks up the call in the BDA office. If some one lifts, you can expect some arrogancy. Real soole makkalu sitting in BDA.

      • Spoke to BDA dedicated nadaprabhu kempegowda layout PRO 080-23440480,They said we need to give a letter along with allotment letter to surrender allotted plot.

      • All block has graveyards,single or multiple....if its 4th block behind Padmashree collage you can see graveyard....

    • Yes Guru...you are correct....found fencing in some of blocks....we also verified some survey number where ownership is not yet transferred to BDA....

      • I tried calling land acquisition officer for NKG layout at 08023442271/73/74 extn 210. He had been to the court and no one else was able to reply.
        Can the members bring this to the notice of George and ask him to intervene? We should find out if farmers are fencing land allocated to them or allotted to public.

          I visited BDA office and called EE who is handling kempegowda layout...they indirectly agree litigation but they tell it will be sorted out soon....even i seen fencing in 2nd block approaching roads are blocked in B2SI.....in other parts of layout plot is allotted but no work is done,when i enquired localities they said still land is in court or compensation not settled so they not allowed to do any work...

          • Thanks for the info sir. But this is a cause of concern till everything is settled. The LAO dept says that reg site, we have to contact engg dept which is in vijayanagara. As you say, they will know this issue. I believe the govt cannot goof up each time. But should we wait till letters are issued or bring to the notice of higher authorities?

          • There are a good number of issues with the land records-- At instances, BDA does not officially own land on which it has created site, large delay of 6 years between notification and allotment (now) has created more folks (eligible brothers and sisters) asking for land share, Horticulture land getting converted into sites.... We would be lucky, if several of these issues are sorted out of the court. If farmers go to court, I am sure courts will entertain their concerns and the law will take its own time. We need to wait and watch what happens next very closely. Until farmers list is finalized and RTC records are updated nothing can be said.

          • Yes Vidya i been to vijayanagar office....They have separate section for our layout they have complete details on all land where layout is developing and other related details...they asked me to visit once we receive allotment letter if we have any issues in plots...they also told litigation's will be sorted by allotment or by registration....As per discussion they not yet settled money to farmers so some are fencing....

  • I understand that BDA is planning to notify further 5000 fresh sites at Nadaprabhu kempegowda layout?.. is this true ? Can any one share info...

    • Yes Badri its true but they not allotted in litigation free land for phase one allottees. As per my discussion with some of allottes they not satisfied with allotted plots. Plots in litigation land,some plots is adjacent to or opposite to graveyards,farmers started fencing their lands so after clearing issues with phase 1 allottees they mostly call for phase 2 allotment.Those who allotted in phase 1 will definitely apply for alternate plots. As i mentioned they dont have position of land where they are forming layouts. When i spoke to one of BDA official they know all the issues and they expecting 25-30% will surrender. 60-70 % 50*80 will be surrendered cost will cross 1 cr,at this situation no one has money to invest huge amount.

    One month has been went since the refund starts. My name is not found in the list. Past one week no update. What the hell this BDA is doing. My pain will not spare any of them. Will BDA idoits will refund only if we consume poison. If so that is my last option. I am helpless.

    • Dear, Pl do not worry. BDA can not & will not hold your money.I got my refund on 24th itself. Try to call these nos 00918023440480, 00918023464064 and visit BDA office. May be some error either in a/c no or other codes.

    My name is listed in the Nov 4 refund list , but almost a month still now haven't got the refund . I kept waiting because all the details in the refund list are correct but its more than a month so Iam really worried , . Is there a way I can request them to look into my case email/Telephone number . The reason for asking is because currently I am away from Bangalore attending an emergency and not want to waste precious time travelling :( , Please guide me with the next steps , I am thinking to wait for a day or so and then plan to speak to the BDA officer directly . Please let me know where is there office and whom should I contact any other suggestion

  • Hi all, now I went to BDA. They have mis placed lot of bank details applications. Mine was also missing so wrote the information again. Whoever have not received or not listed in the website please go and check. These people are irresponsible as expected. Never in my life I will go back to BDA. Worst BDA

  • I recieved bda money today only the deposited money. They have pocketed atleast Rs.23000/- interest which i would have earned on my hard earned money.
