Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

  • The last date for submission of filled in application with initial deposit and registration fee is 31.12.2015.

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

  • I have still not received the allotment letter, today went to BDA, they said wait for few more days. Anybody else still waiting for allotment letter. My doubt is it must be lost or delivered to wrong address. Please update friends.

    • Raj, No worry, there are some more allotees yet to receive allotment letter. I too have not yet received it. Hope we may receive within this week.

  • Allottees who have submitted the affidavits and declarations may please share how to submit with details of enclosure etc for the benefit of others yet to submit. Tks.

      I too submitted today by self declaring on stamp paper. No need of magistrate signature, notary is fine.
      You should have 1 photo and address proof attested along with allotment letter(1st page) attestation.

      Once done, you will get acknowledgement receipt.

      • Teju, Did we check with BDA PRO on the Magistrate or Notory signature confusion ? some says Notory is enough, BDA says Magistrate is mandatory as per BDA PRO. can someone provide more clairty

    • Just Opp. to BDA Office there's xerox shop. They charge Rs.300/- to prepare all the documents i.e, Affidavit, Self Declaration etc. on Stamp Papers and notarize it & hand over. You can submit it to BDA as it is. Today I got it done from them tomorrow I'll have to collect the documents and submit it. Carry one Photo, Aadhar/any address proof.

      • Is affidavit and addl Informatiln has to be notarized or magistrate affidavit. Need to complete the issue. Request from anyone who have already done. Tks

        • To day I submitted the papers to BDA. Notaries will charge Rs 300/- for affidavits and declarations. Photo attestation can be done free if you know any gazetted officer. Or else the document writers/ typists at Taluk Office adj to Cauvery Bhavan will get it done for Rs. 150-200. Submit the above with a covering letter(available at a cost of Rs 5/- in front of BDA office),copies of address proof, site allotment letter and 10 photographs at the PRO counter. An acknowledgement will be given immediately. Process is very smooth.

      • but we need to submit original registration card as well along with self affidavit, copy of address proof, photo.

        • Registration Card at this point in time not reqd. You need to carry it once when you make the payment.

        • Surya, is it enough to get Notorized or Magistrated ? BDA website is re-iterating it to get it Magistrated ? there is lot of confusion around here.

          • I have got it done Notary as the notary said Magistrate is not required . I have also submitted the original registration card as per the BDA guidelines.

          • Yes Vara, notary is fine. No need of magistrate signature. If it was not enough, they would have not have accepted and given the acknowledgement.

          • They say Notary is sufficient and that's what being done and submitted by many applicants there & BDA is accepting it.

  • With this affidavit almost 80-90% of BDA allotted plots can be recovered back. There are people who are waiting from 20-30 years for BDA plot. Obviously they would have secured a plot or house for themselves. So this affidavit is not relevent. Moreover we are paying market price or more than market price. So we should try to either eliminate or rephrase the affidavit.

    • We all together should meet BDA Commissioner and seek his views before we decide to make the payment. We firstly paying the market price. The layout is still not in livable condition it would take over 5 years (perhaps) for us to construct our houses to live there. Several development work are still being carried out. All the allot tees are over 50 years now, can we all live in rented houses without owning any plots/houses just because one day we'd get our plot allotted from BDA Absolutely its all are irrational . Whenever we are meeting the Commissioner, i'd surely like to join.

      • Meeting commissioner and putting across all your argument makes sense. But, please do not pay your hard earned money blindly, until and unless you wish to donate it to the homeless people of Bangalore.

    • "Rephrasing" does not help, as you are governed by BDA rules for this allotment and they have uploaded the formats to be used on the web. BDA application also had same clauses which you have signed. Your allotment letter also says the same. Few people are putting their hard earned money of decades to buy this site. Please bring up risks and if they wish to still take it, it is their choice.

    • We can go with all arguments. But, application and affidavit are clear. If you need clarification, BDA officials can help. Dont loose your money. All land records are digitized in Bangalore... It will be very easy to find malpractices and get your money and site confiscated. If aadhar linkage happens to properties in the next 5 years you are more volnurable. If it is hard earned money of several years dont take risk.

    • You can see blank copy of Affidavit in the BDA Blog. Nothing is mentioned about Revenue site. It is mentioned only BDA allotted site and any Govt allotted site/house etc which is an issue.

    • In double whammy now. Akrama sakrama looming over head who posess revenue properties and now this declarations and affidavits for senior allottees who or their children who own revenue properties.

    • Yes, you are correct. Vece versa, a person taking a BDA site first and then he/she can buy a site in Revenue site in Bengaluru. Many people are having house in revenue sites in Bengaluru with 15 or 20 feet small roads, no bwssb or corporation water, no drainage system, no bus services, no tar road for the last 20 to 30 years. Now that person is allotted with a BDA site, how he can forgo his dream site in BDA, and continue to stay in the revenue site, and waiting for Akrama - Sakram. Another one dozen people go to Supreme Court and bring stay for this Akrama Sakrama again. Wait for another 10 to 20 years in the revenue site and later go away from this BHOOMI once for all.???

  • Yesterday had visit to site in Blk 7 site no 2500series. It is In Halebyalur village. Entry from my sore Rd opp. jagat pharmacy is nearest and it's at 4.5km from mysore Rd highway. Site nos have been marked and as of now swd and mud road. Bus Bay have been earmarked near entrance. Signages marked for cross roads but site nos. r not marked. Sites r East and west Facing.

      So can we undberstand that Bus Bays are marked at Entrance of each and every blocks facing towards that 150 ft KG Layout Main Road?

  • On a related note, does owning an apartment bought at market rates within B'lore city qualify as owning a property which will result in that individual not meeting the criteria for BDA site allotment and not being eligible to proceed with taking BDA site alloted to him/her.

    • If you have any site (revenue, khb, bda, bbmp..) or house or flat or apartment in Bangalore, you are not eligible. This rule is spelled out clearly in affidavit. You are at risk of loosing full money and site if you come under scanner. Dont go with pro or xerox lady or even I. Check it with deputy secretary or commissioner in BDA office. If you are from middle class, you are putting a lot of money on table which you do not wish to loose.

    Guys, if somebody knows, Pl answer ASAP..allotted a site by BDA. Staying with my parents.Father owns the house (bangalore city) and in his name. I do not own any property anywhere. My father is not depending on me and I am not depending on him financially. In this situation, Pl let me know how to fill the affidavit, so that I will not have any issues later.

  • I am having an own house in BBMP limits and have been alloted a site , during applying there was no clause indicating that the non government /subsidised properties in BBMP limits would be an issue . However in affidavit it is mentioned to declare that '' That we own no property in BDA limits.......'' .Question here is does BBMP property falls under BDA limits in relation to clause in affidavit does owning a property in BBMP limits which is not subsidized create any problem in owning site in Kempegowda layout.

    • In BBMP limits a lot of layouts got added recently and Akrama-Sakrama not yet happened. In that context BDA may not consider them as BDA allotted sites or any allotted by any Govt land developers. It should not be a problem.

      If they expect to get BDA site by the person who is not having house at all...then this condition is generally difficult.

      BDA has allotted sites after so many years and people would have made their homes in private developers land or in revenue areas.

      This needs more clarification from a knowledge person...requesting some body to clarify.

          • The clarification from PRO is that only land allotted by BDA or other govt agencies is an issue , private land and property is a non - issue.

          • In that case having a revenue site or having a house in revenue site is not an issue ? Please clarify.

          • That is what the PRO told and based on that we have the affadavit done and will be submitting this week .

          • Can u please clarify whether Affidavit has to be signed by Notary or by Magistrate ? If Magistrate, where is the office? Please clarify these two things.

          • Submitted the doc signed by Notary to BDA and majority of the submissions were signed by notary.

      • Aruna, your points are 100% correct and genuine as per law. Person having a site or a house in Revenue Site in Bangalore should not be a problem to apply and get a BDA site.

        • This is incorrect. Please check with DS or Commissioner for clarity. As per BDA rules, a person having a site or house in Bangalore is not eligible. It does not matter if it is a revenue site or a flat from private builder. This is clearly stated in the application form and in the affidavit. With higher digitization and RTI activism, it is very easy to catch such irregularities (unlike in the past). If there are issues, BDA can confiscate site and the money.

  • If an allotte stays with his parent, house is in the name of parent, allottee does not have any property either in his name or his wife & children,is absolutely fine or any issues?
