Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

  • The last date for submission of filled in application with initial deposit and registration fee is 31.12.2015.

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

  • my mother is an allottee. plz let me know what options u have on loan.. i mean what loan others are taking. whether ur taking home loan, site loan, mortgage loan and what interest does it carry. what options and reference for loan.

    • If you are ready to construct within 2 years you can go for home loan. Few banks cater to pure site loans which donot have the clause of construction. Interest rates are lower for women. Check for processing fee and how soon they will process. You will have to do Canara Bank RTGS for payment or DD but DD charges will be heavy. Int rates vary with each bank. LIC and Canara Bank provide pure site loans. LIC is 8.75 and CB is 8.65 for women. Pls check with other banks too. Home loan may be cheaper at Bank of Baroda but you will have to construct. Check with the banks personally to get exact info.

    • Hi friends sorry i dont no the english properly this is santhosh my father have 2 acare property in kannali village now the BDA taken that property to kempegowda layout than how we take the compensation amount from BDA what is the prosiiger to taken the amount please any one tell me

      • Please contact BDA land acquisition officer who is in charge of kg layout and check with him. You have to go there personally with necessary docs.

    • 80% of the allottees will definitely have some property in bangalore either in their name or their dependents' name. So this clause is junk. It should be refined to say that the allottee has not been allotted any BDA site before.

      • In my opinion it should be restated as 'the allottee has not been allotted any BDA site or be offered a site at a subsidized price by BDA before'.

        Pallavi, these are only opinions. I will suggest you visit BDA office and check directly with the officials there. I recall seeing a comment sometime ago that someone found that possession of a revenue site by self or dependents does not make you ineligible after visiting the BDA office.

        • Rules are clear in BDA rule book, application and in the affidavit. In order to get sites in the right hands, who don't own a site or house in Bangalore, we are working towards identifying malpractices using digital records, which are available online (ex: BBMP Khata, Form 9 and 6...). I feel, everyone should join hands with BDA to bring out these malpractices and falsification.In this way, BDA sites will reach homeless folks and not investors. Properties with property IDs are easy to trace and establish ownership. With Akrama/Sakrama, as more properties start getting IDs, we will be able to trace them as well. This phased approach is also good, as there will be less political interference.

    • Yes Pallavi; Folks with house or site in BDA are not eligible. It is mentioned very clearly in affidavit and was also part of application. This is also part of BDA allotment rules of 1984 and folks have lost land and money in the past too.

  • I want surrender my BDA site at Kempegowda Layout. Can any one please tell me what is the procedure ? In that case, can I get full amount of initial deposit or is there any reduction ?

    • Today i gave way my 15 years dream of owning a BDA property. Inspite of getting allocated 50*80 site in Dec 2016, i surrender today, main reason is 60 days payment term, high cost. Other main reason is reality on the ground in other layouts formed by BDA, lots and lots of litigation faced by BDA due to which end buyers have to face delay in possession. Those who are really considering to buy, please visit BDA office and speak to those standing in different Q's, each one of them have stories to tell. Being salaried person with strict 9.00 to 6.00 job, definetly i can't be visiting BDA office every week or month. I had both Affidivt and Cancellation challan, with heavy heart i give up....

      • Very sad to hear this. I also gave my plans up long time back. BDA site was preferred a decade back due to lower cost and litigation free land. Without both these factors out its no longer attractive

      • Why do you want to surrender, anything wrong with the sites, litigation etc please provide some details if you can so that it will help others.

        • I am also surprised AMS sir. You were so enthusiastic and I believe you would have submitted the necessary docs too.

          • Reasons for thinking to surrender :

            1. Distance from main city..
            2. Surrounding area not yet developed.
            3. It takes minimum 5 to 6 years for the area to develop and to go and stay there.
            4. Our sources of fund are limited/less.
            5. BDA condition is that within a period of 5 years, we have to construct house.

          • I am sure you knew all these aspects when you applied itself. All BDA layouts have developed in the same manner. People should get together and pressurise them to provide amenities which the association members are already doing. You have waited for so many years to get this allotment . if there are other serious issues personally, then you cannot help. Otherwise it is better to think twice.

          • Vidya, thank u very much for ur balanced and soothing reply. I was 50 - 50. Whether to take or not due to the reasons mentioned above. Finally I made up my mind to go for it. Today, I submitted the affidavit etc to the BDA Office. Please be in touch for the further procedures like payment of Site value, Registration etc etc. Thank u once again.

    • Had visited. U take mysore road and after nice road bridge go upto jagat pharma factory. There u have take right turn. There is route to SaibabA temple. Same road u have to travel.u get hunsamaranshally. Further u get Halebyalur village. The take left turn and the layout.0.5km from main road.

    My Mother got a BDA site allotted in Kempegowda Layout but the allotment letter was sent back to BDA by speed post since no one was available at home during delivery. My Mother is not in a position to personally visit BDA office to collect the Allotment letter because of Health issues and hence can I (SON) go to BDA with proper authorization letter and ID card and collect the Allotment letters?
    Any Response will be appreciated.

    • Yes, with an authorization letter, BDA will hand over the letters (NOC and allotment letter) to someone other than you. However make sure that post office has sent the letter back to BDA.

    I have got allotment for 20x30 under EWS category.

    Could somebody confirm that "Payment could be made with in 3 years"? checked with BDA office?

      • 3 years payment terms is not applicable for EWS General category, please check with BDA for clear picture.

        • You are wrong. EWS General are eligible for 3 year exemption. It is clearly mentioned in the allotment letter, BDA website and also in BDA allotment rules of 1984.

          • I checked with BDA official and they say that EWS General has to pay
            also in the letter it shown as the SC ST and other category like 1 please check.

          • Kandanbabu , This is inaccurate statement, may be due to ignorance. Whom did you contact? You should meet some higher and responsible officers like Commissioner or Deputy Secretary. They will guide correctly.

    • To submit the affidavit and other docs we need to take one pp size photo, add proof ID copy. Should we also take reg card and allotment letter for submission now itself? In case we are getting it done in the Xerox shop in front of BDA, the charges mentioned was 300. Am I right? Anything else to be carried? Pls reply.

      • Don't submit the Original copy of Allottment letter and Registration Card. If they misplace it some where, we will not get the duplicate copy of it. They will ask you this at the time of registration.

        Just Submit the Affidavit and Photocopy of Allotment letter and address proof. If you go to the Xerox shop, they will only do the Notary, gazetted signature etc., and they will charge Rs. 300.

    • Can someone share the site map if it is there. From which side we should go to visit the site for Block -9 Sector-3?

      • You can take the following route to go to Block 9. First you take the Magadi Road almost near to Nice Road and Magadi Road Junction. Just before that junction, take left turn towards KANNALLI ( A small Village). (Good road is there). From Kannalli, go upto Kenchanpura village. After reaching Kenchanpura village, on the same road, you go 2 more minutes drive upto one Pond (Kere) and you find one Anjaneya Temple near that Pond. ( On the Right side you will find a Board of BDA Block 9) There you take Right turn and drive for 2 to 3 minutes (on the way you will find some Farm house left and right side). After that you will find little up land --- There only you will find Block 9 (Left side Sector C and D. Right side - Sector A). It is very easy to find it out. All the best.

          • Dear Raj,
            IF you are looking BLOCK 5 SL here is the best approach. Pass the Nice road joining to Mysore Road, After panchamukhi temple you get one BUS stop. Immediately after that you should take Right turn on Mysore road going direction from city to MYSORE and than a narrow road take with Railway gate and after crossing railway gate say 0.5KM you will get the BDA sites. Access road is narrow to site and You will not get direction as the BDA PLAN board is empty but the layout streets have the Detail. Go and visit. The layout is approx. one KM form mysore road and Village is intact in this access.

          • Dear Gopi,

            I have visited Block 5 as in your directions as well as from KOMMAGATTA also. But could not find the sites BLock 5 Sector L. I am a allottee in the B5-SL and also could not find any site which marked above 4000. If we go per your directions only can find Sector H and I. After crossing the temp mud bridge can find sector C, F etc but nowhere Sector L. Any one having the site allotted in the sector L please help.
            @Gopi if you could able find the sector L please help me sending a message 9740022733

          • Finally I could able to fine the Sector L. Earlier I was taken right turn just after Nice Road junction, which also leads to Block 5 Sector H and I. Some painter at sector H directed me to find the sector L. In the mean time adjacent site allottee also called me to help in finding the Sector L.
            Note: Need to travel around 1 KM towards Mysore from Nice road junction, rest of your descriptions are correct.

          • K Raj, Once I went that route. I am not very much sure whether you get Block 5 or not. You can try that route. While going from Bengaluru city towards Kengeri, take Right Turn over the FLYOVER at Kengeri. After climbing the FLYOVER, you take LEFT turn, drive upto KOMMAGHATTA Village. On the way itself, you may find Block 5. If not you can drive till SULIKERE Village. But I am not sure where exactly yo will find Block-5. You go there, and ask people on the way. All the best.
