Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

  • The last date for submission of filled in application with initial deposit and registration fee is 31.12.2015.

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

  • Anybody please tell me when the BDA is going to refund our money... i am paying interest to the amount borrowed... Kindly help...

  • I have been allotted 30x40 plot. It is around 24 lakhs for site.
    What will be the additional cost (stamp duty+Registration etc)?

    • Should be around 6.65 percent (5.65% stamp duty and 1% registration fee). For 24 lakhs, it will be around 1.596 lakhs. Bigger question is "Will we be lucky enough to pay this amount in this year?". We should demand this clarity from BDA.

  • Can some please please point me to the BDA link on the payment schedule? I cant find that on their website. By when does one have to pay?
    Also, if a person is allocated a site and then doesnt want it, how does he get his money back?

    • Amit, What I understand is that the list is provisional and the final list will be posted in the second week of August. This is just a next step in the allotment. We just dont have visibility into the activities after that. Some unanswered questions are what is the payment schedule (expect it to be 3 months after the final list)? Post payment, Can BDA register sites in our name in November of this year (Not sure)?When can BDA provide basic amenities like water, road and drainage in the layout for house construction (Too much of expectation, considering progress in the previous layouts)?. I am also not sure if BDA can give possession of our sites by the end of this year for construction. All the allotted folks should pursue clarity on this schedule with BDA.

    Respected BDA Commissioner,

    I kindly request you to please publish unsuccessful Applicants List of Kempegowda Layout as well in the BDA website. This will bring more transparency in the allotment process.

    Un-successful Applicants list will help us to understand the status of our application and also answers many of our following doubts.

    • Has BDA received our application? (As we apply from different places/banks of the State)
    • Is our application no. / Registration no. available in the BDA database / registry?
    • Reason for the application rejection, in case application rejected.
    • Verify number of attempts considered by application scrutiny department

    I visited BDA office few times to know the status of my application but could not get any help. So if you kindly publish unsuccessful applicant list, we don’t have to visit BDA office and that makes common man’s life easier.

    I hope you will address this concern.

    Not only allottees but those who did not make it in this list should try to join in pushing down the price. At least next time the price including initial deposit will come down.

    Other thing is that people should push for the same rate from 20*30 to 50*80 except for EWS. Why price differential if a person wants to buy a bigger site? This is highly unscrupulous and unjustified. In case a person goes to a shop and buys 100 kg of rice and another person buys 10 kg of rice, the rate will be the same for both. The shop keeper will not charge higher rate for the person who bought 100 kg.

    • Reducing the price after allotment is not right as some people with previous attempts would not have applied only looking at the price. if the price was reduced in the notification only, even those people might have applied.

      • Ranga, I agree with you completely in this instance. There should not be a rate change now.

        With time, BDA sites are moving away from the reach of common people. This defeats the very purpose of the organization. We have to find ways to improvize this situation. I also see a huge difference in our thought process. We have been allotted sites for our future homes. Neither BDA nor us seem to be serious about it. All the allotted folks should work towards making this place habitable as early as possible. For now, I don't even have clarity as when can we register sites and start construction legally (leave aside BDA's responsibility in providing basic amenities like water, road and drainage). We have to demand (I have specifically used word "demand") BDA to realize our dreams of owning a house.

        • BDA quoted price is too high 2K per sqft, the area where they are developing is outskirts of bangalore, all applicants should oppose for the quoted price.

          BDA has to think from the perspective of common man.
          moreover in those area private builders are affording at a competitve price compared to BDA.

          BDA has to review about there quoted price

      Land is like gold and not like rice. Nobody gives discount for buying higher quantity of gold. Higher dimension sites costs higher, as they get bigger roads and higher FAR. I do however feel that overall price of the sites should proportionately be reduced.

      • Please check in the market in existing BDA layouts. You will find that a 20*30 or 30*40 costs more per square feet than a 50*80 or even 60*40. One of the reasons could be that there will be more buyers for smaller sites than bigger sites. Also look at the ratio of applicants to sites in this Kempegowda layout. For 50*80 it is about 1:1.2 whereas for 30*40 it is about 1:5.

        Kindly request you not to support this unfair approach of BDA in charging higher rate for bigger and lesser rate for smaller sites.

        As it is BDA has hiked the price more than a 1000% and put it beyond the reach of many common people.

  • i uderstand around 20 thousand sites will be alloted to farmers who gave their land to BDA for the lay out devolopment,

    how these sites will be sold to public? throgh BDA? or directly by landlords?
    what will be the price? does the rules like 10 years of lease piriod and to cunstruct in 5 years will be applicable for this cases also?

  • Hi all , not sure if phase II will be in October , but if its going to be in 2016 timeframe ,for all those applicants who did it make it in first round will BDA continue on existing applications or will they refund the money & we need to apply once again for Phase II ..?

    • Until now, BDA has always asked for fresh application for each layout / phase. Probably we could make a suggestion to use a simplified form for those who are applying again.

      • For sure, they will ask new application for Phase 2 as well, logic is simple they will earn 1000 extra from each of new application. How they will miss this opportunity to loot money from us :P

  • The average market price in and around Keme epegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. I Would strongly suggest that BDA should not have the lease period for the site since the price is very high and is equivalent to the mark price. People should not get struck by paying such a huge amount.
    BDA should also give enough time to the people till they complete the development of sites, atleast two years is a good time so that people will not be burdened at a time.

  • Guys who are allotted ... Is anyone going to give representations to bda to roll down the price

    • I think bda will not reduce the price, but we can request for more time to make full payment.

    • I don't think so they will reduce the price as the prices were announced before we applied. But we must get together and represent for min of 2 years time to make the full payment and BDA has to complete all the developments in 2 years and register the site.

      But if you would like to represent the roll down the price, Please go ahead. Everyone will support you!

      • Yes . Definitely need to take with BDA for reduction in prices and phased payment. They cannot cheat people such way , it's our hard earned money and lifetime saving. They have to finish entire infrastructure development before asking for full payment. Only alert Allottees can force BDA to ensure it is done
