Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

    Now the trouble starts as we need to pay full amount( heavy amounts for 40X 60 & 50X80 ) within Oct end even before the sites are developed.
    It is a double whammy for us - the site cost is very high & and BDA takes full payment now but takes 5 years to develop the layout.
    I urge all the allotees to represent this to BDA commissioner-
    Request for reduction in the price -
    Allow stage wise staggered payment of the remaining amount in 2 years & complete the layout development in 2 years
    Register the site only after complete development

    If every body represents this, then BDA would definitely yield to this.

    • JK, Very good idea of requesting BDA for (1) Reduction in the price (2) Allow stage wise staggered payment of the remaining amount in 2 years & (3) Complete the layout development in 2 years (4) Register the site only after complete development.

      • Definitely idea is good. As per rules BDA is supposed to hand over sites after finishing all infrastructure. If they have not finished then always they can be taken to court. BDA is not above law. There have been n number of examples where BDA has been forced to take decision even if it is not as per their rules. One of my friend was allotted site in SMV which had legal issues. He applied for surrender of site and refund of money. Initially BDA said no such provision and you need to wait till legal issue is resolved. He just gave statutory notice warning BDA to dragging to consumer court and within week he was refunded entire money. I firmly believe those who are corrupt are always afraid of determined people who can expose them

    • BDA does not work based on representations. They work on the BDA Act and Rules which are decided by the government. Even if all allottees and non-allottees give representation also, nothing can happen. You may lose your allotment also in the bargain of waiting for reply to your representation. So better arrange the money and grab the plot. That is what all these years people have done. Later you form some welfare association and fight for early development.

      • Sorry beg to differ with you. Once the full money is paid, BDA will take its own sweet time to complete the development or do an eyewash of development. Glaring Examples of previous layouts like Arkavathi, MV layout etc are in front of our eyes.
        If BDA has charged nominal rate for ex. 700 rs, then all allotees would have kept quite & arranged the money within 2 months of the allotment. In this case of KG layout BDA is charging more than market rate esp 50*80 - Rs 2500 sft versus market rate of 1800 Sft.

        So we must get together & represent . Otherwise all of us will be loosers.

        • Prakash is talking a lot of sense. Hope somebody will start the ball rolling by filing writ petition and giving representation to reduce the price and spread the payment over a few years and others will follow suit.

      • For these things to be done, a group of persons need to step up and start the process. Otherwise all this brainstorming of ideas won't get any action. Request allottees / non-allottees to come forward for this. Preferably persons who have some time to spend.

      • As per the terms and conditions and the BDA Act they have reserved the right to revise the price up or down. So no harm in giving representations and trying. If it works it will be good. But at least people would have tried.

        Doing nothing wont achieve anything.

  • Can anybody explain difference between Guidance Value and Market Value?
    Usually how much difference is there?

    For KNS Anirvan located beside Kempegowda Layout, locate it on Google Maps,
    I have the guidance value details it says 12,000 rs per sq meter, i.e 1000 rs per sq feet
    location Seegehalli is 11,500 rs per sq meter.
    Hosahalli and Kannalli it is 10,700 rs per sq meter, i.e 900 rs per sq feet.
    This is officially declared by State Govt of Karnataka as on 28 March 2016.
    Kempegowda Layout is at walk-able distance from KNS Anirvan. How BDA is quoting 21,528 rs per sq meter, i.e 2000 rs per sq feet for 30x40, being a Govt Body?

    Guys Seriously think about this, When for a BDA approved Private Layout Site is valued at 12,000 rs per sq meter (1000 rs per sq feet), How BDA built Sital value is 21,528 rs per sq meter (2000 rs per sq feet). And also this is Guidance vlaue not even Market Price.

    When we go for Registration, we have to register from Nagarbhavi Sub Register Office, so what will be the Guidance value for this Kempegowda Layout?

    How this can be challenged or Questioned? Can we ask through court after Site allotment? Any Advocate here?

    • Very pertinent point. I don't think BDA might have gone into such details before working out price. They must have worked out cost as normally done to float any govt tender which normally more than double price than actual cost. Some may raise ( including BDA) issue why all these were not brought out when applications were invited. And since you have applied you have agreed for this mechanism. But my argument is when application were invited it was presumed that BDA will hand over sites ready with full infrastructure and ready to construct/ live plots having all amenities in place. Since they have failed miserably to develop these amenities definitely the cost does not justify. This needs to be taken up strongly.

      BDA has to quote the price based on the market value mentioned in the above site, looks like BDA has hiked the price factor by violating price factor mentioned in the above site.

      public should raise the concern for the same.

      • Yup, This is what concerns me. Let them give the allotment letter, then we can put this in front of court and ask to lower the Sital Value. On what bases the are fixing the rates should be explained.

    • Next Month Mid of August, after final list is announced. they will initiate refund. from there another one month to receive check or one week to receive over ECS.

      • Ray - you are wrong in refund process. After the final list is announced it will be 3 months. Considering the objections raised - final list likely to delay by another 2 months.
        we can expect refund likely by Feb 2017 only and not before, I will bet.

        GOVINDA GOVINDA FOR site allotted as they have to shell out huge amount which is not even worth and for those not allotted - wait for another 6 months. GOVINDA GOVINDA

  • Bringing down of site price, i don't think its possible, because BDA had proposed this rate to the Govt, then Govt Approved these rates, only after that notification was sent calling for application. Till today, Between the Applicant and BDA is this notification. Legally BDA has given nothing in writing or any statement other than this Notification. They have also told, the Price on the Site may change and the amount during the registration time is final. Which means the price can even increase if delayed. There is no date mentioned for Handover of the Site in notification. When the Final allotment list is announced. When BDA sends the Alltoment Letter, from that day you will be entitled to ask much from BDA like where is the layout, when it will completed, if not completed in deadline how things will be compensated. Since this is a Govt project, Definitely they have to announce the Deadline, only then they have ask us to pay the rest of the money. Remember we have already payed 12.5% amount in Dec 2015. Rest of the 87.5% needs to be paid + Registration extra applicable as on that date. The whole Layout Plan should be made available to all allottee to know how the layout is and how good the amenities will be. I heard 70 to 80% loan can be funded from banks for BDA sites. There again we will spending more money for legal documents, inspection, interest rates on plot loans more expenses. If BDA is asking for 2000 rs per sq feet, then obviously that will be the Guidance value for that location right? I have heard the roads for this layout will have tender for sure conceptual roads. No Electric Poles, wide roads, Imagine if BDA is planning to form 40000 sites, obviously town planning departments will look into such issues. Phase 1 5000 + Phase 2 8000 + Farmers will get 26000 sites as compensation. Biggest and Last Layout of BDA, It should be massive.

    • Nothing in this world is permanent hence if they can hike price they can reduce it also. And if they have to sell 13000 thousand additional sites then seeing the response for first phase and problems people facing inspite paying more than market rate, there won't be any takers for subsequent sites. If you follow flats allotment of BDA , they faced the same problem of no buyers and had to tweet their rules still there are no takers. So hope BDA will learn from fiasco of plot allotment and either finish infrastructure and ask for money or reduce the cost to resin able amount.

    • As you have mentioned, BDA reserves the right to revise the price. So theoretically it's possible to hike / reduce the price.

  • RTI form alone is not enough with our Registration # confirming them to get back to us on our number of attempts for BDA site.?

    If we attach the photocopy of our previous attempts, Of course these people will come back & say the number of attempts by counting our photocopies attached without even verifying their records.

    Better we fill RTI with our registration # & wait back for the reply. If the number is different from our number of attempts then we can follow up & update the records.

    Please correct me, if I'm wrong?

  • Can anyone tell me some location of KG layout (preferably from Kengeri) where i can just go & see ongoing developments. I know just a sketchy info that it comes somewhere between Mysore road & Magadi road adjacent to NICE road and spread across various villages.
