Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

  • The last date for submission of filled in application with initial deposit and registration fee is 31.12.2015.

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

    I was filled objection for 30*40 provisional list( I done 2 attempts and 54 year old and belongs to 2A category but not allotted with site,found in provisional list many ranging 35-50 aged people got allotted with site for 2nd attempt),I got letter today from BDA regarding my objection and they asked me to come BDA office on Monday 29th with all previous supporting documents.

  • Can we buy sites which is formed in private layout, which is already developed. but BDA has notified this land for KG layout.

  • Hi, Can anyone tell me as what will be the time taken for solving the objections raised as the date given is 30/07/16 and when will be the final list released?

      • Applicant allowed to raise objection for provisional list within 30th of this month if they have any objection with the list of allotted announced ,like if you are eligible still not allotted with site BDA allowed to file objection,if they find you have valid reason they will consider.

    I have been allotted 30x40 and would like to explore the option to upgrade or mutually exchange with other allottees.

    As I couldn't go in person to the proposed area what would be an approximate time frame whether we can think of building the house? since this is the first time moving into such a newly developed extensions any idea on the above would be helpful.

  • I am getting a site from kempegowda layout from the former who got alloted from BDA as a compensation for aquiring his agriculture land...
    If I purchase from him .... The plot will still be under 10 year lease period for selling to someone....

    • Hi Manjunath,

      1) Can you go and verify with BDA what policy land owner is bound with site he/she got as compensation because they can only know and tell(guide)what rules applies for sites.
      2) Verify papers and other related documents with advocate.
      3) If this lease-cum-sale then don't go for it(10 years lease period,anything can happen at any time)
      4)Price is again dependent on how you negotiate,It will be here and there compare to BDA price,Hope no huge differences.
      5) Dont get excited be safer side verify with all bodies so you dont regret after buying.

      • I also had offer said to be genuine land owner, but the problem is some owners sell same site to more than one plus thier heirs are to sign so legal formalities to be observed. Hence i fid not go for it.

      if any Land owner (former) is selling his site.. please let me know and is it the good to purchase from them. after purchasing from former is it possible to register in our name or plot will still be under 10 year lease period. can any body suggest in purchasing the sites from former directly. is it good.

      Is commissioner given official statement on this?You met him and discussed on refund?

      As per process so far BDA followed,after final list they start refund process.

    • Guys latest information from BDA commissioner – refund is likely by Feb 20176 and he is not giving any commitment on interest factors. Really pathetic and all un-successful applicants are treated as Joker by this government.
      Please share your view – how to take up the issue and make it a big political issue

          I been to BDA office and they told after final list,they gonna assign site to final allotees.... Intimation letter will be sent to applicant mailing address. As per BDA rules they will give 90 days time to make payment.

    • What is the price he is quoting and what dimension? Get his family tree and get his papers checked by advocate.

    • No use......One of my cousin purchased plot from land owner(BSK 6th stage) but we came to know he sold same site to 3-4 buyers.

      • The State Government has given its approval for setting up two integrated townships and three Special Economic Zones (SEZs) on the outskirts of Bangalore city.

        This was decided at the 15th State High Level Clearance Committee meeting held on Thursday. Though the promoters are yet to get consent from land owners regarding the transfer of land required for these projects, the committee gave its in-principle approval for the two townships.

        The government will fulfil needs of land and water as per the requirement. However, promoters have to get clearances from different agencies such as the Forest Department and the Pollution Control Board depending on the nature of the industry, before starting the ground work.

        NEC Real Estate Pvt Ltd and Cornerstone Shelters Pvt Ltd are the promoters of the two townships, which are coming up in Devanahalli taluk. NEC Real Estate Pvt Ltd has proposed to develop a township in an area of 500 acres, while Cornerstone Shelters will develop another one in 200 acres.

        The former will develop a tourism complex, commercial space, financial hub, R&D facilities, service apartment and medical city, while the latter will develop info-tech/hardware bio-tech park. Karnataka Industrial Areas Development Board (KIADB) will acquire land for these projects.

        Gulf Oil Corporation has proposed an SEZ for IT/ITES at Kattiganahalli in Yelahanka hobli. The company is proposing to develop the SEZ on 30 acres of land, which is expected to provide employment for 40,000 people.

        Poornimadevi Tech Park Pvt Ltd, a new company, has proposed to develop another SEZ for ITES in an area of 32 acres and 16 guntas in Sulikere in Kengeri Hobli (Bangalore South). The project is located adjacent to the proposed peripheral ring road of BDA. Promoters of the project, whose total investment is Rs 55 crore, are M C Shivakumar and L Umadevi. The project is expected to provide employment for 25,550 people.

        Another SEZ, exclusively for bio-technology, has been proposed by Gopalan Enterprises (India) Pvt Ltd with total investment of Rs 190 crore.

        The SEZ is proposed to come up in Kundanahalli and Nallurahalli villages of Bangalore East taluk. The project is proposed to provide employment for 45,000 people. Main promoters for the project are C Gopalan, C Pramod and C Prabhakar. Land for the project has already been acquired.

        Apart from this, the committee has cleared two projects dedicated to promote medical tourism. Dr Devi Shetty of Narayana Hrudayala has got approval to set up Super Speciality Hospital, star category hotel and serviced apartments in 30 acres of land near the Bangalore International Airport. The total investment for the project is Rs 990 crore. Land will be acquired by the KIADB. Similarly, Sri Sathya Sai Narayana Hospitals Ltd is setting up a Health City in an area of 25 acres near BIA in Devanahalli. The total investment is Rs 430 crore and the project is expected to create jobs for 6,750 people. V Umesh, Principal Secretary (Industries Dept), said that the hospitals will be providing treatment to patients referred by the state government at subsidised rate.

        Star hotel
        SHLCC has also cleared setting up of a 5 Star hotel in Industrial Area, whitefield in Bangalore. M/S Dan Hospitality India Pvt Ltd, an Israeli firm has come forward to set up the hotel at a cost of Rs 201 crore in 2 acres and 1 gunta.

        The project is expected to provide employment to 540 people.

  • when will the refund happens ....i am really in a need of money.
    I dont wont any site. BDA officials please treat this as top priority and refund us our money ....we have paid the initial deposit in the month of Jan 2016 and we are in July 2016 ...7 months past till date no update. it was said by BDA if it delays for allotment beyond 3 months then interest will be paid is what mentioned. But till date nobody is talking about the same.

    • The refund will be done only after the final list is announced, which will take 2 more months as per the latest info by BDA people. Thus you can expect refund only in Oct 2016

        Why so late, you already prepared a list of alotment, remaining can get there deposits back without any delay with interest as promised by the BDA Authority.

  • Existing Garbage processing plant is near Magadi Road. But now as per the rule, every ward (in case of bbmp) or equivalent area should have their own garbage processing plant because it is not correct to dump all garbage in one place. So BDA has planned garbage processing centres in each block. This is as per court guidelines and NGT guidelines. No area will be spared. If you want proof for that have a look at the Domlur fly-over, it is so near go seven/five star hotels and so many IT parks, but still they have kept a garbage processing centre there.

  • Just now spoke to BDA & was informed that final list will be announced only in September with the site no.s??. During that time, payment plan for the remaining amount will also will be announced.

    Regarding the location of 50X80 sites, I was told that these are together with other dimension sites and if you take the back road of Rajarajeshwari dental college & follow the sign boards put by BDA, you can reach the location.
    You can talk to BDA (23381479) for the exact location of the phase 1.

    I was also told by KNS Unnati project people that the phase 1 layout is coming up just backside of their layout.

    • Thx prakash for the info. It is heartening to hear that garbage plant is not near the phase 1. Further,they have to provide us 1-2 yes or developmentwise staggarred payment option. Do you have any idea on this.
      Do anyone here have friends or relatives who were allotted sites at arkavati,vishweshwaraiah layouts in 2003 can throw light on payment option given to them at that time.
