Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

  • Key Features of the Act,

    1)This Act obliges the developer to park 70% of the project funds in a dedicated bank account. This will ensure that developers are not able to invest in numerous new projects with the proceeds of the booking money for one project, thus delaying completion and handover to consumers.

    So how BDA will use our money to build steel bridge. when they have to develop our sites.

    2) Currently, if a project is delayed, then the developer does not suffer in any way. Now, the law ensures that any delay in project completion will make the developer liable to pay the same interest as the EMI being paid by the consumer to the bank back to the consumer.

    So BDA will pay bank EMI if the deadline is not met.

    The Real Estate Act makes it mandatory for all commercial and residential real estate projects where the land is over 500 square metres, or eight apartments, to register with the Real Estate Regulatory Authority (RERA) for launching a project, in order to provide greater transparency in project-marketing and execution. For on-going projects which have not received completion certificate on the date of commencement of the Act, will have to seek registration within 3 months. Application for registration must be either approved or rejected within a period of 30 days from the date of application by the RERA.n successful registration, the promoter of the project will be provided with a registration number, a login id and password for the applicants to fill up essential details on the website of the RERA. For failure to register, a penalty of up to 10 percent of the project cost or three years' imprisonment may be imposed. Real estate agents who facilitate selling or purchase of properties must take prior registration from RERA. Such agents will be issued a single registration number for each State or Union Territory, which must be quoted by the agent in every sale facilitated by him.

      BDA Proposed and got approval for Steel bridge from Chalukya circle to Esteem Mall. To Ease traffic on the golf course, Cauvery junction, Mekhri circle, Hebbal junction. So Airport traffic can flow.

      Do you know from where the money is coming for the 1500 crore Project? Estimated to completed in 24months :P in 2 years... on that busy road is impossible. BDA told it will get money from the sale of sites in Kempegowda layout. LMAO!!!!

      Here all are asking to cut down site rates, asking for 2 years time staggered payment, some are interested to pay money in full only when site, road, water, power is available. But BDA has different plans in all.

      So Do you think BDA will develop the layout in full ? No, it will leave the sites "AS IS" after they get money from us.

      BDA is non profit organization, then how this amount of revenue is generated from sale of sites to build a Steel Bridge of Rs 1350+150(2 yrs price hike and scam) Crore Project.

      Guys, once the allotment letter is received, immediately we should from Association and setup legal suggestion forum to ensure we fight for Staggered payment and Last payment only when water supply, electricity and connecting road is available to allotted sites. To ensure this we have to use Real Estate Act 2016 implemented by Central Govt.

      Please take some time and read the details of the Act.

      Is BDA even aware we are planning all this? Is somebody even conveying this to BDA that non of the Allottees will pay amount in full once the list is out in 3 months, unless the deadline of the project is announced, unless the Lease Cum Sale Deed is given with a committed date of Site HandOver.

      What Does BDA Act say? After the allotment list is announced, 3 months time to pay the money. within this time, we have to get a order from court instructing the BDA should follow REAL ESTATE ACT bill passed in 2016. It should declare what all facilities it will provide under this act, before Registration of the site to allottee on 10 year Lease.

      Don't worry guys, REAL ESTATE ACT is passed and is applicable for ongoing projects as well where the sites/flats have note been allotted by Govt Bodies as well.

        • Yes. I agree, lets wait for the list so we get more confident allottees with big crowd we will have numbers to get the Association formed. May be if we find a legal advisor in the group we can discuss how we can enforce the Real Estate Act on BDA. As promised, Tea Party for the first meeting at BDA by me :) in BDA Canteen lol!!!

          May be one or two weeks, it should be out. Wonder why media is not talking about this?

          Please if anybody have contacts in media, just ask them to make a 15 mins show atleast, TRP will be good.

    Yesterday I visited bda office regarding final list & when will the allotment letter we recive.they replied in one week the final list will be out along with allotment letter.

    I believe its block 7...

    • I contacted over phone BDA front office said final allotment will be last week of September , refund will start after the final list.
      However nobody knows the real fact. We pray them to refund the deposit those who are not in the final list. It is difficult to trust BDA

    Called BDA KG layout dedicated number 080-23440480,the person who responded said final list might be announced in Sept end,allotment committee meeting is done and almost 90% stuffs finalized.....

    As per his superiors list will be out by Sept end,Refund will begain after final list.

    Even i asked if its 90% done then why they are not publishing,he don't have answer for that but he said some more work is pending so delay....Yesterday CM had meeting with BDA,BMRCL and BBMP on progress on on-going projects,hope CM enquired on KG layout(Not seen any report on KG layout they mentioned only about bridge plan and Metro next phase stuffs). Hope list will be out soon...

      • Guys - Believe it or not, refund will happen only next year Jan 2017.
        Reason being after announcing final list it will be refunded within 3 months.
        Final list likely to be released only next month.

  • Hi, If a person has been alloted 30x40, can he opt for 20x30 instead as the amount to buy 30x40 is too high. Will BDA facilitate it? Also, is it fine if an allotte has a plot already else where in Karnataka but not bought from any govt agency at any subsidized rate?

      Both things is not possible.

      It was the person mistake by knowingly cost of plot he applied,there is provision for alternate less priced site....

      Plot is plot right irrespective of private or government,in bengaluru or outside, The person applied is not seen about BDA clause it seems,they clearly mention about that. Dont worry BDA started verifying that also,anyways all information available on-line,if they find out property on applicant name defiantly they will cancel allotment...

      As we all know we have smart people who apply for site in their parents name,wife names or in-laws names,even after they have 2-3 properties in bengaluru or some where else.....every one knows and some of them also doing the same....they also know no one can question on this but fact is its all well planned and executed.....

  • Called BDA PRO number 080-23442271,As per the lady who responded to call told they don't have exact information on when the final list will be announced.It might some more day....

    She added refund process can start before final list.

          'next week' reply seems like just to shut us off but really appreciate you guys calling them repeatedly and posting comments here which is only source of information for guys like me who are constantly travelling. Somebody quoted earlier 'Naale baa' making very sense, even those movies that we saw in our childhood where Charuhasan goes everyday to a taluk office for his pension making sense what would be our fate as a common ma ha ha!! prepare for the ride!!!!

  • Here is my guess on what can happen next.... BDA will call for application in the second phase of Kempegowda Layout, collect money from the applicants and give it to unsuccessful folk of first phase. Better idea is to ask unsuccessful applicants to continue their deposit amount. This guess is based on somebody's comment below that BDA has used initial deposit amount for other development activities.

      Your assumption will not work out,number of applicant is low due to high site price,if they call for 2nd phase they might get another 5-10 thousand applications for all dimensions site.

      Don't worry....i read from one of article BDA initiated to take Loan from NABARD to return refund,Anyways BDA will get huge money from final allotties when they start registrations that will be utilized for other development and to clear loan. They also planned to sell corner sites of developed layouts to gather money....
