Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

  • The last date for submission of filled in application with initial deposit and registration fee is 31.12.2015.

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

    I am closely watching your comments, but let me share my experience with MUDA, Mysore Urban Development Authority. MUDA called for allotment of sites in 2011 for R T Nagar layout, Lakhs of people applied for the sites. MUDA promised to return the initial deposit ( Rs 1 lakh and above) to unsuccessful applicants within 3 months of allotment. But due to legal disputes with land owners, MUDA has not announced the allotment and initial deposit is also not returned. Now already 5 years completed and we are waiting for the refund. Now MUDA is telling they will return deposit on request basis without any interest.

    Moral of the story is BDA and MUDA all are birds of same feathers. Please take extra precautions while dealing with these people or otherwise your money will be locked by these people.

    • I do agree with Kumar.

      Even i applied for KHB subhas chandra bose layout(Bidadi) and paid 1.50 thousand as initial deposit around 3 years ago.....still layout is not formed due to former's opposition and official refund not done....If we want refund we can apply and take it back.

      If you file objection to BDA or court regarding price,They will say its already communicated,mentioned in application and they will tell all applicant signed for application declaration which include the price and all other conditions.

      If this is questioned in court it will not stand irrespective of central government real estate bill if i am not wrong. Regarding amount payment duration variation can be requested.

      As per me reduction in plot price is not at all possible. Staggered payment request can be done but it again depends on BDA.

      Aadhari and PAN card is made mandatory by central government is to track every transaction,how people earning,how they spending and for income tax purpose.....till now few were declaring everything and paying tax(only few percent) to improve tax this is initiated....

      Every one claims they are poor even if they have site,house and good life,benefits are not going to needy so they started tracking all......

      In future details like PAN,AAdhar is mandatory for all transactions....this is also one of the way government implementing to improve tax and avoid black money..... now everything is digitized,anything can be tracked....

  • Naanu Kannadiga, 3 laksha duddu kotu ondhu varsha baddi ildhange bidoke naanu hedda alla. Ishtu dhina BDA attadsthithu, inmele naavu BDA na attadisona, 30 laksha baaki itknodu site allot madskollona. kone dhinadha vargu ondhu rupayee katbedi.

    I'm Kannadiga, not an IDIOT to leave 3 lakhs with some fraud for interest free for one year, its time to teach a lesson to BDA, lets get the site allotted and keep 30 lakhs balance with bda and drag along for years. No body pay single rupee until last date.

    • Ray i totally agree with your view but once the allotment letter is handed over to the eligible applicants then if we try to delay the payment within 3 months from the date of allotment they will forfeit our money and they cancel the allotment.

      So people will try to meet the deadline due to fear of cancellation of allotment/forfeit of initial deposit(may be some percent of initial deposit) by BDA
      BDA will make use of this cheap trick beware of this.

      Now the real challenge is how likely allotted applicant will unite and deny the further payment?

      also please mind i am not demotivating you guys for denying the further payment my intention is we need a strong union hence i strongly recommended to form an association ASAP.

      • Once the final list is out most of the people will forget about any association their first goal will be to get the site registered...as they have waited for so long...I strongly believe if something has to be done it has to be done now.

  • If the list is not out in last week of SEP or first week of OCT.. Then it will be long wait guys. Everything will simply move forward to NOV,why? Here is the list of holidays coming up. STATE GOVT Approved.

    Oct 8th is 2nd Saturday, from that day no official will be available till Oct 17th. (no work/progress at all)

    So if anything is announced before that, it will go on hold atleast till mid of OCT, Refund will start may be like Start of November.

    if the list is out in first week of OCT, we will have atleast one or two weeks time to receive the allotment letter. Mean time, we can meet-up at the BDA office and see if association formed, any lawyers if available can confirm if the Real Estate ACT implies on BDA completely at all.
    1) By end of three months we would have paid full amount but is the Site ready to build house that is the question?
    2) The remaining amount of 88% will have to paid now, out of which 70% of money should be kept as deposit and should only be used to formation / development of Layout to ensure our money is not used for other projects as per Real Estate Act.
    3) As per Real Estate Act, BDA will have to share the complete details of the project with the allottee, like layout plan with roads, parks, storm water drain, Civic Amenities, water supply and power grids all such info should be given before collecting money and a deadline has to be declared. If the dead line is not met, then BDA has to pay EMI to the Banks.
    4) As we all know, Max attempts are from 8,7,6,5,4 and age range is from 50-70, where there is challenge for getting property loans so the welfare association should guide the members on how to proceed. I would suggest go with loan, if any issue arises later with BDA and court orders BDA to pay EMI for lapse of service then it will be helpful.

    How to use current technology to have the association formed at low cost and perform at optimal level. If you have sons/daughters/relatives like web page devlopers or any such we can buy a domain and have web page, to share info and developments.

    so we have to list few more points and give a representation as an Association.

    • I agree with you Ray. Are you sure we can fight bda legally with the help of real estate policy.
      We have to start process of forming association ASAP.We have to start grouping allotees by buying domain or any other media now,so that forming association becomes easy.
      Immediately on final list announcement, our association can send a representation/notice to bda to follow central real estate policy. So let's see they act on it or not. So before they start despatching allotment letters it has to be done.
      So we have to start the process of forming association ASAP.

      As per today's Indian Express article on KG layout, final list will be by October first week( page 4). As per article its for 5K sites not 10K.....

      • Oh, then atleast by first week if they announce, it will be good. Let the refund process also start fast...

    There are considerable number of changes in the final list. The provisional list allottee who lose out in the final list will not be notified before the final announcement to raise his concern/objections? Even people who miss out in final due to objections raised by others should have chance to raise their concerns. This is not fair.

      Site will be allotted to eligible applicant,if someone from provisional list dropped and other being allotted means others who got site is most eligible in terms of seniority, age,attempt and other criteria.

      Authority asked applicant to file Objections if they find any issue.injustice in provisional list.Without verifying everything Authority not making any changes right...where is injustice???there is no to question it seems..If some one allotted with site means he/she is the most eligible than the who lost....

        A person in provisional would not have applied objections for other discrepancy seen in the list ...anyway each person has their opinion..A person should be notified of the change made and reason. This is general rule for anything not just site..

  • The Bangalore Development Authority has almost finalised the final list for allotment of sites in Nadaprabhu Kempegowda Layout, which will be out within a week.

    However, alarm bells went off when letters seeking bank account details for refunds were sent to provisional allottees too. BDA announced the provisional list for 5,000 sites out of the total 32,000 applicants for a plot in the layout. Once the provisional list was out, the last date for objections was fixed for July 30, and the housing body received an overwhelming number of objections.

    A BDA official said, "We received more than 1,100 objections due to the high demand for sites and grievances from people who were left out of the provisional list. At the same time, a gaffe in the advertisement for the layout leads to allotment of sites to people who already own property in the city."

    However, when the scrutinising process of the provisional list of 5,000 allottees was going on, BDA sent out letters seeking the real time gross settlement system (RTGS) details of all applicants including people whose names were on the provisional list. This made people think that the allotments had been cancelled.

    Clarifying the issue, Rajkumar Khatri, commissioner, BDA, said, "The letters seeking bank account details have been sent to all applicants so that it is easy for us to transfer the money to their bank accounts directly. Within a week, we will finalise everything and after that we will start the refund process. Refunds will be only for people whose name won't figure on the list."

    However, BDA sources said it is being speculated that there will be a number of changes in the final list, especially for the 20x30 and the 50x80 sites. The highest number of objections were for 20x30 sites. Lots of irregularities were pointed out in the allotment of 50x80 sites.

    To top this, the site allotment committee was reconstituted at the last moment and the announcement of sites was made after a minor delay and hence BDA authorities are taking all precautionary measures before announcing the final list as the number of allotees was huge as compared to number of sites.
