Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

  • The last date for submission of filled in application with initial deposit and registration fee is 31.12.2015.

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

  • Yday's meeting update:

    I did not find anybody from this group yday. Even when Suresh Kumar asked anybody present to raise issues about Kempegowda layout nobody raised any queries about this layout.

    All other general BDA issues have been raised and discussed yday.
    Refunds are already started and Final list is on 28thOct

      Where did you got the date 28th.
      Can we trust BDA in this case. Earlier they had given N number of dates/weeks/months.

      Better keep cool, always all government and banks only way rules, means favoured to them it is printed.
      As and when we get refund or final list, handingover site, we must accept.
      We fed up. Please don't disappoint.

        I had enquired inside with the BDA officials, two of them had confirmed the date to be 28th.
        But as you said and as we all know BDA can change their mind at any time.
        We are really fed up.

    • I was there when Suresh Kumar had come, i guess i reached late, he did not talk about kempegowda layout, he spoke about the compensation issue, near chairmans office. And another one small group was there at the Allotment section was talking about the suicide attempt event. Guys, Nov 2nd. Please dont miss out. 3 PM gathering at BDA. I guess, BJP would bring banners and that is out we can Regroup correctly.

  • Mr lingara&Mr ray I to was there at the BDA by 3pm&I was sad to see the women taking the extreme step &thought that we to might face the same task if everything does not go well if we do not regroup and think about our future plan we too might face the same situation the women had faced today this is going to be a definate. Any way I expected a huge gathering of a kg layout allotees BT sad to see only few turned up let's hope a heavy gathering on2nd of November at 2.30

  • Reached BDA @ 3:30pm, by that time this suicide attempt incident had happened. Saw tv9 n praja tv reporting. Got to know commissioner was out of office. All were talking about suicide incident. Did not see anyone talk about 500 Crore NKG layout Scam. Left after I got to know another day was fixed left the office. Bad day, this issue got high jacked due to suicide attempt incident. The person who attempted suicide was promised 1.75 crore compensation for giving land to form under pass 3 yrs ago. Anyways news was there on btv so.. now attention is Drawn. Did not find big crowd today though.

  • Met Mr. Sai Datta, one of the discussion panel member, at BDA office. He asked me to watch BTV at 7pm. At last media is paying due attention about NKG layout. TV -9 report too assured for a full coverage about NKG layout. Some of this forum members were keen to take legal route for allotment, payment linked to development etc. Other member during discussion Mr. Dereraju is a senior advocate and former AG. His office is in Nrupatunga road. He can be a good choice to represent.

    • Friends it is fabricated suicide matter for to divert the attention. Really pained to know, why this government is allowed to continue. These culprits to be thrown from the power. Let's unite and fight.

  • I was there at BDA; couldn’t meet anybody from this forum. Mr. Suresh Kumar was there. Even most of the kannada TV media people came there at 3.30pm since a lady attempted to suicide about not getting compensation from BDA. Mr. Suresh Kumar was looking for some forum member who had requested to him come to BDA; I have briefed him about Nadaprabhu Kempegowda Layout issue. While speaking to media about the attempt to suicide matter, he mentioned about Kempegowda matter in passing (TV9). He asked me to inform Kempegowda layout applicants to be at BDA at 2.30pm on Wednesday 2nd November 2016. There will be a Janatha Adalath in which he will take up Kempegowda Layout matter along with other matters like Arkavathi Layout, alternative sites, compensations etc. with BDA officers.

  • I am not able to make it to the meet. I really wish to but am helpless. We cannot depend on what they say over phone. Each time the reply is different. It is good to meet the higher and responsible authorities, personally. Hope many people get together. Wishing you all all the best and may God bless.

      • Neither are they refunding the non allotees nor are they alloting to the so called allotees. Not getting refund is one problem and for those who get the site, not providing amenities will prove to be a bigger problem. Huge amounts will be locked as neither can they sell the site, nor can they construct. It will be totally useless. Allotment with proper amenities and refunding non allotees are equally important.

      • How many 15days or 1 week or 2 weeks or months etc...? BDA has taken public for granted and why are they holding money of people who'll not get the site allotment.

        • My refund details are showing in the list dated 8th Nov but have not received till date.BDA is conning people by uploading list of refunds everyday.Why should an RTGS refund take so many days?

  • They cannot start the refund because they dont have more then 4 crores in there account.This was the latest information recieved from RTI
    They have planned to refund the money only after allotees starts paying the sital value.

  • Some have already updated print media, social media. I did not get to see anything on whatsApp. Not sure how it will go, we should not differentiate like Allottees and Non Allottees. India has always been ruled like this, Divide and Rule Policy. At this stage its mutual benefit. So please all applicants should play their part. Refund is first priority since close to 25000 families are facing issue and 5000 families will have to pay full amount in 3 months without guarantee of basic amenities.
