Kempegowda Layout – Allotment (2015) of Residential sites by BDA – Details & Eligibility Conditions

Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.

After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment.  The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.

As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.

BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.

BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Kempegowda Layout by BDA : Details, Terms & Conditions

  • Application forms are available from 02-Nov-2015.
  • Last date to submit application forms is 31-Dec-2015.
  • Where can I get Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, State Bank of Mysore and Punjab & Sind Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • Nearly, one thousand 20 * 30 sites(600 square feet) are reserved for Economic Weaker sections of the society. These sites are available at subsidized rates.
  • Nearly two thousand 30*40 sq ft sites, one thousand 40*60 sq ft sites and around five hundred 50×80 sq ft sites are available for allotment.
  • The per square feet rate is fixed at Rs 1,800  for 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • The per square feet rate is fixed at Rs 2,000  for 30X40 site, which is Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee will also be applicable) 
  • Only 50% of the total sites (ie 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others).
  • Draw a DD in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

  • The last date for submission of filled in application with initial deposit and registration fee is 31.12.2015.

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority, number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • As per my knowledge, the average market price in and around Kemepegowda Layout is between Rs 2,000 to Rs 2,500 per sq feet. The BDA sites have also been priced in the same way. It’s been a long time since BDA has come up with new Layout in Bengaluru. So, the demand for these BDA plots can be high. So, let’s monitor the demand for these BDA residential sites.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Kindly keep the above points in mind before applying for a site in Kempegowda Layout.

    1) No official requisition will given to BDA commissioner,CM or any media from welfare association...

    Reason: Our welfare association is still not officially registered hence any request made via society letter head will not carry any value.

    2) If required individual can give representation in their name....

    3) Some major decision will be taken on Sunday hence everyone presence is much appreciated....

    4) Regarding association...

    a) Legal opinion is taken and by-law is prepared
    b) All by-law rules & regulation, roles & responsibilities of all committee members and other members will be discussed on Sunday meeting
    c) From Sunday official enrollment of members will be started, Request you to carry Passport size photo, all allottees needs to attend Sunday meeting since application for enrollment will begin from Sunday
    d) By mid of next week Registration of association will be completed....
    e) Once officially society formed bank account will be opened, office space nearby NKG will be hired, Sign boards our society will be put up in all blocks of NKG to enroll more members
    f) Letterhead, Seal is prepared for association....
    g) Application format is finalized....
    h) Every rupees spent for legal opinions, printing letter head, application and task related to society will be documented and will be shared to members of society
    i) Committee members size will be increased from 7 to 10 (Women position will be filled)this weekend hence request all members to attend meeting….

    5) Once welfare association formed we will be visiting BDA with all our concerns...Members decided to visit once in 15 days or once in month to pressurize authority to fix our concerns and issues...

    Dear Sir,
    Sub:- Request for normalization of rates, Staggered payment, Reduction of lease period, all round development of the Nadaprabhu Kempegowda Layout (NKGL)
    I am happy to inform you the formation of Nadaprabhu Kempegowda Layout Residents welfare association (NKGLRWA) with the sole purpose of the welfare of the residents of the layout. Our intention is to work closely with BDA and make our layout the Best BDA layout in India.
    The price charged by BDA is the same (higher in case of 50X80) as that of the nearby gated communities which are completely developed & having excellent amenities including park, playground, underground cable, concrete roads, water supply etc in a gated community environment. It comes with added advantage of our choice of site (like East or North or Park facing).
    But still all of us are going with the BDA as we have good faith & hope that BDA would make NKGL as the model/best layout in India.
    We have the following requests to BDA and hope that you consider them favourably.
    1. Charging the rate as per guidance value irrespective of the size of the site

    As you are aware, site rate charged by BDA in our NKGL is much higher than the guidance value fixed by the State Government. Average price of the Current Guidance Value in NKGL is Rs 1250/sft, whereas the prices of the sites allotted by BDA for various dimensions are much higher. BDA being a non-profit Government organization it should charge the same rate as per the guidance value fixed by the State Government, as has been done in your previous layouts.
    When you buy a site from any developer, the rate (price per sq.ft) of a site reduces as the size of the plot increases. But in NKGL’s Case, it is exactly reverse ie rate increases as the size of the plot increases.(20X30: Rs. 1,800/sq.ft, 30X40: Rs. 2,000/sq.ft, 40X60: Rs. 2,250/sq.ft & 50X80: Rs. 2,500/sq.ft). BDA’s pricing policy is against the market norms. Earlier BDA used to charge a flat rate for all sites irrespective of the size.
    Thus request BDA to the charge the same rate as per guidance value irrespective of the size of the site.

    2. Staggered payment of the remaining amount linked to the development of the layout

    In all previous allotments, BDA was giving 6 months (3 months without interest +3 months with interest) of time from the allotment date to clear the remaining payment. At that time, price charged by BDA was much lower than guidance value/market rate and allotees were happy to pay the complete amount and get the site registered first before the developments take place. Now BDA is charging exorbitant rates which are higher than the market rate. Without the basic amenities in place, we cannot construct the house and if the house is not constructed within 2 years of availing the housing loan, no bank will keep quiet.
    Thus we request BDA to stagger the payment and link it to the development. We feel BDA will take 3 years to give the all the basic amenities like tar roads, Sewage, drinking water, electricity, connectivity with the city, parks etc… Thus we suggest that the remaining payment can be staggered in 6 instalments every half yearly once for 3 years. In case if the development is not happening as per the Plan/target the instalment can be deferred till that particular mile post is reached & BDA to pay the compounded interest at 10% for the money already paid by us till the mile stone gets completed. This will ensure that the development of the layout will happen within the stipulated time period of 3 years and immediately after the site registration, construction of the house can be initiated.

    3. To register the site to allotee instead of entering into lease with the allotee

    The association requests BDA to register the site to the allotee immediately after the development of the layout (ie at the end of 2 years) instead of entering into lease cum sale agreement with the allotee now and registering the site after the complete payment

    4. BDA to make the following information public on its website with a time plan of development -
    o Approved plan of NKGL
    o Details of amenities/facilities to be provided including parks, roads, metro, shopping complex, malls, peripheral ring roads, connectivity to NICE road, ring roads, Sewage treatment plant etc..
    o Quality of amenities provided- For ex. Is electrical cabling underground, are roads like tender SURE types
    o Any upcoming software parks or industries in the layout
    o Updating the progress of development on a monthly basis with the contact details of the concerned officers

    5. BDA to include the clause in the absolute sale deed of taking the responsibility of reimbursing the site value at the prevailing market rate in case if the site enters into legal issues after the registration.

    6. BDA not to charge any extra amount or increase the rate at the time of registering the site after the development is completed.

    7. Action planned by BDA to overcome the staunch smell in the layout due to garbage processing plant.
    We have observed a staunch smell during the evening times emanating from the Garbage processing unit in NKGL especially in the area towards Magadi road. We would like to know the actions that would be taken by BDA to overcome this.

    8. Real estate Bill implementation in all respects

    We are very sure that BDA would implement the real estate bill in Toto.

    9. Site allotment process

    We are very happy to note that BDA has made recently allotted the flats through a software which will allocate the flats randomly without giving room for any pressures /influence.
    We are sure that BDA will follow the same process during NKGL allotment.

    I am sure that BDA will treat us really like its customers and implement the above suggestions and make NKGL as the most modern, best & model layout in India.

  • Hi.. Has any non allotee got the money back.. I know they are releasing it for few people everyday but those whose names are there in the refund list, have they got money credited into their account on the same day?

      My name is not the final allotment list or in the refund list. I tried calling the BDA help line, but of no use, nobody picks up the call or they put me on hold forever. Please suggest what to do?
