Kempegowda Layout is the new layout being developed by BDA (Bangalore Development Authority). BDA has issued final notification inviting applications for Allotment of residential sites in Kempegowda Layout.
After years of delay, nearly 5,000 residential sites in Nadaprabhu Kempegowda Layout will be available for the general public. It is estimated that these 5,000 sites on over 300 acres covers only the first phase of the allotment. The sites which are being allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The overall plan is to develop 4,043 acres. Of these, 2,100 acres are presently in BDA’s possession where 20,000 residential sites in total will be developed and allotted in future.
As mentioned above, these 5,000 sites are being developed under the first phase. Under the second phase, around 5,000 more sites will be developed. Under the third phase, apartments will be constructed in Kempegowda Layout.
BDA aims to create 10,000 flats. Under the fourth phase, commercial spaces including offices, shopping malls and commercial spaces may be created.
BDA is giving around 60-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.

Hi All, Association's 4th meeting will be held on Nov 27th, Sunday at 8:30AM, Location - Bangalore Univeristy Campus - Food Court. We request all of you to be there atleat at 8am so that we can continue Association Memeber Registration. This will go for atleast 1 to 2 hrs, so be atleast by 9:30 to get registered. We have had good response till now and hope to continue with the same.
As told earlier, since its sunday and BU Campus is close to both Outer ring road and Mysore road, it would be easy to start early and reach the venue and leave early.
This Sunday, people who want to exchange (mutual exchange only) sites of similar site dimension can bring in a letter with registration copy / application copy so that you can find anybody who is interested to exchange. We will have this uploaded on Association website in future so that you can easly find other party for mutual exchange.
Registration of the Association is in progress, By Laws have been discussed. Please carry a Passport size photo to register with association by paying 100 Rupees as fee. Membership fee still under discussion based on expenses which will prorated to financial year.
Someone in real estate business may also know people in the acquisition department. If anyone does not wish to share info publicly here, kindly contact any member and inform. It is for the benefit of all.

Thank you Mr.Arun for sharing in detail about e-bhoomi. I was unaware of it. I donot know anyone from BDA let alone this dept. I wish I knew someone. Apart from us, do bankers interact with them? May be to cross check details, as they provide loans? Can someone contact some official? It would be definitely helpful. I will also try to find out if someone can help.

This is with regard to the blogs of Mr. Arun, , Mr.Surya and Mr. Srinivas. As a lay person, not being tech savvy, I would like to know if we can make out when the
E-bhoomi portal is updated and how reliable it is , though it is supposed to be.
Can a group of us meet the officer in charge of land acquisition in BDA and find out about the discrepancies ? We may get the real picture.
I have only shared my views and hope they are sensible. If I am wrong, kindly excuse.
Bhoomi site is updated weekly. Bankers use it to give loans. Below is the extract from the site.
The Bhoomi-Bank Integration scheme, designed to simplify the process of giving loans for farmers having land. Under this scheme, Bhoomi records are integrated with Bank computers to simplify the application process. (Bhoomi is a flagship project of the Karnataka state government, aimed at improving computerized maintenance, online delivery and management of land records.). Almost all Banks all over Karnataka state have access to the Bhoomi Bank web application. It has detailed information about agricultural land of Karnataka state, which has detailed information of owner’s, extent and liabilities if any. Under the old system, farmers had to file loan applications at the banks and at revenue offices. Farmers had to run between Banks and the Revenue office because of procedural formalities for getting loans. Now, the Bhoomi records have been integrated with the bank's data; it has become easy for pledging, releasing the properties.
Advantages to Bankers:
• Use of Bhoomi database for creation of charge and clearance.
• RTC of the selected owner is exposed to the banker with owners’ extents and other liabilities if any;
• If the mutation is in progress on the same land, it is notified to the banker.
• Easy and User friendly software for creation of charge and release of mortgage.
• MIS Report to Bankers as per their needs.
Benefits to the Public:
• Single Window Agency System to Citizen.
• Loan process is faster since Bhoomi bank integration achieved.

Arun, very good information on Bhoomi.com and thanks to KN Srinivas for guiding road map. Yesterday I checked up nearly 15 to 16 Sy.Nos in Kenchapura and Kommaghatta. Most of the them were showing in Kannada as " Bengaluru Abhivruddi Prakara da bhooswadeena prakriye yallide" (Land under the process of acquisition by BDA). But some were showing their Land Owner's name. My doubt is when this Land acquisition process will be completed and will be shown in the name of BDA ?
All, Perhaps, not acquiring the land is one of the reasons why BDA has not issued the allotment letters so far. Does anyone know in how much more time will BDA wait to complete acquisition before releasing the allotment letter and their plans to provide alternate sites (perhaps in Phase 2) should the land not be acquired by them in time?

After thinking i am surrendering my plot allotted at Nadaprabhu Kempegowda layout....
1) We are paying more than the Market value(Above guidance value)
2) No PRR for south-East part of bengaluru so development will be not so great....
3) After demonetization real estate rates are decreased to almost 50 % in all areas of bengaluru....if we spend another 1-2 K to square foot we can get plot in well developed layout of city then why we need to invest in layout which is more than 17 KM from heart of the city
4) BDA will not decrease of will not give staggered payment option....
5) No one knows when this layout will be developed.....
6) Appreciation will be very less if we think to sell after 10 years....
7) Banks are hesitating to fund after arkavathi issue....
As per my view there is no point in buying plot now.....

Do you know the process to surrender allotted plot? Do we get our initial deposit back? If not, we will loose good chunk of money
Before jumping into conclusion of surrendering, pl enquire site availability and rate. In developed area you will not get at slightly extra. A bird in hand is better to two in the bush. Ofcourse dev will take few years, you can try to spread payment till then and avail easy instmnts.
Land rates in RR nagar is 4k/square foot now....some even predicting another 30 % rate reduction in couple of months....hope all heard about E-property schema by central government,which will be implemented in next year..IT boom is also decreasing due to automation and US president election after effect.....based on all aspect real estate rate will come down like anything......
This is the message i got not sure how true it is : -
“E-Property Pass Book (EPPB): From 1/4/2017 all properties will be invalid for one year. You cannot sell or buy any property until you register your properties in E Property Pass book. EPPB will be linked with PAN or Aadhar cards.
Owner of property has to personally report with ownership proof to Sub Registrar office where special officers will enter your property details in EPPB. Once it is entered in EPPB your properties will become yours for re sale.

I have my own reservation about such a move. How can this circumvent Transfer of property Act, mortgages, conveyance and other rights accorded in Indian Law. Moreover agricultural lands does not come under subregistrar purview if it is not conveyed through registered deed. Such properties wrests with revenue department and taluk office. This subject matter appears to be out of this forum.

Makes sense; But, given the way Government offices function, they can take 45 days for the reply. It may be too late for us, as second allotment cycle may begin by then.

Based on all the information provided, I think it is worth the effort to get the information regarding the status of acquisition in respect of all the survey nos where sites are allotted.
As mentioned earlier, we might have been allotted sites on land, which might not have been acquired by BDA yet. I have covered details of how to check survey number and current acquisition status at Karnataka revenue department website (eBhoomi). If this is true, hundred and thousand of us may face troubles. I hope, I am wrong in this instance. Once allotment letters are dispatched, if we find litigation on the land, we should ask for an alternate site immediately (before second allotment begins). As there are a huge number of folks in this situation, we should form a group and ask for alternate site in group. Please share if you anticipate to be in this situation. We can all meet in group at a common location. Since, we have an association taking shape, I wish to ask Surya/Ray to take up this topic as well. If membership fees for the association is reasonable, I can join. Please share details of the fees and operating mechanism of the association.

Let us check 2 survey numbers, where BDA has acquired land --- "survey number 103" in Kommaghatta and "24/1" in Kenchapura
1. Select District as Bangalore urban, Taluk as Bangalore South, Holi as "Kengeri 1" and village as Kommaghatta and survey number as 103. You will find records of acquisition
2. Select District as Bangalore urban, Taluk as Bangalore South, Holi as "Kengeri 1" and village as Kenchapura and survey number as 24/1. You will find no records of acquisition. Owner of the land still is the farmer.
Arun thanks for valuable inputs...As you know association formation is under progress,we meet on every sunday at Bangalore university campus near food court at 8:00 AM IST....we formed group of committee members from all blocks of layout who attended meeting...group of committee members finalized by-law,enrollment for association is taking place with 100 rupee fees,common bank account will be created,website creation is under progress,once association officially formed we decided to give re question on our concerns,we listed all the concerns raised by attendees....Please attend sunday meeting...you can reach out to me on 9980567002...
I checked sy no 104/1 of Kommagatta village in e bhoomi website where in the owner details mentions as lands under process of acquisition by BDA to NKG Layout quoting a 2010 office note. Is it clear or still ownership is yet to be alienated to BDA. Can you throw light on this please. Thanks.

I will do my best to join you in person on Sunday at Bangalore University. I am not a legal expert. With my limited banking experience, all survey numbers where acquisition note has been mentioned as liability are something that BDA is in possession of. If there is no liability note, BDA is not in possession of the land and probably fighting out legal battle with farmers. In few instances, we can even see transactions happening on the land after 2010 (acquisition year). This is similar to EC showing Bank name, if loan is availed on the site. With some of these observations, we may face similar problem as Arkavathy layout. Let us be proactive, get legal clearance and then register the property. If we find legal problems with the allotted land, let us unite and ask for alternative site immediately (before second allotment cycle). In this way, BDA will also be in position to accommodate our request. Do note that Arkavathy allottees are still struggling to get alternate site. Our fate may also be same, if we dont take caution.
Why this fuss and confusion, people can take encumbrance for Rs.100/- and know who is the owner.
I am not sure of the fuss and confusion. You can check latest RTC online or take copy of the same too. If we are allotted a site on a land not owned by
BDA, we should ask for alternate site immediately.
