Kempegowda Layout is one of the new layouts that is being developed by the BDA (Bangalore Development Authority). BDA had earlier issued a notification in 2015, inviting applications for Allotment of 5,000 residential sites in KG Layout.

There were many procedural hiccups in the allotment of sites to the successful applicants. Most of the applicants who have not got the allotment had to wait for many months to get back their Initial Deposits. I believe that BDA took almost 1 to 1.5 years to complete the allotment procedures.
Latest Update (26-Sep-2018) : The BDA has published the Kempegowda Layout Final Site Allotment List (2018-19).
Around 5,000 sites on over 300 acres covers have been allotted in the first phase of the allotment. The sites which were allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The BDA has again come up with the latest notification, regarding the allotment of 5000 more residential sites in KG Layout, Bengaluru. Below are the details….
BDA Kempegowda Layout – Latest Notification (2018)
- Application forms are available from 28-Dec-2017.
- Last date to submit application forms is 09-Feb-2018.
- Where can I get the Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, Syndicate Bank, Vijaya Bank & Yes Bank. These branches are located in Bangalore and also across Karnataka state.
- Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
- BDA is giving around 40-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.
- Nearly, one thousand 20 * 30 sites (600 square feet) are reserved for Economic Weaker sections (EWS) of the society. These sites are available at subsidized rates. Five hundred 20 X 30 sq ft sites are available for General category applicants.
- Two thousand five hundred 30*40 sq ft sites, seven hundred 40*60 sq ft sites and around three hundred 50×80 sq ft sites are available for the allotment.
- The per square feet rate has been fixed at Rs 1,800 for a 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
- For a 30X40 site, the per square feet rate is fixed at Rs 2,000 , the total cost would be Rs 24 Lakh.
- The per square feet rate is fixed at Rs 2,200 for 40X60 site, which is Rs 48 Lakh .
- The per square feet rate is fixed at Rs 2,500 for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee is payable at the time of site registration.)
- Kindly note that the sital values are same as in the previous notification (2015).
- Only 50% of the total sites (i.e., 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,
What is the procedure to apply for a site in BDA Kempegowda Layout?
- Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others). In case, you already possess a Registration card, can pay the difference in value of the Registration fee and obtain the Bank’s seal on the back side of the Card.
- Draw a DD/Cheque in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above first table).
- Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
- The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
- If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site / KHB then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
- You are also not eligible for the allotment of a site if you or any of your family member has a site/flat/house within Bengaluru Metropolitan area. Also, you should not have acquired any site/house anywhere in India at a subsidized price.
- The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)
Download BDA’s notification (2018) – Application for Allotment of sites @ Nadaprabhu Kempegowda Layout, Bangalore (in Kannada / English).
- You can submit the completed application form along with the DD/Cheque (for initial deposit amount) at the branch of the bank where you have obtained the application form. The last date for submission of filled in application with initial deposit and registration fee is 09.02.2018.
- After receiving the applications, the BDA will announce a ‘Provisional list’ of successful applicants. The unsuccessful applicants can raise objections (if any) on the allotments done. Once this process is completed, BDA will announce the ‘Final List of Allottees’ and will also issue the ‘refunds’ (Deposit monies) to unsuccessful applicants. (Last time, BDA took almost 1 year to refund the Initial Deposit monies.)
Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion
- BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority (you can check the seniority list by visiting BDA website), number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
- BDA may take its own sweet time to complete the entire allotment procedures. This has been the case with the allotment in 2015-16. So, you may except procedural delays.
- Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
- If you are planning to settle down in Bengaluru and your target location is West Bengaluru, you can consider applying for a site in KG Layout. But, advisable not to apply if it is for investment/speculation purposes.
- Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Two important questions:
1) Is that Arkavathy Site Registered?
2) Do you want to Build house?
If Site is Registered then you can continue to wait, but Below are the RISKs.
As per High court Rule, Alternate Site should be only given in new layouts, No Matter what is the situation if site is not available in Arkavathy.
1500 people, Arkavthy Site Registered people waiting and 2000 people Arkavathy site allottees waiting for Site. Available Site in Arkavathy now is 300 only.
Since already 12 years over, BDA is giving direct sale deed in NPKL for Arkavathy allottee. and NPKL is getting 300 ft road connectiong from Mysore Rd to Magadi Rd. No money extra.
One of the Biggest question is... NPKL is the Last Layout. if you dont get Site here, Then in future if you wait for another 10 years and still Arkavathy issue not resolved. Then BDA might compensate with some Flats, since BDA will stop forming Layouts.
Think all these points.

I plan to apply for a 30x40 site under the general category. I wanted some info on the Domicile Certificate. In the last attempt, I just the signature in the space provided in the application form. Now when I approached the same person, he is insisting that I get the Domicile Certificate from the Nadakacheri office. This is a digitally signed certificate. However, when I called up the BDA office, one person told me that it is enough to the get the signature in the space provided in the form.
I am now in a dilema. Has any one experienced a similar situation?

I believe that one can get the concerned person's (ex;Tahasildar) signature in the BDA application itself.
i think you can take signature from any Grade 1 officer(government school principals/ doctors)

You need to get the signature in the space provided in the form. Approach your area MLA or MP. They will be able to help you.

Hi my query and views are following
1. Pvt layout near sullikere are asking 3000 psft. Which is costly compared to KG layout. But there we can choose site. But KG Layout is cheaper by 800 Rs for 40x60. Shud I go for choice at premium or not known at cheaper rate?
2. Is the 300 Ft road tender given or under evaluation? How long will this road construction take?
3. If there is election and change of party at state govt then can there be chance of scrapping allotment by next govt (since allotment is being done in haste)?
4. Whats update on RERA registration of KG layout? Why there is delay?
5. What all CA coming up in area?
1.Private layout will give you the advantage of Choice of Location of Site, Direction (East/North) and more than anything the Complete Title. BDA gives at a lower price but for lease for 10 years and then the title transfer. If you are planning to sell before 10 years then BDA should not be your choice.
2.300 ft tender negotiations are going on. The time frame is 24 months from the date of awarding contract.
3.Election can only result in DELAYS. They cannot take U turn by scrapping allotments. Since BDA is an independent board, decisions cannot be reversed.
4.RERA is just an eyewash. Neither BDA nor RERA is interested in the customers. RERA appliction is submitted by BDA and acknowledged by RERA. The Approval has not yet happened.
5.CA will come up only on people occupying the houses in the layout. So that is left to the people. If you look at BSK 6th stage and Anjanapura, the sites are allotted10-15 years back. But even today the houses have not come up inspite of allottes having absolute sale deed. So NKG layout will see development only if the lease cum sale deed period gets over or if they decide to issue absolute sale deed.
Actually, There is a very important clause which you should remember. In 10 Year lease, there 5 Years house Construction clause. From date of Registration within 5 years a House with Kitchen and Bathroom needs to be built. if not penalty is there. If BDA follows strictly, then every body will build house. CA will automatically come in.
Please all keep in mind, buying for 1000 rupees less is not big achievement. That is saturation point of that site. 30x40 might reach 50 lakhs rupee in 10 years. But that will be the end of it. so if you want to live there, it will be best Layout, Premium Residential Layout. with amenities. Also we already have NPKL welfare association. we can see through our demands are met.
BDA project not registered under RERA, i'm personally interested to ensure my complaint is registered. For not providing amenities within stipulated time.
What are bye rules of construction of houses in KG layout? Like FAR? or minimum gap between houses? Where can I get such rules of BDA before construction?

The chairman BDA will please consider extending the last date for obtaining application and submission of application for NPKL 2018 notification. The cost is very high as such people do require longer time for procuring required funds for applying . The chairman will appreciate the circumstances and announce extension of time
Due to fast approaching election dates and thereby starting of model code of conduct, they WILL NOT EXTEND THE LAST DATE. This is what I came to know from one internal person in BDA. They will have to publish the ALLOTMENT LIST and REFUND the DEPOSIT before model code of conduct starts.
So if you are serious PLEASE DONT WAIT.

I was allotted with BDA site in Arkavathy Layout (30 X 40), but it was cancelled due to dispute. Since the site cost has now been increased to Rs.23.00 lakhs I cannot afford to buy. Highly not possible, For Arkavathy Allottees they are giving NPKL site for Zero Money with Absolute Sale Deed. If you are not Arkavathy allottee, then you have attempts and you were not allotted site. Simple as other applicants. You have attempts but not money to pay 23 lakhs.
If anybody buys such site from you, 10 year lease will be there after that if the original owner does not give site, and even if you go to court. Court will order to pay interest to victime. But still the original site allottee will keep the site.
For 30x40 sites its 23laks in 2018 from BDA and Market rate 30 Lakhs in 2018. After Ten years, Site value is 50 lakshs in 2028. Now the original allottee is not interested to register site in your name, You go to court. Court will ask original allottee to pay interest to victim, i.e 23 lakhs + interest. May be like 35lkah. and Now the original will still be in advantage, since he will get a site worth 50laksh for 35-40 lakhs.
Also... Major Chance the site might get cancelled at 5 years mark in Ten year lease. Since House is not built. So original allottee is not in loss. Dont fall pray for such Issue.
