Kempegowda Layout is one of the new layouts that is being developed by the BDA (Bangalore Development Authority). BDA had earlier issued a notification in 2015, inviting applications for Allotment of 5,000 residential sites in KG Layout.

There were many procedural hiccups in the allotment of sites to the successful applicants. Most of the applicants who have not got the allotment had to wait for many months to get back their Initial Deposits. I believe that BDA took almost 1 to 1.5 years to complete the allotment procedures.
Latest Update (26-Sep-2018) : The BDA has published the Kempegowda Layout Final Site Allotment List (2018-19).
Around 5,000 sites on over 300 acres covers have been allotted in the first phase of the allotment. The sites which were allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The BDA has again come up with the latest notification, regarding the allotment of 5000 more residential sites in KG Layout, Bengaluru. Below are the details….
BDA Kempegowda Layout – Latest Notification (2018)
- Application forms are available from 28-Dec-2017.
- Last date to submit application forms is 09-Feb-2018.
- Where can I get the Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, Syndicate Bank, Vijaya Bank & Yes Bank. These branches are located in Bangalore and also across Karnataka state.
- Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
- BDA is giving around 40-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.
- Nearly, one thousand 20 * 30 sites (600 square feet) are reserved for Economic Weaker sections (EWS) of the society. These sites are available at subsidized rates. Five hundred 20 X 30 sq ft sites are available for General category applicants.
- Two thousand five hundred 30*40 sq ft sites, seven hundred 40*60 sq ft sites and around three hundred 50×80 sq ft sites are available for the allotment.
- The per square feet rate has been fixed at Rs 1,800 for a 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
- For a 30X40 site, the per square feet rate is fixed at Rs 2,000 , the total cost would be Rs 24 Lakh.
- The per square feet rate is fixed at Rs 2,200 for 40X60 site, which is Rs 48 Lakh .
- The per square feet rate is fixed at Rs 2,500 for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee is payable at the time of site registration.)
- Kindly note that the sital values are same as in the previous notification (2015).
- Only 50% of the total sites (i.e., 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,
What is the procedure to apply for a site in BDA Kempegowda Layout?
- Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others). In case, you already possess a Registration card, can pay the difference in value of the Registration fee and obtain the Bank’s seal on the back side of the Card.
- Draw a DD/Cheque in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above first table).
- Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
- The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
- If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site / KHB then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
- You are also not eligible for the allotment of a site if you or any of your family member has a site/flat/house within Bengaluru Metropolitan area. Also, you should not have acquired any site/house anywhere in India at a subsidized price.
- The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)
Download BDA’s notification (2018) – Application for Allotment of sites @ Nadaprabhu Kempegowda Layout, Bangalore (in Kannada / English).
- You can submit the completed application form along with the DD/Cheque (for initial deposit amount) at the branch of the bank where you have obtained the application form. The last date for submission of filled in application with initial deposit and registration fee is 09.02.2018.
- After receiving the applications, the BDA will announce a ‘Provisional list’ of successful applicants. The unsuccessful applicants can raise objections (if any) on the allotments done. Once this process is completed, BDA will announce the ‘Final List of Allottees’ and will also issue the ‘refunds’ (Deposit monies) to unsuccessful applicants. (Last time, BDA took almost 1 year to refund the Initial Deposit monies.)
Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion
- BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority (you can check the seniority list by visiting BDA website), number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
- BDA may take its own sweet time to complete the entire allotment procedures. This has been the case with the allotment in 2015-16. So, you may except procedural delays.
- Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
- If you are planning to settle down in Bengaluru and your target location is West Bengaluru, you can consider applying for a site in KG Layout. But, advisable not to apply if it is for investment/speculation purposes.
- Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

Hi ..i have a question.. can i exchange my site with ppl wanting to surrender their site... if their's is east or west facing..?...

We are heading in right directions.we need bring other issues now on. Another 6 months is golden hours for us the getting all our request done like relaxation on full payment,developments,LCSD,issues and concerns because BDA commissioner is helpful and with fear of surrender they will solve issues.
Many our members brought SWD issue in fourm and many also discussed this issue by calling me...now with the help of print media we able to bring issues of SWD infront of authority.reallotment will be given to those allotted whose site fall in buffer zone as per Commissioner official statement.
Hope every member visited sites.those who 100% sure their site in buffer zones and those who have doubts also write letter addressing commissioner on this.many already collected maps,took photo from your plot showing SWD,which you can use to prove issue.
If possible measure distance using tape or applications are available to measure distance using smart phone.
Reallotment process takes long time so start requestion process immediately because based on our complaint respective block site engineer will be asked to send detailed report by spot inspection and share his comments so further action.if we submit this after receiving allotment due to long process you guys will miss full payment deadline if reallotment not happens.if reallotment happens new allotment letter will be issued so payment counter and other clauses applies from date you guys recieve allotment letter.

Site surrender steps...Suurender can happen after you receive allotment letter
1) write simple letter addressing commissioner, BDA, Bangalore with some reason for surrender,don't forget to mention,application number, registration number, account number, IFSC code details...
2) please submit original allotment letter,NoC,formats enclosed in enevelop
3) submit original registration card, acknowledgement if available
4) submit letter with all docs mentioned above to reception...get acknowledgement for the same...
After surrender they will take 1-2 months to refund Intial deposit...

Congratulations for allotment.hope all members started visiting layout and many already visited their respective plot.hope you guys will visit your plot regularly to understand in and around your plot,sector and block.this will help you to know good and bad things.
In everyone's mind there will be question what next after final list?when we recieve allotment letter and what process to be followed and many other quire's.i am trying to give some highlights from my phase 1 allotment experience.
Allotment letter takes 1-2 months to receive each allotte. Process is like below.
1) after randomisation allotment section will dispatch list to printing section.
2) printing section prints allotment letter,NoC for availing bank loan,3 formats(self declaration, additional information,format to paste photo,3 model signature). Once printing section done their work it will be again dispatched to respective DS(deputy secretary)section for seal and signature. After this task again it will be dispatched to dispatch section.
3) dispatch section enclose all docs in envelope and start dispatching in batches to the address given in application form via speed post.
Your parent counter starts when you receive allotment letter.except SC ST Cat1 and EWS,all other has to make payment within 60 days.DcM promised for 90 days penality free payment option after board approval but we need to followup on this.
Steps to be followed after receiving allotment letter...
It will be sent via speedpost...Envelope cover will contain a) allotment letter b) NoC from BDA to avail loan c) self declaration format d) additional information format e) format to paste photo,3 model signature
1) once allotment letter recieved allotte payment counter starts,within 15 days from day you recieve allotment letter acceptance letter should be given to BDA for accepting site allotment
2) covering letter with allotment letter photocopy,NoC letter photocopy,self declaration contents on 20rs stamp paper and notarized, additional details,form to paste photo and model signature photocopies should be enclosed
3) all documents photocopies should be attested by class A or gazzeted officer
4) visit BDA and submit,get acknowledgement for the acceptance letter submission

Small disclaimer...
Group members(we don't separate as senior junior, direct allotte or dependents or by site dimension or by category under which allotment happened or farmers site owners or 3 years time allotted or on based on writ and not on any other criteria) make sure unity is maintained in your groups be vigilant on falls promisesers(they may come up by saying mass surrender to achieve so and so, plans to A...z to achieve so and so because we seen what can be done and which is feasible and practical),taunting, personal attacks on person if he/she bring something on board, marketing and other things, if you feel someone violating group formation intention and trying to use group for his hidden agenda remove him/her without second thought because such people start groupism which ultimately weaken groups. Forum is open to all to exchange concerns, views on everything because every member are matured.
Me and Santhosh is not part of any association.as we keep on telling if you wish you guys can join associations or you can form your own association or just work as group with common like minded.
Verify and join association which you feel its suitable or if association views matches with your views and requirement. There 2-3 association for npkl.
As you all know Sridhar sir association present secretary of one of such association. Sridhar sir already posted about association and upcoming AGM.
Many already cleared their view on joining association(when they feel to join, they will join association)and about posting on association were questioned by many not to impose anything on members, it should be open to decide based on their wish because you were waiting for final list, now you are busy with finding out site and site visit, later allotment process, registration process and you guys officially not got allotment so some questioned how come you can be a member of association so flexible to change by-laws which clearly says is meant for owners and residents.
Group is active from almost 3 months. Its open forum everyone's views valued irrespective of age, direct applicant or dependent, irrespective of dimension, irrespective of category applied. Not single loose talk, taunt sofar,only healthy discussions happend.hope it will remain same in future too.
We discussed and formed block wise groups to bring each block member in respective group with intention to concentrate issues and concerns of their respective blocks because blocks are huge. This was discussed and implemented in our common groups not decided by 1 or 2.as we all discussed each block is different, it has its own issues and concerns so encourage people start taking initiative to work for their blocks and this is not divide and rule.
Even before final list all like minded met, prepared memorandum as per all members requirement, submitted to BDA and submitted to CM,DcM on randomization day, both responded positively.as a group of mutual interest you achieved which is not done by anyone else sofar.
Now on you became official allotte of NPKL. Lots of process and challenges to be followed until you get khata done.so be cooperative with each other after all now on you will be neighbors.
