BDA Kempegowda Layout – Latest Notification (2018) – Details & Eligibility Conditions for Allotment of Residential Plots

Kempegowda Layout is one of the new layouts that is being developed by the BDA (Bangalore Development Authority). BDA had earlier issued a notification in 2015, inviting applications for Allotment of 5,000 residential sites in KG Layout.

There were many procedural hiccups in the allotment of sites to the successful applicants. Most of the applicants who have not got the allotment had to wait for many months to get back their Initial Deposits. I believe that BDA took almost 1 to 1.5 years to complete the allotment procedures.


Latest Update (26-Sep-2018) : The BDA has published the Kempegowda Layout Final Site Allotment List (2018-19). 



Around 5,000 sites on over 300 acres covers have been allotted in the first phase of the allotment. The sites which were allotted in the first phase are located between Mysuru Road and Yeshwantpur, along NICE Road.

The BDA has again come up with the latest notification, regarding the allotment of 5000 more residential sites in KG Layout, Bengaluru. Below are the details….

BDA Kempegowda Layout – Latest Notification (2018)

  • Application forms are available from 28-Dec-2017.
  • Last date to submit application forms is 09-Feb-2018.
  • Where can I get the Application form? – They are available with authorized bank branches of Canara Bank, Corporation Bank, Axis Bank, ICICI Bank, Syndicate Bank, Vijaya Bank & Yes Bank. These branches are located in Bangalore and also across Karnataka state.
  • Details of total number of available sites, dimensions, site value, registration fee and Initial deposit are as below; (1 metre = 3.28 feet & 1 Sq meter = 10.76 sq feet)
  • BDA is giving around 40-day period to apply for these sites. The sites would be of the dimensions 20×30 sqft, 30×40 sqft, 40×60 sqft and 50×80 sqft.
  • Nearly, one thousand 20 * 30 sites (600 square feet) are reserved for Economic Weaker sections (EWS) of the society. These sites are available at subsidized rates. Five hundred 20 X 30 sq ft sites are available for General category applicants.
  • Two thousand five hundred 30*40 sq ft sites, seven hundred 40*60 sq ft sites and around three hundred 50×80 sq ft sites are available for the allotment.
  • The per square feet rate has been fixed at Rs 1,800  for a 20X30 site. For EWS category, this is fixed at Rs 900 per sq ft.
  • For a 30X40 site, the per square feet rate is fixed at Rs 2,000 , the total cost would be Rs 24 Lakh.
  • The per square feet rate is fixed at Rs 2,200  for 40X60 site, which is Rs 48 Lakh .
  • The per square feet rate is fixed at Rs 2,500  for 50X80 site, which is Rs 98 Lakh. (This is only the allotment rate. Stamp duty and registration fee is payable at the time of site registration.) 
  • Kindly note that the sital values are same as in the previous notification (2015).
  • Only 50% of the total sites (i.e., 2,500 sites) are available for General category. The remaining 50% of the sites are reserved for various categories like SC / ST / BC / Govt employees / Persons with disability etc.,

What is the procedure to apply for a site in BDA Kempegowda Layout?

  • Visit the authorized bank and pay applicable ‘registration fee’ (ranges between Rs 500 to Rs 5,000 based on the site dimension). The bank will issue a Registration card. You can then obtain the Application form at the bank (application fee is Rs 400 for general category & Rs 200 for others). In case, you already possess a Registration card, can pay the difference in value of the Registration fee and obtain the Bank’s seal on the back side of the Card.
  • Draw a DD/Cheque in favor of BDA, Bangalore for the requisite Initial deposit amount (as indicated in the above first table).
  • Persons whose income is less than Rs 1 Lakh per annum are considered under EWS category.
  • The person applying for allotment of sites should be a domicile in Karnataka for not less than 15 years prior to the date of site registration. Age of the applicant should be atleast 18 years.
  • If you or any of your family member (spouse or dependent family member) has already been allotted any BDA / Govt site / KHB then you are not eligible to apply for allotment of site in Kempegowda BDA Layout.
  • You are also not eligible for the allotment of a site if you or any of your family member has a site/flat/house within Bengaluru Metropolitan area. Also, you should not have acquired any site/house anywhere in India at a subsidized price.
  • The Initial deposit paid by you do not carry any interest. However, it will be adjusted against the total site value of successful applicants. (Unsuccessful applicants will get it refunded)

Download BDA’s notification (2018) – Application for Allotment of sites @ Nadaprabhu Kempegowda Layout, Bangalore (in Kannada / English).

  • You can submit the completed application form along with the DD/Cheque (for initial deposit amount) at the branch of the bank where you have obtained the application form. The last date for submission of filled in application with initial deposit and registration fee is 09.02.2018.
  • After receiving the applications, the BDA will announce a ‘Provisional list’ of successful applicants. The unsuccessful applicants can raise objections (if any) on the allotments done. Once this process is completed, BDA will announce the ‘Final List of Allottees’ and will also issue the ‘refunds’ (Deposit monies) to unsuccessful applicants. (Last time, BDA took almost 1 year to refund the Initial Deposit monies.)

Should you apply for BDA site in Kempegowda (KG) Layout? – My Opinion

  • BDA reserves the right to allot sites. Kindly note that this is not a BDA e-Auction. The allotment is based on various factors like seniority (you can check the seniority list by visiting BDA website), number of previous attempts (number of times an applicant has tried to obtain a BDA site), no of years domiciled in Karnataka etc., So, the basis of allotment is purely subjective. I do not think even lucky draw is conducted. So, looks like the allotment may or may not happen in a transparent way. This is my personal opinion.
  • BDA may take its own sweet time to complete the entire allotment procedures. This has been the case with the allotment in 2015-16. So, you may except procedural delays.
  • Check if there are any conditions applicable on ‘Re-sale’ of sites after the allotment is done. Generally, BDA does not allow immediate re-sale of its sites. So, check with BDA about this condition.
  • If you are planning to settle down in Bengaluru and your target location is West Bengaluru, you can consider applying for a site in KG Layout. But, advisable not to apply if it is for investment/speculation purposes.
  • Getting a Home Loan sanctioned for a BDA site can be easy (subject to your eligibility).

  • If I have regular site in Bangalore(not allotted by any BDA or government) in my name. Can I apply for the BDA layout,does the BDA as any cross verification system to check that the particular individual as any type of sites in Bangalore in his name,in there data base,if the applicants are out of there eligibility,will they get back there deposits?

    • Dear Rajesh..If one has a site/house within Bengaluru metropolitan area then I believe that he/she is not eligible to apply for this allotment.

  • Can I apply on EWS, as I see so many applicants are applying for EWS sites,by making EWS certificates through brokers,is there any verification documents required further in process and loose my deposit and alloted site

    1. Lots of waste processing units are avbl around site? What will happen to them?
    2. Whats alignment of 300 ft road from Mysore road to Magadi road?
    3. Is rain water harvesting compulsory in NKGL?
    4. Where will be nearest Metro station in future?
    5. Whats plan of lakes around NKGL?

    • 1) It is obvious 40000 sites are developing, already 20000 sites confirmed. 20000 families. It is more likely the Waste Processing Unit will be converted to Power Generation unit.

      2) 300ft road touches all 9 blocks on NPKL, It is in center of the layout connecting Mysore RD and Magadi RD. At Mysore road its Under pass, below Challaghata Metro Depot.

      3) Yes, 100% for 30x40 and above. its already existing rule. There are many lakes hence Recharge is good.

      4) Block 5 is nearest to Proposed Metro Station Mysore Rd, Block 1 is nearest to Proposed Mono Rail on Magadi Rd. If People start living there there is every possibility Metro will come on 300ft road, connecting End to End.

      5) All lakes are getting inter connected. More than 5 Lakes in NPKL. abundant water supply.

    I had applied for the BDA e-auction that concluded on Jan 3rd, but could not win the bid as the cash rich bidders even went beyond the prevailing market rate in that area :-)
    It's 2 weeks and i've still not received the refund of my EMD. I've called many numbers in BDA and nobody seems to know anything about it.
    Can you let me know what would be the approximate timeline to get the EMD refund?

      BDA generally takes 15 to 30 days to refund the EMD.
      Owing to festival holidays, this may take time...

  • Since Its is Application Stage only and not Allotment Stage, I will Blog only about Application PROS and CONS.

    1) Allotment is Purely based on Attempts and Ages. If two people are having Same Attempts, then they will consider Age.

    If Person A is applying First time and His age is 75 years , Person B is applying First time and His age is 74 Years. Then Person A is allotted with Site. Person B has to wait. Due to Age Factor.

    If Person A is applying 3rd time and His age is 52 years, Person B is applying Second time and his age is 83 years, Then Person A is allotted with Site. Person B has to wait. Due to Attempt Factor.

    2) If this First time you are applying, then apply in the name of your Parents, since the Age will be more and hence more chance of getting allotted. If this NOT First time, then unfortunately you have to continue the same, so the Number of Attempts gets Increased. This idea works better for People who don't have Brothers / Sisters. So if Parents get allotted, then He/She can fund through loans as well.

    3) If you have Brothers / Sisters, then applying in Parents name is not recommended. Since the Site will be in 10 years Lease, If your Father/Mother applies and get allotted, and you pay loans to the Site as CO-Owner. After 10 year lease the property is registered first in Father's / Mother's Name. Later it has to be Gifted to you after 10 Years. I will STRONGLY TELL after 10 Years, the 23 Lakhs (30x40) Site value will be atleast 60 Lakhs. During that time, there is 100% chance, in the Change of time for 10 Years, Your Brother / Sister would approach for Share in that. While now you have paid loan for 23 Lakhs, you might have adjusted the money with RISK But after 10 Years, Even 23 Lakhs will not be worth RISK you have take now.

    So Please discuss with your Brothers / Sisters and openly share your fiancial burdens. All of you Pay Loan Interest commonly, If not Decided NOW ONLY who should own the Site. 50x80, 40x60 can be shared within Family, But Sharing 30x40, 20x30 sites after 10 Years, if the rates are high, it will become really tough.

    4) For Investors: Please understand, the market value of Site in NPKL for 30x40 site at Mysore Rd side is 35 Lakh and Magad Rd side is 30 Lakh, But BDA is now giving at 23 lakhs. Reason being it will be in 10 Years Lease and only after 10 Years you can sell it. Also there is another important clause, i.e. Build house in 5 Years from allotment. Which means in 5 years you have to build house. If not Site will be canceled. Please understand you are not buying site for 200rs and wait for 10 years for it to become 2000rs. Reality is you are Buying at 2000rs and wait for 10 years for it to become 5000rs. Not much of Appreciation though, still its on advantage end, if you have previous attempts and Cash. So think about.

    5) People who really need a Site to build a house and live in NPKL. This would be best oppurtunity since, BDA is selling Sites in Two Years Old Rate. so you are already in advantage. This NPKL is the last layout from BDA and RERA is implemented and 100% BDA has to complete the Layout in 3 Years. In the center of layout 100M (300ft) road will be constructed to connect Magadi Road and Mysore Road. On Mysore Road - Metro Rail and Magadi Road - Mono Rail is Proposed in RMP 2031 BDA plan. NPKL is has many lakes, so this could be Best Residential Layout. Bidadi Town ship already Approved, 6 Lane Bangalore - Mysore Raod. All will contribute for development of Layout.

      If possible, request you to kindly share info on how to get income certificate and domicile certificate.
      Is Domicile certificate to be submitted by all the applicants?

  • Hi friends, this is first time I am planning to apply bda site. In bda app form we have to take any signature from thashildar for income certificate and domicile certificate? Or instead of that we can produce those documents ? Please guide me on this.

    • Dear Sudeep,
      For getting the domicile certificate you have to make an application to the Tahasildar, with ration card or school leaving along with the residence certificate from Muncipality/corporation authority.Attach all these to the application to Tahasildar. The application will be forwarded after verification to Assistant Commissioner who has to issue the domicile certificate

  • There are 9 blocks in NPKL. Between Magadi road to Mysore road. I’m Allotted in B2. Registration yes almost done for allottees who paid full amount and followed up file. BDA has applied for RERA registration, but still not approved by RERA Karnataka yet. It’s been more than 2 months still not approved by RERA. Dear BDA site aspirants, RERA is one central act which is now savings lakhs of families from getting cheated. In case of BDA. If project gets approved. 100% guarantee for our hard earned money. NPKL will not become like Arkavathy layout. NPKL proposed for 40000 sites initially. Phase 1: 5000 sites to public, 3000 sites to farmers. Then 300 sites Allotted to Arkavathy allottees who moved to NPKL. Now Phase 2: 5000 sites to public, 3000 sites kept for Arkavathy allottees and Farmers. Expect 100% 20000 BDA sites by 2020 in NPKL.     One suggestion to all. I have feeling there will be Phase 3 in future. Since 300ft Road in NPKL is confirmed in NPKL plan as well. Please apply this time even if it’s first attempt, for phase 3 chance are good. All the Best.
