Hi, I believe that CIBIL is not yet considering ate payment of Bills for Credit Scoring. However, Telephone companies may use CIBIL reports to decide Credit limit for their customers. But, day is not very far that CIBIL may include Mobile Bills and Utility bills (electricity bills etc) to be part of ones Credit Report. You may go through this article..
