I don't think so. You may have to just submit a copy of your RC.
You need to submit original RC to the concerned RTO for its cancellation.
If the Car is to be scrapped completely and not going to be refurbished (call taken by the owner) then the RC needs to be cancelled by writing an application to the RTO. Once the RC is cancelled, provide the scrap dealer with all the vehicle related documents such as road tax receipt, registration receipt, invoice document, last insurance copy & cancelled RC copy...
