Hi, STP from a liquid fund to balanced fund can be considered. But, watch out for tax implications, as STPs are treated as normal redemption.
If you track the equity markets closely then you may just invest this amount in 2 to 4 installments in the next 3 to 6 months in an equity oriented balanced fund.
You may consider HDFC balanced fund instead of Birla fund, if ok.

SBI blue chip ( 8K), Icici pru blue chip ( 5K), Franklin Prima Plus ( 5K) , HDFC balance( 5K). Should i continue them or stop and switch over to some other
Also I want to invest 2 lacs Lumpsum. Which is ideal. I have already invested in Franklin Low duration fund in Aug 2017. Time of investment can be long term

All the listed funds are good ones.
If you are investing for long-term, you may opt for either of the large cap ones and divert the SIP amount to one more diversified equity fund or a mid-cap fund.
Ex : Birla Equity fund
or
HDFC Mid-cap opp fund etc.,
