I am assuming that your partial PF withdrawal claims are for medical treatment purposes..
I have observed some EPF members making partial claims for medical treatment back to back, but EPFO may reject claims after 3 to 5 consecutive online claims (in a FY).
You may submit the claim offline mode (but epfo may reject and ask you to submit online only, which again will get rejected). So, looks like, the EPFO wants to discourage PF members from withdrawing the funds frequently if the claims are for the same purpose.
