a) If a person opts for sufficient amount of floater health insurance policy should he opt for critical illness plan. Does top up cover is required
b) Can critical illness be taken with health insurance or life insurance? And which would be the best way

a & b - There is no generic answer to this (Critical illness) ! It depends on ones family medical history, life style, occupation etc., But, can surely consider opting for a Super Top up plan.
