I have decided to buy a flat which is resale. But in BESCOM owner has not changed to his name from builder. Now after me completing the sale deed what is process i need to follow to change it to my name.

Hi,
If you have not yet bought the flat, suggest you to ask your prospective seller to get the transfer done to his name, from builder' s name.
Once you buy the property, you can submit an Affidavit and self-declaration / NOC signed by seller along with name transfer application request at nearest BESCOM office.
You may have to submit a copy of Sale Deed and pay the requisite fees.
