Bangalore Development Authority (BDA) has come up with new notification for e-auction of residential sites. The last BDA e-Auction was happened in July 2019.
BDA e-Auction : Latest notification (November 2019)
The last date for applying to BDA e-Auction is 03-Dec-2019. Below are the details of important dates related to this auction.
- Commencement of BDA e-Auction Live Bidding : 13-Nov-2019
- Last date to apply for BDA auction : 02-Dec-2019
- Closing date of BDA E-Auction : 03-Dec-2019
Why should I buy BDA’s Auctioned plot?
In my experience, if you have home loan eligibility (income) then you can easily get a home loan for a BDA plot. BDA’s auctioned corner plots are free from litigation. But make sure you buy corner plots only. BDA should not auction intermediate sites (as per Karnataka High Court’s verdict).
In most of the real estate deals, the registration amount and the deal (Agreement amount) amount differ. So, part of your property deal is funded through ‘black money’ (whether you like it or not, I am sure you agree with me?).
In BDA e-auction case, the entire auction amount (registration value) is in white and should be paid through your Bank’s RTGS system (Real Time Gross Settlement) or through DDs (Demand Drafts).
Kindly remember one important point. If your total auction amount is more than Rs 50Lakh then the successful bidder has to pay 1% of the auction amount as TDS (Tax Deducted at Source). This amount should be paid to Income Tax Department before registering your property. This is in addition to registration and stamp duty charges.

bid amount column – we should enter bid price like 50,500 suppose if initial bid price is 50,000 or should we enter only 500 .
– in the bid amount column can we bid for lower price like 40,000 if initial bid is 50000 ?
suppose we have just shown interest in participation but did not bid for it during auction and no one else bids for it, will they allot us without bidding and can we reject it if we are alloted without we entering the bid amount.

One question I have is on the TDS payment. When I should pay 0.75% TDS (it is not 1% now it seems since 14-05-2020) to tax department ?
Should I do TDS in two batches, now for 25% and later for remaining 75% ? Or should the whole TDS amount is to be paid now ?
Advise letter has only deducted 4L EMD payment and have mentioned the remaining amount of 25% as payable in 3 days. No clarity on total TDS amount or when it should be paid.

If the total value is > Rs 50 lakh, you can deduct 0.75% of each installment as TDS and deposit it to the govt.

Asking because we are bidding on 2 different plots so as to increase the chances of getting at least one within our budget. But if it so happens (in the rare case) that we are the top bidders of both plots, I want to know if we have the provision to withdraw the bid.

No, its not possible to withdraw from bidding.
If you are the solo bidder and if BDA accepts your bid then you got to pay the total amount to get the property in your name (or) forgo your EMD amount (if you do not pay the amount).

Recently MUDA has come out with auction of Sites in Mysore, I’m looking at site which is at a base price of Rs. 20.8 Lakhs & the total sq.mt area is 109.80, the minimum bid mentioned is Rs. 10,000 for sites below Rs. 1 Crore!
I’m confused, if it is Rs. 10,000 / Sq.mt or Just Rs. 10,000 on the Base Price.

It’s just mentioned Rs. 10,000, so I’m assuming it is Rs. 10,000 and its multiples on the base value.

Rs 10,000 is minimum bid incremental value.
For ex : If initial bid price is Rs 50 lakhs then next minimum bid price that can be quoted is Rs 50,10,000.

I have a query while initiating the bidding process.
After submitting the participation of interest, if the price is still at the base price. Is it assumed I am the first bidder and the base price is the upset(bidding) price?
Or should I bid at-least-once(with Rs, 500 per sqmtr) to start by bidding?

You can get the allotment done at base bid price..but always advisable to make a bid for at least once to avoid last minute confusion..

Yes, the live auction for these sites has not yet been enabled in eProc site.

Your blog is helpful for a person who is new to eauction and has a dream to own a house in Bangalore. I just followed the instructions within the blog and I am stuck in the bidding part. The initial price per Sqmtr is Rs 78210 ( total its 86.25 sq mtrs site ) with Bid change price of Rs 500. So within the live bidding section I see Bid Amount and along with a drop down tab ( which has 1, 2, 3,..) So wondering If I am bidding I should add Rs 500 for every bid which means Rs 78710 per sq mt , assuming there are no one bidding for this property at the moment . Also what should I do with the drop down there.

Yes, the minimum bid change price that you need to add is Rs 500 per sq mt.
In case, there are no other competitors, you can win the eauction at initial bid price itself.
But, kindly note that BDA may have the right to reject such e-auction. (Though it sounds unfair, I have observed this happening..)

I am great fan of your real estate articles. Influenced by your BDA e-action article I have applied for e-action at BTM1 Layout Tavarekere site no66 of 139.5 sqmt (30×50) and own as highest bidder with bid amout 144450 per sqmt (Min bid was 103050 per smt) on 29/9/2018 at 17.30 hour since action was keep on exending in increment of 5 minutes wit every bid after 1600 hours.
Since I need to pay 25% bid amount (48Lakhs) with in 72 hours, I liquidated my FD of 40Lakhs and went to BDA to get vocher to pay.
BDA Finance officials said meeting is going on to decide the successful bidders list and info will be sent on your email then only you can pay.
At about 12.30 I got the email in mobile stating that my bid is rejcted with out assigning any reason. I immediately went of FM section and saw two more highest bidders like me who are also rejected. BDA cleark guided me to a officer who told that reason for rejection is highest bid not up to the BDA expectatation of higher than 2,00,000 per sqmt, They will call for again with in a week and bid for highest amount to get the site, He say BDA has right to reject bid with out any reason. Is is fair when they announced minimum bid and action goes 40% higher than mininum bid.
Total list of sites rejected are No 57, 62, 65, 66, 67,68,82, 83,84,85
only 6 sites were accepted are 45,71,49,48 (They are ajacent sites bid by single individual as told by a affected person there) 68,69

How do you know you have Won the e-Auction Bid? Is there a Confirmation Email sent by BDA? Do we need to Call up BDA to get the confirmation? When do we start transferring the 25% Money?

i.e, do you recommend getting the site dimensions checked by bda work inspectors or so ?
Have you heard of some differences like – a 20*30 site auctioned, but actual dimension due to some reason being 19 *30 or so?

Dear Jeevan,
Suggest you to first measure the dimensions yourself and then apply for e-auction. Most of the plots are Corner ones so it is easy to measure (unless there are two adjacent corner sites).
But once you have won the site, I believe you can’t do much (if the measurement is less then its a loss)

Dear sasikala,
BDA had conducted too many e-auctions between 2012 to 2015 and I believe that they have almost covered all available plots (of old BDA layouts) in these auctions.
Even if they come up with new e-auction, the number of plots can be very limited.
I will surely try to update this post in case if new e-auction notification gets issued by the BDA.

Bank limits 10 lakh maximum transfer. In case my 25% is more than that, how can I make one transaction?
Can I have someone in India to pay on my behalf and submit the challan? Can I have GPA to someome to register on my behalf? Please help with info ASAP.

I do not have complete information on ‘registration process of BDA auction site bought by an NRI’.
I believe that you can give POA to your representative and complete the transaction.
Suggest you to get more details on this from BDA or any civil lawyer in Bangalore.

Dear siva ..I believe that it is allowed and as long as you complete the transactions within the stipulated time-line.
But you may have to submit multiple Challan forms (of these transactions) to the BDA team.

The EMD amount will be adjusted in 25% payment. You will receive a letter from BDA regarding the exact payment details (once you make a successful bid).

I have seen few cases where successful bidders do get extra time for paying the full amount.
You have to contact finance department in BDA head office (while paying 25% auction amount).
You may also try for a home loan.
